ITEM A1. ITEM A1 RESOLUTION NUMBER 2024-075 RELATING TO ELECTIONS.

DECLARING AND ADOPTING THE RESULTS OF THE TOWN OF MARANA, PRIMARY ELECTION HELD ON JULY 30TH, 2024, CERTIFYING THE FACTS REQUIRING AN AUTOMATIC RECOUNT OF THE JULY 30TH, 2024 ELECTION TO THE PIMA COUNTY SUPERIOR COURT AND AUTHORIZING THE FILING OF A PETITION IN PIMA COUNTY SUPERIOR COURT FOR AN ORDER REQUIRING THE RECOUNT.

AND MR. MAYOR, VICE MAYOR, MEMBERS OF THE COUNCIL.

UNDER ARIZONA LAW, THE TOWN IS REQUIRED TO ENTER ON THE RECORD THE OFFICIAL CANVASS OF THE VOTES FOR THE PRIMARY ELECTION.

THE OFFICIAL CANVASS HAS BEEN INCLUDED IN THE AGENDA MATERIALS THAT ACCOMPANY THIS ITEM, ALONG WITH THE RESOLUTION DECLARING THE ELECTION RESULTS, WHICH ARE AS FOLLOWS.

FOR THE OFFICE OF MAYOR [INAUDIBLE] AND FOR THE FIRST OF TWO OFFICES OF COUNCIL MEMBER PATRICK CAVANAUGH.

REGARDING THE SECOND COUNCIL MEMBER OFFICE BECAUSE THE MARGIN OF VOTES CAST BETWEEN ROXANNE ZIEGLER AND MELISSA IS WITHIN ONE HALF OF 1% OF THE TOTAL NUMBER OF VOTES CAST FOR BOTH CANDIDATES FOR THAT SEAT.

ARIZONA LAW REQUIRES AN AUTOMATIC RECOUNT.

IF APPROVED, THE RESOLUTION ACCOMPANYING THIS ITEM WILL DECLARE AND ADOPT THE RESULTS OF THE 2024 PRIMARY ELECTION.

CERTIFY THE FACTS REQUIRING AN AUTOMATIC RECOUNT SO THAT PIMA COUNTY SUPERIOR COURT AND AUTHORIZE THE TOWN'S LEGAL DEPARTMENT TO FILE A RECOUNT IN SUPERIOR COURT.

ITEM D ONE. ITEM D 1, RELATING TO PARKS AND RECREATION, PRESENTATION, DISCUSSION AND POSSIBLE ACTION REGARDING PROPOSED FEES FOR THE USE OF THE MARANA COMMUNITY AND AQUATIC CENTER.

MR. MAYOR, VICE MAYOR, MEMBERS OF COUNCIL.

TODAY IS A STUDY SESSION TO TALK ABOUT A FEE SCHEDULE AND FEES FOR THE COMMUNITY AND AQUATIC CENTER.

IT'S HARD TO BELIEVE, BUT WE ARE APPROXIMATELY NINE MONTHS AWAY FROM BEING COMPLETED AND JUST HAVING THE OPPORTUNITY TO OPEN IT UP TO THE RESIDENTS OF OUR COMMUNITY.

OUR STAFF HERE AT THE PARKS AND REC LEADERSHIP TEAM, I TOLD THEM THE OTHER DAY, I THINK THEY'RE PROBABLY THE BEST PARKS AND REC LEADERSHIP TEAM IN THE STATE OF ARIZONA.

AND I WILL TELL YOU THAT THE PRESENTATION THAT THEY PUT TOGETHER TODAY, I THINK, REALLY ILLUSTRATES THE LEVEL OF PROFESSIONALISM AND WORK THAT THEY DO DAY IN AND DAY OUT. SO THEY'RE GOING TO KIND OF WALK US THROUGH THIS WHOLE THING.

AND THIS IS AN OPPORTUNITY TO KIND OF SEE WHERE WE TOOK A LOT OF THE FEEDBACK THAT WE GOT FROM COUNCIL AT VARIOUS PRESENTATIONS AND DISCUSSIONS ABOUT THE COMMUNITY CENTER MAKING IT AFFORDABLE FOR OUR RESIDENTS.

