I WOULD CHARACTERIZE IT MOSTLY AS A CLEANUP WORK TO BRING IT INTO THE CURRENT REALITY OF HOW THE DEVELOPMENT HAS GONE OVER THE LAST ALMOST 20 YEARS AND WHERE WE ARE TODAY.
WE HAD REZONED IT THE PROPERTY, WHICH IS LOCATED AT SANDERS AND BURNETT ROAD IN 2005 TO SIX AND ENTERED INTO THE DA AT THE SAME TIME.
BUT IN OCTOBER OF 2021, THERE WAS ANOTHER ORDINANCE ADOPTED WHICH MODIFIED CERTAIN CONDITIONS OF THE 2004 ORDINANCE AND MOSTLY TO CONFORM TO CURRENT POLICIES AND STANDARD CONDITIONS.
THE PROPERTY IS NOW KNOWN AS REMINGTON RANCH, AND IT'S BEING DEVELOPED AT THE CURRENT TIME BY AMERICAN HOMES FOR RENT.
THE DA AMENDMENT, I'LL JUST SUMMARIZE WHAT THE CHANGES ARE, AND IF I'D BE HAPPY TO GO INTO ANY MORE DETAIL, IF YOU HAVE ANY QUESTIONS ABOUT ANYTHING.
THERE ARE PROVISIONS IN THE ORIGINAL DA REGARDING WATER AND WASTEWATER.
THE 2021 ORDINANCE JUST INCLUDED OUR NOW STANDARD LANGUAGE THAT WE USE FOR WATER AND WASTEWATER IN TERMS OF DEVELOPING A PLAN AND ENTERING INTO A WATER SERVICE AGREEMENT OR A SEWER SERVICE AGREEMENT AS REQUIRED BY THE WATER DEPARTMENT.
I WOULD CARE THOSE ARE NOT SUBSTANTIVE CHANGES, IT'S JUST LANGUAGE CHANGES THAT WILL FOLLOW THE 2021 LANGUAGE, WHICH IS OUR CURRENT LANGUAGE THAT WE USE IN OUR ORDINANCES AND DAS.
FOR THE NON-POTABLE, AGAIN, IT'S MOSTLY NON-SUBSTANTIVE, EXCEPT THAT BACK IN 2005, THE TOWN HAD NON-POTABLE WATER SERVICE.
THIS REFLECTS THAT NON-POTABLE IS NOW THROUGH CMID BECAUSE REMINGTON RANCH IS IN THE CMID SERVICE BOUNDARIES.
THERE IS ALSO A PROVISION IN THE AGREEMENT THAT WILL BE DELETED REGARDING CMID AND WORKING WITH CMID.
INSTEAD, THE AGREEMENT, THE FIRST AMENDMENT WILL SAY THAT THE DEVELOPER MUST COMPLY WITH THE CURRENT MARANA TOWN CONE SECTIONS THAT DISCUSS THAT REQUIRE UNDERGROUNDING AND ENCLOSURE OF ALL IRRIGATION DITCHES WITHIN THE PROPERTY OR ADJACENT TO THE PROPERTY.
AGAIN, JUST DELETING AN OUTDATED PROVISION AND SAYING, FOLLOW CURRENT CODE.
SIMILAR WITH THE ONSITE PRIVATE RECREATIONAL REQUIREMENTS, THE ORIGINAL DA REQUIRED THE DEVELOPER TO CONFORM TO THE TOWN'S OLD, 185 SQUARE FOOT PER RESIDENTIAL UNIT STANDARD.
THE AMENDMENT WILL REQUIRE THE DEVELOPER TO COMPLY WITH THE NEW STANDARDS THAT ARE IN THE MARANA TOWN CODE THAT WE ADOPTED A FEW YEARS AGO, WHICH IN THIS CASE, WOULD REQUIRE 300 SQUARE FEET PER UNIT.
IN ADDITION TO THOSE ITEMS, THE FIRST AMENDMENT ADDS A NEW PARAGRAPH THAT MEMORIALIZES THAT THE PROPERTY MUST PAY THE RANCHO MARANA WATER MAIN PROTECTED FACILITIES FEE THAT'S APPLICABLE TO THE PROPERTY.
THERE IS ALSO A PROVISION FROM THE ORIGINAL DA THAT REQUIRED THE DEVELOPER TO CONSTRUCT AND DEDICATE TO THE TOWN THE PORTIONS OF THE BARNETT CHANNEL LINEAR PARK THAT WERE LOCATED ON THE PROPERTY.
TO PAY A $1,000 PER RESIDENTIAL UNIT FEE TO THE TOWN FOR PARK PURPOSES.

