>> CALL THE REGULAR COUNCIL MEETING TO ORDER, PLEASE CALL THE ROLL.
[ CALL TO ORDER AND ROLL CALL]
>> COUNCILMEMBER KAI. COUNCILMEMBER OFFICER?
>> THANK YOU. PLEASE STAND FOR THE PLEDGE AND A MOMENT OF SILENCE.
>> PLEASE BE SEATED. APPROVAL OF THE AGENDA.
[ APPROVAL OF AGENDA]
CALL TO THE PUBLIC. DO YOU HAVE ANY CARDS, MR. UTO?
>> PROCLAMATION. MAYOR AND COUNCIL REPORTS.
[ MAYOR AND COUNCIL REPORTS: SUMMARY OF CURRENT EVENTS]
COUNCILMEMBER OFFICER.>> SINCE NOBODY ELSE COVERED IT.
THEY HAD PARKS DID A GREAT CEREMONY ON FRIDAY MORNING. IS IT FRIDAY.
>> SATURDAY MORNING. I DON'T KNOW WHAT DAY IT IS ANYMORE. THAT WAS GREAT.
THERE WAS A BUNCH OF WRITERS FROM [INAUDIBLE] RANCH THAT CAME DOWN TO GLADDEN FARMS PARK.
ANYWAYS, GREAT CELEBRATION, GREAT JOB.
MARANA IS NUMBER ONE IN THE PARKS FIELDS, AND EVERYBODY LOVES US.
>> I WAS GOING TO SAY IT WAS 17 YEARS FOR FRIES, WHICH IS OPENING ON THE 16TH.
IT WAS ABOUT THAT LONG FOR THE TRAIL UNDER THE CONVEYOR.
JEFF AND WAYNE AND THEIR STAFF AND EVERYBODY THAT WORKED ON THAT.
HAD A CHANCE A COUPLE OF WEEKS AGO WITH MR. ROSEMOND TO TOUR THAT.
VERY WELL DONE, JUST ABSOLUTELY AWESOME.
I WANT TO TALK ABOUT A LITTLE BIT OF SOME OF THE STUFF I DID TODAY.
I WENT OVER TO PVB MANUFACTURING AND CONSTRUCTION ON TANGERINE.
I HAD NEVER BEEN IN THERE, AND PEOPLE HAVE ASKED ME FOR THE LAST COUPLE OF YEARS, WHAT IS IT AND WHAT DO THEY DO? WE WENT IN THERE AND PETER VAN.
>> I'LL GET IT DOWN IN A COUPLE OF MONTHS.
ANYWAY, PETER AND HIS STAFF AND LARIS FOREMAN GAVE ME A TOUR OF THAT FACILITY THAT LASTED ABOUT THREE HOURS.
THEY DESIGNED AND BUILT THEIR BUILDING.
THEY DESIGNED THE METAL AND THE STAIRCASING, AND THE STRUCTURES OF THE BUILDING.
THEY BUILT EVERYTHING THAT WAS USED THERE, THE I-BEAMS, AND EVERYTHING.
THE BUILDING IS JUST ABSOLUTELY PHENOMENAL.
I WAS SO IMPRESSED THAT IF WE EVER GET READY TO EXPAND THIS FACILITY, I WANT US TO GO LOOK AT THAT.
IT WAS JUST A BEAUTIFUL FACILITY.
THEY HAVE WATER CUTTING MATERIAL, THEY HAVE LASER CUTTING MATERIAL.
THAT CAN BEND AN EIGHT FOOT WIDE, FOUR INCH THICK STAINLESS STEEL PIECE OF METAL TO A PERFECT 90 DEGREES WITHOUT BREAKING IT.
THEY SHOWED IT TO US. IT WAS ABSOLUTELY PHENOMENAL.
I COULD HAVE SPENT ANOTHER COUPLE OF HOURS THERE.
I ASKED PETER THAT IF WE ORGANIZED A TOUR AND IT MIGHT BE IN A MONTH OR TWO OR SOMETHING, BUT WHATEVER, FOR COUNSEL AND SENIOR STAFF TO TOUR THAT FACILITY, AND HE SAID HE WOULD WELCOME IT, AND HE WOULD EVEN COOK US A BARBECUE LUNCH.
I WAS TOTALLY IMPRESSED EVERYBODY AND I HOPE EVERYBODY WOULD WANT TO GO IF WE, THE STAFF, AND MAKING ARRANGEMENTS WITH PETER COULD GO TOUR THAT FACILITY.
[00:05:07]
IT IS CLEAN AS A WHISTLE.THEY MAKE I-BEAMS, THEY MAKE ALL STUFF LIKE WE WERE SEEING WHEN THEY WERE BUILDING THE STUFF OVER HERE AT THE COMMUNITY CENTER.
BUT THEY PUT A 40 FOOT I-BEAM THAT'S FOUR INCHES WIDE AND OR EIGHT INCHES WIDE AND FOUR INCHES THICK.
IT DRILLS THE HOLES, IT SHAVES THE PARTS.
WHEN THE THING GETS OUT OF THE MACHINE, IT'S FINISHED.
THEN YOU TAKE IT OVER LIKE THOSE BEAMS THEY WERE PUTTING UP, AND IT'S GOT PERFECT HOLES TO PUT IT TOGETHER AND EVERYTHING ELSE. REALLY IMPRESSIVE.
THEIR TUBING BUSINESS AND PIPE BUSINESS IS ABOUT 10% OF THEIR BUSINESS.