AND I THINK THAT YOU'LL SEE THAT HOPEFULLY THAT WE HIT THE NAIL ON THE HEAD WITH THAT.

ONE OF THE THINGS THAT WAS TALKED ABOUT A NUMBER OF TIMES WAS RECOVERY, COST RECOVERY AND WHAT THAT WOULD LOOK LIKE.

AND WE TALKED ABOUT VARIOUS JURISDICTIONS AND THE AMOUNT OF COST RECOVERY THAT THEY SET THEIRS AT.

I REALLY I TALKED TO STAFF ABOUT THIS, AND RATHER THAN FOCUSING ON COST RECOVERY, I ASKED THEM TO REALLY FOCUS MORE ON WHAT WAS REASONABLE IN TERMS OF COST FOR OUR RESIDENTS.

YOU'RE GOING TO SEE HERE, IF WE START OUT AT 1000 MEMBERSHIPS, IT'S 25% RECOVERY.

IF IT'S 2000, WE'RE AT 50%.

IF IT'S 3000, 75%, AND SO ON.

SO COST RECOVERY REALLY DEPENDS ON HOW MANY MEMBERSHIPS WE HAVE AS OPPOSED TO TRYING TO SET THE AMOUNT OF A FEE BASED ON HOW MUCH WE WANT TO RECOVER.

SO, FOR EXAMPLE, I THINK THE GOODYEAR, THEY ENDED UP IN THE NEIGHBORHOOD OF 5 OR 10, 10,000

MEMBERSHIPS OR SOMETHING LIKE 9000 MEMBERSHIPS.

I DON'T KNOW THAT WE'LL GET TO 9000, BUT I FEEL THAT WITH WHAT WE'RE PRESENTING FOR OUR COMMUNITY, WE'RE GOING TO HAVE A GOOD RESPONSE.

AND THAT RESPONSE WILL BE, WILL DETERMINE WHAT KIND OF RECOVERY WE GET BASED ON OUR FEES THAT ARE FAIR AND REASONABLE.

SO I ASKED OUR TEAM TO PUT THAT TOGETHER.

THEY'VE DONE A PHENOMENAL JOB HERE.

AND I THINK THAT JIM IS GOING TO KICK THINGS OFF AND THEN TURN IT OVER TO WAYNE AND BRANDON.

WE HIRED HIM ABOUT SIX MONTHS AGO.

I THINK THE FIRST WEEK BRANDON WAS HERE, HE STARTED WORKING ON THIS PROJECT, AND HE'S DONE MANY, MANY OTHER THINGS.

BUT HIS FOCUS HAS REALLY BEEN TO SEE WHAT EVERYBODY ELSE IN THE STATE DOES.

SO WE CAME HERE TONIGHT.

WE WOULD GIVE OUR ELECTED OFFICIALS A REALLY GOOD VISION OF EVERYBODY IN THE STATE THAT HAS ANY FACILITY SIMILAR TO WHAT WE HAVE.

AND I, I FEEL PRETTY GOOD ABOUT AS WE GO THROUGH THIS PROCESS, AND I THINK WE'VE ACCOMPLISHED IT.

I ALSO THINK WE'VE DONE IT IN A CONCISE MANNER.

ALSO, BOB STINSON, OUR RECREATION SUPERINTENDENT.

BOB IS PART OF THE PROCESS BECAUSE ASIDE FROM THE COMMUNITY CENTER AND AQUATIC CENTER, BOB OVERSEES PRETTY MUCH ALL THE OTHER FEES.

SO, WE WANTED TO BE CONSISTENT WITH OUR FEES ACROSS THE BOARD.

SO, BOB, WE APPRECIATE YOUR PARTICIPATION AND TERRY AND ERIC AND JOHNNY, THANK THE THREE OF YOU.

I KNOW WE'VE TIED YOU ALL UP AT DIFFERENT TIMES TO CONTINUE TO REVIEW WHAT WE'RE COMING UP WITH, AS WE'VE BEEN WORKING ON THIS FOR APPROXIMATELY SIX MONTHS.