THE REASON FOR THAT WAS BACK IN 2005, THAT WAS BEFORE WE HAD OUR PARKS IMPACT FEES.THAT WAS THE REASON WHY THAT FEE WAS IN THERE.
THIS DA AMENDMENT WILL REFLECT THAT THE DEVELOPER ALREADY WITH THE RECORDING OF THE 2006 PACE AND FARMS PLAT DEDICATED ANY OF THE PROPERTY NEEDED FOR THE BARNETT CHANNEL LINEAR PARK, WHICH WAS NINE ACRES.
THAT WAS ALREADY DEDICATED TO THE TOWN IN 2006.
>> IT ELIMINATES THE $1,000 FEE I JUST MENTIONED, BECAUSE INSTEAD, THE DEVELOPER HAS TO PAY THE $2,500 PARKS IMPACT FEE PER EDU.

THEN THE ONLY OTHER ITEM IS THAT THE DA AMENDMENT WOULD EXTEND THE DA FOR 10 MORE YEARS FROM NOW.
THE ORIGINAL DA WOULD EXPIRE IN JANUARY 2025.
WE THINK 10 YEARS IS MORE TIME THAN IS NECESSARY, BUT JUST TO MAKE SURE THAT THERE IS TIME TO COMPLETE ALL OF THIS.

PERFECT. A TRANSPORTATION MASTER PLAN, ULTIMATELY, IT REALLY HELPS GUIDE TRANSPORTATION INVESTMENT DECISIONS FOR THE NEXT 30 YEARS.

AS DEVELOPMENTS COME INTO MARANA, IT WOULD HELP INFORM WHAT TRANSPORTATION IMPROVEMENTS NEED TO BE MADE, AS WELL AS ANY FUTURE TRANSPORTATION PLANS.
THIS WILL SERVE AS THE BASE FOR THOSE.

WE WENT OUT TO THE COMMUNITY TO HEAR WHAT NEEDS AND ISSUES THEY'RE SEEING TODAY AND WHAT THEY SEE AS NEEDS OR CONCERNS IN THE FUTURE.
WE ALSO HAD A ROUND OF ENGAGEMENT WITH THE COUNCIL TO UNDERSTAND WHAT CONCERNS YOU ARE SEEING AS WELL.
ONCE WE GATHER THIS EXISTING CONDITIONS NEEDS ASSESSMENT,

THEN WE IDENTIFIED POTENTIAL IMPROVEMENT SOLUTIONS.YOU COULD THINK OF THIS REALLY AS KIND OF A WISH LIST OF PROJECTS OR IMPROVEMENTS FOR MARANA FOR THE NEXT 30 YEARS.
THAT LARGE WISH LIST OF POTENTIAL IMPROVEMENTS WAS THEN VETTED WITH OUR STAKEHOLDERS, SO LOCAL BUSINESSES, OUR PLANNING PARTNERS AT THE COUNTY, LOCAL JURISDICTIONS, AND ADA, AS WELL AS, IF YOU GUYS REMEMBER, WE HAD A WORKSHOP AS WELL WITH THE COUNCIL TO TALK THROUGH SOME OF THOSE IDEAS.
FINALLY, THESE LARGE WISH LIST ITEMS BASED ON ALL THE FEEDBACK THAT WE HAD PREVIOUSLY HEARD AND INPUT FROM TOWN STAFF.
WE THEN PHASED OUT THESE IMPROVEMENTS TO IDENTIFY WHAT ARE REALLY THE SHORT TERM PRIORITIES, AND THEN WHAT ARE THESE LONG TERM SOLUTION AND NEEDS.
THIS AGAIN WENT OUT TO THE PUBLIC FOR FEEDBACK AND INPUT.
WE ALSO HAD ANOTHER WORKSHOP WITH THE COUNCIL TO WALK THROUGH THOSE TWO.
BASED ON THAT FEEDBACK, THEN WE MADE SOME ADJUSTMENTS TO THE PLAN TO ADDRESS ANY ISSUES OR CONCERNS THAT WE HEARD.

YOU CAN SEE ON THE SCREEN THAT THE STATE DEMOGRAPHER'S OFFICE IS PROJECTING THAT POPULATION WITHIN THE TOWN OF MARANA IS GOING TO MORE THAN DOUBLE BY 2055.
WE REALLY NEED TO EVALUATE WHAT ARE THESE TRANSPORTATION NEEDS SO WE CAN SUSTAIN THIS GROWTH AND BE READY FOR THIS GROWTH AS IT OCCURS.
THAT IMAGE ON THE BOTTOM JUST SHOWS IF NO ROADWAY IMPROVEMENTS ARE MADE, WE KEEP EXACTLY WHAT THERE IS TODAY IN MARANA, WHAT ARE THE CONGESTION LEVELS? RED IS BAD, AS NORMALLY AS WE LOOK AT IT.
YOU CAN START TO SEE A LOT OF RED ON OUR CORRIDORS OF THESE CONGESTION LEVELS INCREASING.
THE GOAL OF THE TMP IS TO HELP ADDRESS THAT MAJOR CONGESTION AS GROWTH OCCURS.