THEY HAD SOME THREE FOOT STAINLESS STEEL 20 FOOT LONG PIPES, AND HE SAID, THEY MAKE THEM FOR MINES, AND HE SAID, YOU CAN PUT THESE THINGS TOGETHER WITH A HELIARCH.
HE SAID, THE MINES CAN RUN ACIDS AND STUFF THROUGH THOSE PIPES.
THEY DO NOT RUST AND THE ACID WILL NOT AFFECT THEM.
THEY WORK A LOT WITH THE MINING INDUSTRIES AND MAYBE THEY'LL DESIGN OUR EXPANSIONS HERE ONE OF THESE DAYS.
THEN I WENT TO SUNFLOWER FOR A COUPLE OF HOURS.
MY OPENING STATEMENT WAS I'M ONE OF YOU, SO YOU CAN'T MAKE FUN OF ME BECAUSE IT'S OLDER PEOPLE AND TALK TO THEM FOR ABOUT 45 MINUTES ABOUT ALL THINGS ABOUT THE WASHES THERE AND THE STREETS THERE AND STOP LIGHTS AND DIFFERENT THINGS.
THEY'RE RIGHT ACROSS FROM THE SCHOOL TWIN PEAKS THERE, AND THEY THINK THEY HAVE SOME BIG ISSUES, BUT I TALKED TO THEM FOR A WHILE AND THEY SAID, WELL, TERRY ROSEMOND WAS HERE BEFORE YOU, AND HE SAID THE SAME THING.
AT LEAST TERRY AND I ARE ON THE SAME TRACK.
BUT THEY WERE VERY FRIENDLY, AND THEY WERE VERY AWESOME, AND I REALLY ENJOYED MY TIME THERE.
THAT WAS MY DAY. MR. ROSEMOND.
>> FOR TERRY SAYS SOMETHING, I'M SORRY, TERRY.
I THINK WE'D BE RE-MISSED IF WE DIDN'T SAY AND I DIDN'T SAY IT.
ONE OF THE THINGS AT THE SHARED USE PATH OPENING, I THOUGHT AND I WAS HONORED TO HAVE CHUCK HUCKLEBERRY THERE.
I THINK WE ALL KNOW WHAT A GREAT CYCLIST HE IS.
>> WELL, IT'S HUCKLEBERRY LOOP IS THE NAME OF THE PATH.
I KNOW THAT, MAYOR. VERY AWARE OF THAT.
IT WAS VERY NICE TO HAVE HIM THERE.
I WAS THERE. IT WAS JUST GREAT TO SEE CHUCK.
I HADN'T SEEN HIM IN A WHILE, AND HE SEEMED TO BE DOING PRETTY WELL. THANK YOU.
>> I HADN'T SEEN HIM SINCE THE ACCIDENT, AND I'M SORRY, I DIDN'T ADD THAT BECAUSE I DID GO OVER AND TALK TO HIM FOR QUITE A WHILE.
IT WAS VERY FITTING THAT HE, WHO IS SO INTERESTED IN THE BIKE AND WALKING HIKING LOOP, WAS ABLE TO COME.
HE LOOKED PRETTY GOOD, I THOUGHT, HE WALKED WITH A CANE, BUT HE WAS WALKING AROUND EVERYWHERE WE NEEDED TO GO THERE, SO VERY INTERESTING. MR. ROSEMOND.
[ MANAGER’S REPORT: SUMMARY OF CURRENT EVENTS]
>> MR. MAYOR, VICE MAYOR AND MEMBERS OF COUNCIL, NUMBER OF THINGS TO REPORT ON.
OF COURSE, OUR SINGLE FAMILY RESIDENT UPDATE, 14 SO FAR FOR THE MONTH OF SEPTEMBER, SIGNIFICANTLY LOWER THAN LAST YEAR THIS TIME.
WHEN WE FINISHED THE ENTIRE MONTH WITH 93, I THINK WE TALKED ABOUT THIS AT THE LAST MEETING RIGHT NOW.
THERE'S A NUMBER OF MAJOR PROJECTS THAT ARE UNDERWAY THAT WILL OPEN UP A LOT OF LOTS, ONE OF THOSE BEING RIGHT ACROSS THE STREET AT MONARCH AND THE OTHER BEING ACROSS THE FREEWAY AT MANDARINA.
THE AQUATIC CENTER AND REC CENTER.
OF COURSE, YOU CAN SEE IT GOING UP, BUT THERE'S A LOT OF WORK BEING DONE INSIDE THAT PERHAPS YOU CAN'T SEE AND ONE OF THE MILESTONES THAT IS BEING COMPLETED THIS WEEK AND SHOULD BE DONE COMPLETED THIS WEEK AS THE ENTIRE SECOND FLOOR WILL BE POURED TO INCLUDE THE RUNNING TRACK.
THAT'S A BIG MILESTONE, AND A LOT OF THE WORK IS FINISHING UP ON THE POOLS, THE PLASTERING, THE LINES, SOME OF THE SPLASH PAD ITEMS ARE ALL IN PLACE.
A LOT OF WORK THAT'S BEING DONE THERE, SO EVERYTHING'S MOVING RIGHT ALONG PUTTING US IN A GOOD POSITION TO BE OPEN IN THE SPRING OF 2025.
OF COURSE, THE CALPORTLAND RIBBON CUTTING WAS TALKED ABOUT ALREADY, A GREAT EVENT, WELL DONE BY THE STAFF ON THAT ONE, AND IT WAS GREAT TO SEE SO MANY OF YOU THERE AS WELL AS OUR COMMUNITY MEMBERS.