SO I THINK I'D REALLY BE REMISS AS A PARKS AND RECREATION DIRECTOR, YOU KNOW, NOT TO SAY THAT, YOU KNOW, THIS FACILITY WILL TRULY BE ONE OF A KIND FACILITY WHEN YOU LOOK IN THE STATE.

AND IT'S REALLY FOR PEOPLE OF ALL AGES AND ALL ABILITIES IT'S GOING TO ADD TREMENDOUSLY TO THE QUALITY OF LIFE.

I KNOW THAT, YOU KNOW, WE KNOW THAT.

BUT, YOU KNOW, THE CORE OF IT IS GOING TO HELP PEOPLE WITH THEIR PHYSICAL HEALTH AND THEIR MENTAL WELL-BEING, WHICH THIS IS MORE AND MORE OF AN ISSUE.

AND THE BUSINESS THAT WE'RE IN, PARKS AND RECREATION, PEOPLE'S MENTAL HEALTH, AS WELL AS THEIR PHYSICAL HEALTH, THEY COME TO OUR FACILITIES.

SCHEDULE WISE, WE'RE ON TRACK.

THE PROJECT CONSTRUCTION WE'VE HAD SOME CHALLENGES.

WE'VE HAD SOME ICEBERGS.

AND I THINK DUE TO GOOD TRADE PARTNERS, GOOD ARCHITECT.

CHASE HAS BEEN AWESOME.

I THINK WE'VE AVERTED THOSE PROBLEMS IN A PRETTY GOOD WAY.

SO AS OF TONIGHT, WHERE WE ARE AND THEY'RE VERY CONSCIENTIOUS AND IN DETERMINING WHEN THINGS ARE GOING TO GET DONE, WHEN THEY'RE GOING TO HIT THE BENCHMARKS. BUT WE'RE LOOKING AT SUBSTANTIAL COMPLETION IN APRIL WITH AN OPENING IN MAY, AND WE'RE GOING TO NEED A MONTH OR SO TO GET ACCLIMATED AND SO FORTH.

OUR GOAL HAS ALWAYS BEEN TO OPEN AT THE TIME A LITTLE BIT BEFORE SCHOOL LETS OUT NEXT SCHOOL CALENDAR YEAR.

SO WE'RE ON TARGET TO DO THAT.

AND I WANT YOU TO BE AWARE OF THAT.

BUT WE ARE NINE MONTHS AWAY.

SO BASED ON COUNCIL'S FEEDBACK TONIGHT, I FEEL REALLY GOOD.

WE SAID THAT AT THE RETREAT.

AT THE RETREAT WE SAID, WE WANT TO GET TO YOU AT LATE SUMMER.

WE WANT TO BRING THIS INFORMATION TO YOU LATE SUMMER.

WHEN WE WERE GOING THROUGH FOCUS GROUPS, OUR FRIENDS AT THE CHAMBER, AMANDA TOLD US, SHE SAID THE NUMBER ONE REQUEST WE GET WEEKLY, SHE SAID, IS WHERE THE PRIVATE SECTOR COMPANIES, WHERE CAN I PULL 100 PEOPLE TOGETHER? WE THINK THIS ROOM IS GOING TO FILL THAT VOID.

SO, WE THINK OUR PRIVATE SECTOR FOLKS, BUSINESS FOLKS IN THE COMMUNITY ARE ALSO GOING TO APPRECIATE THAT SPACE TO SMALLER MULTI-PURPOSE ROOMS.

OUR TWO FITNESS ROOMS. SO YOU COULD WALK IN BASICALLY WITH A FRIEND, YOU COULD PROGRAM IN WHAT YOU WANT.

AND THERE'S A VIDEO ON THE WALL THAT WILL TAKE YOU THROUGH AN EXERCISE PROGRAM.

SO YOU DON'T NEED AN INSTRUCTOR.

BUT WE'LL ALSO HAVE CLASSES IN THERE WHERE YOU WILL HAVE INSTRUCTOR INDOOR WALKING TRACK, TEN LAPS FOR A MILE.

WE SEE THAT BEING HEAVILY USED, ESPECIALLY WITH OUR HOT SUMMERS AND WITH SENIORS FEELING SAFE BEING INSIDE AND SO FORTH.