WE HAD AN AMAZING SURVEY AND COMMUNITY ENGAGEMENT THROUGH THIS PLAN.
WE HAD 107 PEOPLE SIGNED UP TO RECEIVE PROJECT UPDATES.
I WILL SAY I'VE WORKED ON TMPS ACROSS ARIZONA, AND THIS IS THE HIGHEST NUMBER I'VE EVER RECEIVED ON A PLAN.
THIS JUST SHOWS THE KUDOS THAT NEED TO BE GIVEN TO THE COMMUNICATIONS TEAM AND DIAHN AND FAUSTO.
WE HAD ABOUT 1,200 SURVEYS COMPLETED, AND THEN ADDITIONAL 233 MAP COMMENTS.
MEMBERS OF THE PUBLIC WERE ABLE TO ZOOM IN ON A MAP, IDENTIFY SPECIFIC LOCATIONS THAT THEY'RE FACING ISSUES TODAY OR THEY SEE AS CONCERNS IN THE FUTURE.
THIS IS A REALLY GREAT TOOL FOR THE TOWN TO HAVE JUST BECAUSE THEY CAN ZOOM IN TO SEE WHAT ARE THESE HOT SPOT LOCATIONS THAT WE NEED TO ADDRESS.
I HIGHLIGHTED JUST ONE SURVEY RESULT BECAUSE I THOUGHT THIS WAS REALLY INTERESTING.
WE ASKED JUST, WHAT DO YOU THINK IS THE GREATEST TRANSPORTATION NEED IN THE TOWN TODAY? YOU CAN SEE THOSE THREE BARS THAT ARE A LOT LARGER THAN THE BOTTOM BARS.
IF YOU LOOK AT THOSE, AND I APOLOGIZE, I KNOW IT'S SMALL, BUT THAT'S WHAT PEOPLE ARE SAYING THE BIGGEST NEEDS ARE : REDUCING CONGESTION ON OUR ROADS, REDUCING CONGESTION AT I10 AND OUR I10 INTERCHANGES, AS WELL AS MAINTAINING EXISTING ROADWAY.
THEY REALLY SEE A NEED OF FIXING CONGESTION ISSUES.
THEN YOU ADD ON THAT SLIDE BEFORE WHEN WE LOOK AT WHAT GROWTH IS HAPPENING.
MEMBERS OF THE PUBLIC ARE UNDERSTANDING THE IMPACT OF THESE TRANSPORTATION DECISIONS ON THEIR DAILY COMMUTING DRIVES.

THE GOAL OF THESE SHORT TERM PROJECTS WOULD BE FOR THE TOWN TO IDENTIFY FUNDING SOURCES, START TO EARMARK THESE PROJECTS FOR FUNDING GOING FORWARD, SO THESE CAN START TO GET PROGRAMMED AND PUT IN OUT TO BID IN CONSTRUCTION.
THE MID TERM BUILDS OFF THOSE SHORT TERM SOLUTIONS TO EXPAND AND ENHANCE THE MULTI MODAL NETWORK.
THEN THE LONG TERM SOLUTIONS REALLY CREATE A LONGER VISION OF IMPROVEMENT NEEDS TO 2055.
THE LONG TERM HORIZON YEAR INCLUDES A LOT OF MORE HIGHER COST PROJECTS OR PROJECTS THAT WILL COME ABOUT AS DEVELOPMENT OCCURS.

BASED ON SOME FEEDBACK THAT WE HEARD, WE DID ADD IN A COUPLE OF ADDITIONAL POTENTIAL CROSSING EVALUATIONS AS WELL AS ADDITIONAL CONNECTIONS.
WE ALSO HEARD A LOT OF FEEDBACK ABOUT PUBLIC TRANSIT AND THE NEED FOR PUBLIC TRANSIT.
AFTER TALKING WITH THE INTERNAL TEAM; WE AGREED THAT TESTING MICRO-TRANSIT SERVICE, WHICH IS TAKING THE CURRENT DIAL-A-RIDE AND MAKING IT MORE LIKE YOUR UBER, WHERE IT'S AN ON-DEMAND, WOULD BE A REALLY GOOD PILOT TEST PROGRAM TO GAUGE IF THERE IS A DEMAND FOR ADDITIONAL PUBLIC TRANSIT IN MARANA.
BUT THEN ALSO, AS THE TOWN CONTINUES TO GROW, AND DENSITIES INCREASE TO CONDUCT AN TRANSIT MASTER PLAN LATER DOWN THE ROAD TO REALLY ADDRESS WHAT THOSE KIND OF CRITICAL TRANSIT NEEDS ARE.
THEN ALSO JUST A CONCERN FOR THE LARGE NUMBER OF PROJECTS AND THE FUNDING AVAILABILITY.
I'M SAD TO SAY THAT WITH THE DELIVERY OF THIS PLAN, A MONEY TREE THAT YOU CAN PLANT TO PAY FOR EVERYTHING DOES NOT COME WITH IT.
BUT I UNDERSTAND THAT CONCERN.
THAT'S WHY WE PHASED OUT THOSE PROJECTS.
THOSE SHORT TERM IMPROVEMENTS ARE REALLY THOSE PRIORITY NEEDS FOR THE TOWN TO REALLY FOCUS ON.