WE DO HAVE A TOURISM MASTER PLAN COMMUNITY CHECK IN.
[00:10:03]
IT'S ACTUALLY GOING TO BE THIS WEEK, AND IT IS THIS THURSDAY YES.THURSDAY AT 4:00, AND THEY'LL BE A PRESENTATION 4:00 -5:00, AND THEN SOME INTERACTIVE STUFF GOING ON FROM 5:00 UNTIL 7:00.
THAT CONTINUES, AND WE'LL BE BRINGING SOME STUFF BEFORE THE COUNCIL HERE BEFORE TOO LONG TO IN THE WAY OF IN ALL LIKELIHOOD A STUDY SESSION.
THE TOWN JUST KEEPS WINNING AWARDS.
THIS PAST WEEK OR THE WEEK BEFORE, I THINK, MIGHT HAVE BEEN OUR COMMUNICATIONS TEAM WON ANOTHER NATIONAL AWARD FROM THE THREE CMA, WHICH IS THE CITY COUNTY COMMUNICATIONS AND MARKETING ASSOCIATION.
A NATIONAL ASSOCIATION FOR COMMUNICATIONS FOR MUNICIPALITIES, AND THEY BROUGHT HOME FIRST PLACE SAVVY AWARD FOR THE WORK THAT THEY DID WITH THE GREETINGS FROM MARANA ADVENTURE JOURNALS.
THOSE HAVE BEEN VERY POPULAR THROUGHOUT OUR COMMUNITY AND DESIGNED RIGHT HERE BY OUR VERY OWN COMMUNICATION STAFF.
THEN LAST BUT NOT LEAST, WE DO HAVE, AND I WISH SHE WAS HERE, AND WE'LL INTRODUCE HER IN ALL LIKELIHOOD AT THE NEXT MEETING.
BUT I'VE CERTAINLY MADE KNOWN TO THE ENTIRE COUNCIL THAT WE HAVE A NEW WATER DIRECTOR, NAME IS HEIDI LASHAM, AND HEIDI COMES TO US RIGHT HERE FROM THE TOWN AS OUR CIP MANAGER.
SHE HAS A LOT OF EXPERIENCE IN ENGINEERING.
SHE IS A PE, WORKED DOWN AND SAW RITA FOR A WHILE AS THEIR DEPUTY PUBLIC WORKS DIRECTOR, WHERE SHE OVERSAW THEIR WASTEWATER THERE AS WELL.
WE'RE REALLY EXCITED. SHE'S BEEN AN AWESOME ADDITION TO THE TEAM OVER THE LAST, I THINK WE'RE MAYBE CLOSE TO TWO YEARS NOW THAT SHE'S BEEN WITH THE TEAM, AND IT'S JUST PROVEN TO BE A GREAT ASSET.
WE'LL GET AN OPPORTUNITY, HOPEFULLY TO INTRODUCE HER AT THE NEXT REGULAR SESSION.
THAT CONCLUDES MY REPORT. MR. MAYOR.
>> THANK YOU. COMMENTS. ITEM P1.
[ Relating to Budget; presentation of preliminary year-end results (July-June) for the Town's General Fund and other selected major funds for the 2023-2024 fiscal year (Yiannis Kalaitzidis)]
>> ITEM P1, RELATING TO BUDGET.
PRESENTATION OF PRELIMINARY YEAR END RESULTS, JULY THROUGH JUNE FOR THE TOWN'S GENERAL FUND AND OTHER SELECTED MAJOR FUNDS FOR THE 2023-2024 FISCAL YEAR.
>> THANK YOU, MR. MAYOR. VICE MAYOR, COUNCIL MEMBERS.
ON BEHALF OF THE FINANCE DEPARTMENT, I WOULD LIKE TO PRESENT YOU THE PRELIMINARY YEAR END FINANCIAL UPDATE FOR SELECT FUNDS, OUR MAJOR FUNDS.
AS USUAL, THIS INFORMATION IS PRELIMINARY, UNAUDITED, AND WILL BE SUBJECT TO CHANGE.
WE ARE STILL WORKING ON CLOSING OUR BOOKS AND GETTING READY FOR OUR UPCOMING AUDIT NEXT MONTH.
OVERALL, THOUGH THE STORY IS WHAT WE HAVE REPORTED BEFORE WHEN WE WERE UP HERE TALKING ABOUT OUR THIRD QUARTER FINANCIAL BRIEF, OUR ECONOMY CONTINUES TO DO WELL, OUR REVENUES CONTINUE TO FOLLOW THAT TREND.
ALL OF OUR REVENUES PRETTY MUCH CAME IN WHERE WE EXPECTED THEM OR ABOVE.
THE MAIN REASON AND WE DISCUSSED THIS DURING OUR BUDGET FOR FISCAL YEAR 25 WAS WE CONTINUED TO TAKE A CONSERVATIVE APPROACH, AND MUCH OF THAT APPROACH, MUCH OF THAT CONSERVATIVE STREAK WAS RELATED TO DEVELOPMENT.
WE HAD PROJECTED THAT WE WOULD DO PRETTY MUCH WHAT WE DID IN FISCAL YEAR 23 FOR OUR SINGLE FAMILY RESIDENTIAL, WHICH WAS JUST A LITTLE OVER 600.
BUT THEN AS THE YEAR CONTINUED, WE DID QUITE THE OPPOSITE.
WE PRETTY MUCH DID MORE THAN DOUBLE THAT.