THREE COURT GYMNASIUM THAT REALLY DISTINGUISHES THIS FACILITY IN A SPECIAL WAY IN THE STATE.

NOT JUST ONLY SOUTHERN ARIZONA.

SO YOU MIGHT WANT TO RENT THE FACILITY.

BUT SAY YOU DON'T HAVE A TOURNAMENT OF 35 TEAMS. TWO COURTS. I WANT TO RENT TWO COURTS.

WE CAN PUT DOWN THE DIVIDER AND SOMEBODY CAN DO A TOURNAMENT IN THERE.

THIS WILL ABSOLUTELY BE, ASIDE FROM OUR RESIDENTS, ENJOYING IT TREMENDOUSLY, BECAUSE YOU CAN HAVE A VOLLEYBALL TOURNAMENT ON ONE SIDE OF THE GYM.

I MEAN, THE MULTIPLE ACTIVITIES ARE VERY, VERY GOOD IN THIS SPACE.

WAYNE WILL DRILL INTO THIS WITH A LOT OF DETAIL, BUT I HAVE HEARD FROM FOLKS IS THINGS MOVE FORWARD ON MAIN STREET.

IT'S VERY EXCITING. WHAT'S GOING TO HAPPEN THERE? THAT IT WILL BE AN ATTRACTIVE PLACE FOR PEOPLE TO COME, POSSIBLY FOR SPORTS TOURISM.

AND THIS IS THE TYPE OF FACILITY THAT YOU COULD DO A TOURNAMENT THAT WOULD BRING 40 TO 50 TEAMS TO TOWN TO PLAY IN OUR GYMNASIUM.

AND OBVIOUSLY WHEN PEOPLE COME TO TOWN AND SPORT AND TOURISM, THE ECONOMIC DEVELOPMENT, PEOPLE HAVE TO BUY GAS.

PEOPLE HAVE TO EXCUSE ME, PEOPLE HAVE TO BUY FOOD, THEY HAVE TO EAT, THEY HAVE TO STAY OVERNIGHT.

SO I MEAN, IT'S GOING TO IT WILL MEET THE MARKERS THAT WE HAD OUT THERE TO SERVE THE COMMUNITY VERY WELL, BUT ALSO HAVE THE FACT TO HAVE ECONOMIC IMPACT WITH SOME SPORTS TOURISM.

A TEAM ROOM WITH WAYNE WILL GET INTO AND THEN CHILDCARE FOR OUR MEMBERS WITH YOUNG CHILDREN THAT THEY CAN DROP THE KIDS OFF AND MOM AND DAD CAN GO HAVE A WORKOUT.

THE AQUATIC FACILITY COMPETITIVE SWIMMING POOL.

RESISTANCE CHANNEL.

WE TALK A LOT ABOUT THAT WITH FOCUS GROUPS.

AND WHEN WE'RE GOING THROUGH THE DESIGN PHASE, MOST PEOPLE HAVE TO GO TO A HOSPITAL TO GET THIS.

BUT IF YOU HAVE A HIP REPLACEMENT OR KNEE SURGERY, A LOWER EXTREMITY CONDITION AND YOU'RE REHABBING, THIS IS THE TYPE OF FACILITY THAT YOU COULD GO TO AT OUR FACILITY AND WALK IN A RESISTANCE CHANNEL AGAINST WATER, AND WE'LL DO FITNESS CLASSES IN THAT TOO.

BUT PEOPLE WILL JUST EXERCISE IN THAT ENVIRONMENT.

BUT IN THE PLAY POOL, WE HAVE THAT RESISTANCE CHANNEL AND THEN WE HAVE A SPLASH PAD.

OBVIOUSLY SPLASH PADS ARE BIG TO US.

SO WHAT WE DID, WE PULLED ANALYSIS FROM EVERY ONE OF THESE JURISDICTIONS, PUT IT TOGETHER, AND BASICALLY STARTED TO DO OUR ANALYSIS OF WHAT'S RIGHT FOR MARANA, TOOK IT BACK TO TERRY, TOOK IT BACK TO ERIK, TOOK IT BACK TO YANNI, WENT BACK AND FORTH, REWORKED IT.