LAST YEAR, WE HAD 1,294 PERMITS ISSUED.
WHAT THAT MEANT IS THAT WE HAD A TRICKLE DOWN EFFECT IN MANY REVENUE CATEGORIES.
WE HAD OUR CONSTRUCTION SALES TAX REMAIN HIGH, AND THAT EXPLAINS WHY OUR TRANSPORTATION FUND, WHICH RECEIVES 75% OF THOSE REVENUES IS CLOSE TO RECORD LEVELS VERY SIMILAR TO LAST YEAR.
WITH COMMERCIAL ACTIVITY, APARTMENT BUILDINGS ARE CONTINUING TO BE VERY STRONG AND CONTINUING TO BE [INAUDIBLE] THOSE NEW SFRS AND THE CONTINUED SFRS CONTRIBUTED TO STRONG ACCOUNT GROWTH IN BOTH OUR WATER AND WASTEWATER OPERATIONS.
OUR REVENUES THERE CAME IN BETTER THAN ANTICIPATED ALSO.
OVERALL, A VERY GOOD PICTURE FOR OUR REVENUES.
DURING THIS YEAR, WE ALSO ISSUED SOME DEBT THAT IS SHOWN IN THE HALF CAN SALES TAX FUND.
IN THAT PARTICULAR INSTANCE, WE ARE USING THE MONEY TO CONSTRUCT OUR AQUATICS AND COMMUNITY CENTER.
THE REVENUES THERE, I'M HAPPY TO REPORT CONTINUE TO AVERAGE ABOUT $640,000 A MONTH.
[00:15:02]
WE ARE STILL DOING VERY WELL WITH OUR COLLECTIONS.BEYOND THAT, OUR EXPENDITURES ARE ALSO WITHIN OUR EXPECTATIONS IN EVERY CASE, WE HAVEN'T REALLY EXCEEDED ANYWHERE.
THERE IS SOMETHING HERE THAT SHOWS A LITTLE STRANGE AND THAT IS IN THE WATER RECLAMATION FUND.
WE'RE SHOWING $17 MILLION IN THE EXPENDITURES THAT'S A LITTLE BIT MISLEADING.
WERE WE TO GO BACK AND LOOK AND I WILL DO THAT RIGHT NOW AT THAT PARTICULAR FUND.
WE WILL SEE THAT FROM AN OPERATING PERSPECTIVE, WE ACTUALLY ARE WITHIN OUR EXPECTATIONS.
WHAT WE DID DURING THE YEAR, AND I MENTIONED THIS IN OUR PREVIOUS MEETING ON THIS TOPIC ON THE QUARTERLY UPDATE IS WE REFUNDED SOME DEBT THAT WAS RELATED TO WASTEWATER OPERATIONS.
THAT WAS ABOUT 14.1 MILLION DOLLAR THAT WAS REFUNDED, AND WE DID THAT BECAUSE WE WERE ABLE TO ACHIEVE SAVINGS OF $1,153,000.
BY DOING SO. IT SAVED US SOME MONEY, BUT IT RESULTED ON THIS ITEM BEING ON OUR BOOKS.
IT'S NOT A BAD THING. IT'S A GOOD THING SINCE WE'RE SAVING MONEY.
BUT IT CAN BE MISLEADING IF WE LOOK AT THE SUMMARY PAGE, AND WE DON'T SWITCH BACK TO THIS PAGE.
BUT OVERALL, AS WE LOOK AT ALL OF OUR FUNDS, WE'VE DONE VERY WELL.
SIMILAR TO OTHER TIMES WHEN WE LOOK AT THE AIRPORT FUND, OUR REVENUES ARE COMING IN AT 368,560 FOR OUR CHARGES FOR SERVICES, WHICH IS ABOUT 6% HIGHER THAN WHAT WE BUDGETED AND WHAT WE ANTICIPATED.
THAT IS GOOD NEWS. LOOKING AT OUR EXPENSES.
WE SPENT ABOUT 200,000 MORE THAN THAT.
AS IS THE CASE AS WE CLOSE THE BOOK AND WE GET INTO THE NEXT COUPLE OF WEEKS, WE FINALIZE WHAT THAT AMOUNT OF EXPENSES WILL BE AND WE TRANSFER MONEY FROM THE GENERAL FUND TO COVER THE SHORTFALL.
>> WITH THAT, I WILL BE SWITCHING OVER JUST VERY QUICKLY TO TAKE ANOTHER MINUTE TO DISCUSS OUR ESTIMATED BALANCES.
THIS IS THE AMOUNTS THAT WE SET ASIDE FOR A RAINY DAY, BUT ALSO THE AMOUNTS THAT ARE AVAILABLE FOR US TO SPEND ON ONE-TIME PROJECTS.
THIS IS PRETTY MUCH WHAT WE'VE SHOWN TO YOU IN THE PAST.
WE ANTICIPATE TO END THE YEAR WITH ABOUT 91-AND-A-HALF MILLION DOLLARS OF AVAILABLE MONEY IN FISCAL YEAR 24.
NOW, IF YOU RECALL, WHEN WE DID THE BUDGET FOR LAST FISCAL YEAR, WE, WITH COUNCIL'S APPROVAL, PAID DOWN OUR PSPRS OUTSTANDING LIABILITY OF OVER $13 MILLION.
THAT IS A BIG REASON ALONG WITH ONE-TIME PROJECTS, SOME FACILITIES PROJECTS THAT WE BUDGETED, WHY SOME OF THIS BALANCE, LOOKING AT WHAT WE ANTICIPATE FOR THE END OF FISCAL YEAR 25, IS COMING DOWN FROM THAT 91-AND-A-HALF TO BE JUST UNDER ABOUT $59 MILLION.
WE ARE MAKING USE OF THE MONEY AS COUNCIL HAS DIRECTED US TO DO SO.
JUST AS A REMINDER, PART OF THAT 58.7 MILLION CONTINUES TO INCLUDE $21 MILLION THAT COUNCIL HAS EARMARKED, BUT HAS NOT YET MOVED FROM THIS BALANCE FROM THIS COLUMN FOR THE TANGERINE LOOP PROJECT, THE ROAD THAT WILL CLOSE THE LOOP AND CONNECT TO I-10.
WITH THAT, I WILL BE HAPPY TO TURN IT OVER TO YOU FOR ANY QUESTIONS OR COMMENTS.
>> WHAT ABOUT THE CONTINGENCY FUND?
>> THE CONTINGENCY FUND STANDS AT FIVE MILLION DOLLARS.
>> THAT IS SOMETHING THAT IS EXCLUDED FROM HERE, FROM THE BALANCES THAT YOU'RE SEEING.
WE ARE ASSUMING, JUST TO BE CONSERVATIVE AND TO FOLLOW BEST PRACTICE, THAT IT WILL BE AVAILABLE FOR COUNCIL TO CHOOSE TO USE DURING THE COURSE OF THE FISCAL YEAR 25.
IF WE DON'T USE IT OR IF WE USE A VERY SMALL PORTION OF IT, ANY UNUSED AMOUNT WILL BE ADDED ONTO THE $58.7 TO BE AVAILABLE TO BE UTILIZED DURING NEXT YEAR'S BUDGETING PROCESS.
>> I'VE ALREADY GOT SOME MONEY TO THE SIDE AND I'LL SAY IT AGAIN, SAGUARO BLOOM PARK.
>> FINISHING SAGUARO BLOOM PARK, THE PUBLIC PARK WITH EVERYTHING IN IT.
>> MR. MAYOR, VICE MAYOR, AND COUNCIL MEMBER ZIEGLER, ALL OF THAT IS ALREADY IN THE PLANS.
IN FACT, THEY'LL BE STARTING PHASE 1 IN OCTOBER, AND ON THE HEELS OF PHASE 2, THE TOWN WILL COME IN WITH OUR PORTION TO COMPLETE PHASE 2, AND THAT WILL START AS SOON AS PHASE 1 IS COMPLETED.
[00:20:01]
>> I DON'T THINK WE NEED ANY ACTION, DO WE? ITEM P2?
[ Relating to Strategic Planning; presentation and discussion regarding the Town's progress in implementing the Marana Strategic Plan Five (Andrea De La Cruz)]
>> ITEM P2, RELATING TO STRATEGIC PLANNING, PRESENTATION AND DISCUSSION REGARDING THE TOWN'S PROGRESS IN IMPLEMENTING THE MARANA STRATEGIC PLAN 5.
>> MR. MAYOR, MEMBERS OF THE COUNCIL, GOOD EVENING.
THE PURPOSE OF TONIGHT'S PRESENTATION IS TO PROVIDE AN UPDATE ON STRATEGIC PLAN 5 PROGRESS FOR THE FOURTH QUARTER OF FISCAL YEAR 2024.
THIS DOES WRAP UP OUR SECOND YEAR OF THE STRATEGIC PLAN, AND WE HAVE ENTERED YEAR 3 AT THE START OF FISCAL YEAR 2025.
DURING TONIGHT'S PRESENTATION, I'LL GO OVER HIGH LEVEL PROGRESS OF THE FIVE FOCUS AREAS IN OUR STRATEGIC PLAN, FOCUSING ON MAJOR ACCOMPLISHMENTS, AS WELL AS SIGNIFICANT HIGHLIGHTS FOR THE FOURTH QUARTER OF FISCAL YEAR 2024, AS WELL AS JUST MENTIONING SOME UPCOMING ITEMS THAT WE HAVE FOR THE STRATEGIC PLAN.
AS A REMINDER, THE PUBLIC IS ALSO ABLE TO TRACK THE PLAN'S PROGRESS BY VISITING THE STRATEGIC PLAN 5 PUBLIC DASHBOARD, AND THAT'S AVAILABLE THROUGH THE TOWN'S WEBSITE.
THE PUBLIC CAN ENTER THE DASHBOARD AND JUST GET MORE DETAIL ABOUT ALL OF THE ACTION ITEMS THAT WE HAVE WITHIN THE STRATEGIC PLAN, AND AN OVERVIEW OF THE STRATEGIC PLAN PROGRESS IN NUMBERS.
WE ARE AT 69% PROGRESS AS WE WRAPPED UP YEAR 2 OF THE PLAN.
ABOUT 72% OF OUR 91 ACTIONS ARE ON TRACK.
WE HAVE SOME DISRUPTION WITH JUST ONE ACTION ITEM, AND I'LL TALK ABOUT THAT A LITTLE LATER DURING TONIGHT'S PRESENTATION, AND WE'VE COMPLETED ABOUT 25%.
AGAIN, ENDING THE SECOND YEAR OF THE STRATEGIC PLAN, WE ARE PRETTY MUCH ON TRACK TO MEETING THOSE 91 ACTIONS THAT WE HAVE BY THE END OF THIS FISCAL YEAR.
GOING INTO OUR FIRST FOCUS AREA, WHICH IS CHERISHED HERITAGE, WE DO HAVE 10 TOTAL ACTION ITEMS UNDER THIS FOCUS AREA.
EIGHT OF THEM ARE ON TRACK, AND TWO OF THOSE HAVE ALREADY BEEN COMPLETED.
ONE OF THE ACTIONS UNDER THE CHERISHED HERITAGE FOCUS AREA IS TO ENCOURAGE TOURS THAT SHOWCASE MARANA'S HISTORY AND HERITAGE.
IN MAY OF 2024, IN PARTNERSHIP WITH THE MARANA CHAMBER, THEIR IMPACT MARANA GROUP ENJOYED A HISTORY-BASED TOUR OF CROSSROADS PARK, WHICH SHOWCASE MARANA'S BRIDGE HERITAGE, RANCHING, AND ARCHAEOLOGICAL HERITAGE.
THAT IS ONE OF THE ACTIONS THAT WE HAD, AND WE GOT THAT STARTED THIS PAST QUARTER.
THE TOWN WAS ALSO AWARDED A GRANT FROM PIMA ASSOCIATION OF GOVERNMENTS FOR THE TRANSPORTATION ART BY YOUTH PROGRAM.
THIS GRANT WILL FUND THE INSTALLATION OF ARTWORK AT THE MARANA AIRPORT ENTRANCE, AND THIS WILL COMMEMORATE THE PIVOTAL ROLE OF THE NORTH AMERICAN AT-6TEXAN IN MARANA'S AIRPORT HISTORY.
THE MUSD STUDENTS THAT WERE WORKING ON THIS PROJECT HAVE COMPLETED THE CONSTRUCTION PORTION.
WE ARE CURRENTLY PENDING INSTALLATION OF THE ART AND THEN ONCE IT IS INSTALLED, WE'LL HAVE A RIBBON-CUTTING EVENT AT THE AIRPORT.
THE TOWN ALSO LAUNCHED A NEW SOCIAL MEDIA INITIATIVE OR CAMPAIGN THIS PAST QUARTER, FEATURING MARANA HISTORY THROUGH SHORT CLIPS THAT ARE SHARED ON SOCIAL MEDIA.
THIS HAS BEEN A FUN WAY TO ENGAGE OUR FOLLOWERS AND JUST TEACH THEM A LITTLE BIT ABOUT MARANA'S HISTORY.
LOOKING FORWARD, TOWN STAFF IS COLLABORATING WITH THE VISITOR CENTER TO DEVELOP EDUCATION DAYS THAT FOCUS ON THE TOWN'S HERITAGE.
THE FIRST PRESENTATION IS ACTUALLY SCHEDULED FOR THIS MONTH, AND IT'LL FEATURE AN AUTHOR THAT WROTE A BOOK ABOUT MARANA.
OUR SECOND FOCUS AREA IS VIBRANT COMMUNITY.
FOR THIS FOCUS AREA, WE HAVE A TOTAL OF 23 ACTION ITEMS,13 OF THEM ARE ON TRACK.
WE HAVE SOME DISRUPTION WITH ONE, AND NINE OF THOSE ACTION ITEMS HAVE BEEN COMPLETED.
THE FIRST ITEM THAT I'D LIKE TO HIGHLIGHT IS THAT OUR MARANA POLICE DOES OFFER VARIOUS OPPORTUNITIES AND PROGRAMS TO ENGAGE THE COMMUNITY.
ON MAY 1, 2024, THEY HAD 13 STUDENTS THAT SUCCESSFULLY GRADUATED FROM THE CITIZENS POLICE ACADEMY, AND THEY RECENTLY STARTED THE FALL CITIZENS POLICE ACADEMY A FEW WEEKS AGO AS WELL.
OUR COMMUNITY AND NEIGHBORHOOD SERVICES DEPARTMENT ALSO, ON MAY, THEY HAD A SUCCESSFUL LOW-COST SPAY & NEUTER CLINIC, AND THE EVENT RESULTED IN 30 DOGS THAT WERE LICENSED, AS WELL AS 25 DOGS AND CATS THAT WERE MICROCHIPPED.
[00:25:03]
LOOKING FORWARD, AND I'VE TALKED ABOUT THIS ITEM IN THE PAST, BUT ONE OF OUR ACTION ITEMS IS TO CONDUCT A HOUSING ASSESSMENT FOR THE TOWN, AND WE ARE COLLABORATING WITH PIMA COUNTY ON THIS ACTION ITEM.THIS IS THE ITEM THAT HAS SOME DELAY SINCE THE COUNTY HAS BEEN A LITTLE DELAYED WITH THE PROCUREMENT PROCESS OF IT, BUT I BELIEVE THAT THEY WILL GET THAT ASSESSMENT KICKED OFF PRETTY SOON.
IN RESPONSE TO RECENT 2024 STATE LEGISLATION, THERE ARE SOME NEW HOUSING BILLS.
THE TOWN IS ALSO [NOISE] PREPARING A REQUEST FOR PROPOSALS TO CONDUCT OUR OWN HOUSING STUDY, AS WELL AS A REPORT THAT MEETS THIS NEW LEGISLATION THAT WAS RECENTLY PASSED.
OUR WEBSITE IS ALSO MOVING ALONG THE MIGRATION PROCESS FOR OUR NEW TOWN WEBSITE IS UNDERWAY.
I KNOW OUR COMMUNICATION STAFF IS WORKING TO TRAIN OUR WEB CONTENT MANAGERS THIS PAST MONTH, AND WE DO HOPE TO GO LIVE WITH THE NEW WEBSITE IN OCTOBER, NOVEMBER OF THIS YEAR.
MOVING ON TO OUR THIRD FOCUS AREA, WHICH IS THRIVING COMMERCE, A TOTAL OF 16 ACTION ITEMS FOR THIS ONE,13 OF THEM ARE ON TRACK.
ONE IS UPCOMING, AND WE ALSO HAVE COMPLETED TWO WITHIN THRIVING COMMERCE.
THE FIRST ONE THAT I'D LIKE TO MENTION, AND THIS IS A PRETTY EXCITING ONE, IS THIS PAST QUARTER, THE TOWN DID INITIATE A PROCUREMENT PROCESS FOR REQUEST FOR PROPOSALS FOR THE DEVELOPMENT OF THE TOWN'S 19 ACRES IN THE DOWNTOWN MARANA AREA.
RIGHT NOW, THE EVALUATION COMMITTEE IS REVIEWING THE PROPOSALS, WHICH IS A PRETTY SIGNIFICANT STEP IN THE AREA'S DEVELOPMENT, VERY EXCITING FOR THE TOWN.
THE TOURISM STAFF ALSO CREATED AN ULTIMATE SUMMER ACTIVITY LIST THAT PROVIDES RESIDENTS AND VISITORS A COMPREHENSIVE GUIDE TO SUMMER EVENTS AND ACTIVITIES IN MARANA JUST TO HIGHLIGHT EVERYTHING THAT MARANA HAS TO OFFER.
THE THIRD AWARD FOR THE TASTE OF MARANA WAS RECENTLY AWARDED AS WELL, I BELIEVE.
LA OLLA RECEIVED THAT AWARD, AND THIS IS JUST A GREAT PROGRAM TO RECOGNIZE AND CELEBRATE SOME OF OUR LOCAL CULINARY EXCELLENCE.
LOOKING FORWARD, AS MR. ROSEMOND MENTIONED, PROGRESS ON THE TOURISM MASTER PLAN CONTINUES.
THIS WEEK, WE DO HAVE COMMUNITY CHECK-IN WHERE THE PUBLIC IS INVITED TO JOIN US AND PARTICIPATE IN INTERACTIVE SESSIONS.
MAYOR AND COUNCIL WILL RECEIVE AN UPDATE IN OCTOBER WHERE YOU'LL GET AN UPDATE ON PROGRESS SO FAR, AS WELL AS AN OPPORTUNITY TO PROVIDE YOUR FEEDBACK AND DIRECTION.
FINALLY, MOVING ONTO THE FOURTH FOCUS AREA, WHICH IS HEALTHY LIFESTYLES.
THIS PARTICULAR FOCUS AREA MAINLY FOCUSES ON A LOT OF PARKS AND RECREATION ACTION ITEMS. WE DO HAVE 13 ACTION ITEMS, 10 OF THEM ARE ON TRACK, AND WE HAVE THREE THAT ARE COMPLETED.
THE FIRST ONE THAT OCCURRED DURING THE FOURTH QUARTER WAS THE SIGNIFICANT MILESTONE OF THE BEAM SIGNING EVENT.
I BELIEVE THAT WAS IN JUNE FOR THE MARANA AQUATIC AND RECREATION CENTER, AND THE PROJECT CONTINUES TO BE ON TRACK FOR A SPRING 2025 OPENING.
THIS ONE WAS MENTIONED A FEW TIMES ALREADY, BUT THE CALPORTLAND SUP, AS YOU'RE ALL AWARE, IS COMPLETED, AND THAT WAS A PRETTY SIGNIFICANT ACTION ITEM FOR THE HEALTHY LIFESTYLES FOCUS AREA.
MAINTENANCE WORK ACROSS SEVERAL OF OUR TOWN PARKS WAS COMPLETED DURING THE FOURTH QUARTER AS WELL, IN PARTICULAR WITH THE BASKETBALL COURTS AND TENNIS COURTS AT CROSSROADS PARK.
THIS IS JUST A GREAT WAY TO MAKE SURE THAT OUR PARKS CONTINUE TO BE IN GOOD AND OPTIMAL CONDITION.
LOOKING FORWARD FOR HEALTHY LIFESTYLES, THE SENIOR PROGRAM ACTIVITIES CONTINUE TO EXPAND, ESPECIALLY SINCE WE RECENTLY APPROACHED 500 MEMBERS WITHIN THE SENIOR PROGRAM.
STAFF IS WORKING ON IDENTIFYING NEW TRIPS AND FITNESS PROGRAMS TO MAKE SURE THAT WE CONTINUE TO HAVE GREAT ATTENDANCE AND ALSO TO JUST ENHANCE MEMBER ENGAGEMENT.
FINALLY, THIS IS THE FIFTH ONE, PROACTIVE PUBLIC SERVICES, OUR FIFTH FOCUS AREA.
WE HAVE A TOTAL OF 29 ACTION ITEMS WITHIN THIS FOCUS AREA, 22 ARE ON TRACK, AND WE HAVE COMPLETED SEVEN OF THOSE ACTION ITEMS. THE FIRST ONE THAT I'D LIKE TO HIGHLIGHT IS THE WATER CONSERVATION WEBPAGE WAS ENHANCED TO INCLUDE ADDITIONAL WATER RESOURCE INFORMATION.
THEY ALSO LAUNCHED THE PILOT WATER CONSERVATION REBATE PROGRAM RECENTLY FOR MARANA WATER CUSTOMERS.
DURING THE FOURTH QUARTER, WATER DEPARTMENT HOSTED A SUCCESSFUL OPEN-HOUSE EVENT THAT FOCUSED ON INFORMING THE PUBLIC ON WATER QUALITY,
[00:30:01]
WATER CONSERVATION, AND WATER SUPPLY, AND IT WAS A PRETTY SUCCESSFUL EVENT WITH APPROXIMATELY 29 ATTENDEES.THE NEXT ITEM THAT I'D LIKE TO JUST HIGHLIGHT IS WE DO HAVE A NEW MEMBER TO THE TOWN.
I BELIEVE SHE STARTED EARLIER THIS YEAR, BUT AMANDA MAGELLI JOINED THE TOWN AS THE ORGANIZATIONAL DEVELOPMENT MANAGER.
SINCE THE ADDITION OF HER AND HAVING HER ON BOARD, HUMAN RESOURCES HAS DELIVERED A RANGE OF IMPACTFUL TRAINING AND PROFESSIONAL DEVELOPMENT OPPORTUNITIES FOR ALL TOWN EMPLOYEES.
SO A LOT OF PROFESSIONAL DEVELOPMENT LEARNING WORKSHOPS, AS WELL AS INDIVIDUAL COACHING FOR ALL EMPLOYEES, WHICH HAS BEEN A GREAT BENEFIT FOR TOWN EMPLOYEES.
LOOKING FORWARD FOR PROACTIVE PUBLIC SERVICES, OUR TS OR IT DEPARTMENT HAS BEEN WORKING ON GETTING THE TOWN MIGRATED TO MICROSOFT 365.
IT HAS BEEN A PHASED PROJECT WITH PHASE 4 OF THE PROJECT WHICH WILL GIVE US ACCESS TO ONEDRIVE AND SHAREPOINT SCHEDULED TO BE COMPLETED BY THE SUMMER OF 2025.
BOTH SHAREPOINT AND ONEDRIVE ARE CLOUD-BASED SERVICES THAT WILL ALLOW EMPLOYEES MORE ACCESS TO BEING ABLE TO SHARE INFORMATION AS WELL AS MORE STORAGE.
NEXT STEPS, OF COURSE, WE'LL CONTINUE TO WORK ON THE GOALS AND ACTIONS ASSOCIATED WITH OUR FIVE FOCUS AREAS.
AGAIN, WE JUST FINISHED THE SECOND YEAR.
WE HAVE ONE MORE YEAR LEFT, AND THEN WE'LL HAVE TO START THINKING ABOUT STRATEGIC PLAN NUMBER 6.
BUT I DO PLAN ON HAVING ANOTHER UPDATE TO COUNCIL FOR NOVEMBER OR DECEMBER OF 2024.
THAT DOES CONCLUDE MY PRESENTATION, SO HAPPY TO ANSWER ANY QUESTIONS.
>> COUNCILMEMBER CRAIG AND COUNCILMEMBER COMERFORD.
>> HI, ANDREA. I SHOULD HAVE GIVEN YOU A HEADS UP. I WAS GOING TO ASK THIS.
FOR NEXT YEAR, I BELIEVE WE'RE DOING THE OPEN SPACE MASTER PLAN.
ANY INFORMATION HOW THAT'S GOING?
>> COUNCILMEMBER CRAIG, I BELIEVE THAT WAS FOR THIS CURRENT FISCAL YEAR.
FISCAL YEAR 2025 IS WHEN WE WILL BE STARTING THE PLAN, CORRECT?
>> ARE WE CONTRACTING IT OUT? ARE WE DOING IT IN-HOUSE?
>> MR. MAYOR, VICE MAYOR, AND COUNCILMEMBER CRAIG, WE'RE CURRENTLY EVALUATING THAT RIGHT NOW.
I THINK THAT JASON ANGELL HAS MADE SOME SUGGESTIONS TO ME TO CONSIDER, AND SO WE'RE LOOKING AT THAT RIGHT NOW.
>> I JUST WANT TO COMPLIMENT YOU.
I'M SORRY, WHOEVER'S FEELINGS I MIGHT STEP ON.
OF ANYBODY WHO'S REPORTED UPDATES ON OUR STRATEGIC PLAN BEFORE, YOU GO ABOVE AND BEYOND.
SO THANK YOU FOR THE WORK YOU'VE DONE ON THIS.
I APPRECIATE IT, AND I APPRECIATE KNOWING WHERE WE STAND ON SOME OF THE DECISIONS WE'VE MADE, SO THANKS.
>> THANK YOU, COUNCILMEMBER COMERFORD.
>> ANYONE ELSE? I DON'T SEE HANDS.
THANK YOU. FUTURE AGENDA ITEMS.
>> MR. MAYOR, WE DO HAVE THE CONSENT AGENDA.
>> I'M READY TO QUIT. [LAUGHTER] CONSENT AGENDA. [OVERLAPPING]
[ CONSENT AGENDA The Consent Agenda contains items requiring action by the Council which are generally routine items not requiring Council discussion. A single motion and affirmative vote will approve all items on the Consent Agenda, including any resolutions or ordinances. Prior to a motion to approve the Consent Agenda, any Council member may remove any item from the Consent Agenda and that item will be discussed and voted upon separately.]
>> OPPOSED? IT PASSES UNANIMOUSLY.
WE DON'T HAVE ANYTHING FOR THE OTHER STUFF NOW.
NOW WE CAN DO FUTURE AGENDA. MOTION TO ADJOURN.
>> WE ARE ADJOURNED. [NOISE]
