I'M GOING TO BE THE CONSTABLE ELECT UP HERE AT JP10 FOR MARANA AND ORO VALLEY.
GIVE A LITTLE BACKGROUND ABOUT MYSELF.
MOVED UP TO MARANA BACK IN 1998.
MET MY BEAUTIFUL WIFE IN THE BACK, HAD FOUR CHILDREN.
ALL FOUR WENT TO MARANA SCHOOL DISTRICT, INCLUDING OUR GRANDDAUGHTER.
I STARTED WITH THE PIMA COUNTY SHERIFF'S DEPARTMENT, WORKED THERE FOR ABOUT FIVE YEARS, GOT MY COMMISSION, AND CAME UP HERE TO MARANA.
I WORKED AS A POLICE OFFICER UP HERE IN MARANA IN 1991 AND PART OF 1992, AND I WAS HIRED BY TUCSON POLICE DEPARTMENT.
DURING MY TIME AT TUCSON POLICE DEPARTMENT, I WORKED IN PATROL, I ALSO WAS IN THE BICYCLE UNIT FOR FOUR YEARS, I WAS IN MOTOR DIVISION.
I WAS ONE OF THE LEAD TRAINERS OUT AT SALETC, SOUTHERN ARIZONA LAW ENFORCEMENT TRAINING ACADEMY, I WAS AN INSTRUCTOR OUT THERE FOR A WHILE.
I WAS ALSO A MEMBER OF THE TUCSON POLICE DEPARTMENT SWAT TEAM FOR 11.5 YEARS.
I WAS A SENIOR OPERATOR AND A MEDIC.
DURING MY TIME, I WAS INSTRUCTING ALL THOSE YEARS AND ENJOYED IT, AND IT MEANT A LOT TO ME TO BE THE BEST THAT I COULD BE AND TRAIN AS HARD AS I CAN AND BRING OTHERS UP TO THAT LEVEL.
WELL, ONCE I RETIRED, PIMA COMMUNITY COLLEGE CONTACTED ME AND HIRED ME TO TEACH IN THEIR LAW ENFORCEMENT PROGRAM.
THE LAST ACADEMY THAT I TAUGHT WAS SPRING OF 2023.
IN FACT, I BELIEVE MARANA STILL HAS FIVE OR SIX POLICE OFFICERS THAT I HAD THE PLEASURE OF TRAINING.
ONE OF WHICH WAS MY SON, WHO IS A POLICE OFFICER UP IN MARANA, COMING UP ON EIGHT YEARS IN MAY.
DURING THAT TIME, I WAS A SPECIALTY INSTRUCTOR.
I TAUGHT ALL THE FIREARMS, DEFENSIVE TACTICS, EVERYTHING PERTAINING TO LAW ENFORCEMENT.
I CAN TEACH ALL PROFICIENCIES IN THE STATE OF ARIZONA STILL, I'M STILL CERTIFIED TO INSTRUCT.
I DID THAT UP UNTIL THEY GOT RID OF THE ACADEMY.
I DECIDED THAT FOR A WHILE, I WANTED TO BE A CONSTABLE, SO I CAME UP HERE TO BE A CONSTABLE.
I BELIEVE THAT I CAN BRING A LOT TO THIS POSITION UP HERE.
ONE OF THE THINGS I WANTED TO REALLY WORK HARD ON IS LET EVERYBODY KNOW WHAT A CONSTABLE IS, WHAT THEY DO, WHAT MY POSITION IS AS A CONSTABLE.
I WANT TO BRING THE GAP BETWEEN THE POLICE AND THE CONSTABLES BECAUSE THERE'S A HUGE GAP BECAUSE OF THE TRAINING.
CONSTABLES WILL NEVER HAVE THE TRAINING POLICE OFFICERS DO, BUT THEY DON'T REALLY KNOW WHAT THE POLICE OFFICERS DO, AND I WANT TO GET OUT IN THE PUBLIC.
I WANT TO MEET ALL THE POLICE OFFICERS UP MARANA.
I HAD THE PLEASURE OF WORKING WITH JEFF PRITCHETT, MOTORS, I WORKED FOR TERRY ROZEMA FOR A COUPLE OF YEARS, I WORKED WITH KARA RILEY AND ORO VALLEY.
I PLAN ON MEETING WITH ALL THE POLICE OFFICERS SO THEY KNOW WHO I AM AND WHAT I STAND FOR.

YOU CAN JUST DRIVE BY AND SEE THE AMOUNT OF PROGRESS THAT'S BEING MADE DAY IN AND DAY OUT.
WANT TO REMIND EVERYBODY THAT WE HAVE STARTED UP OUR CONCERTS IN THE COURTYARD.
PROBABLY, THE BIGGEST ONE THAT WE HAVE, OF COURSE, IS DURING THE HALLOWEEN SEASON.
ON OCTOBER THE 17TH, BETWEEN 5-7, EVERY YEAR, THIS EVENT GETS JUST A LITTLE BIT BIGGER.
WE END UP WITH PROBABLY THOUSANDS OF KIDS.
I THINK THE STAFF JUST DOES AN AMAZING JOB.
SOME OF THEM REALLY GET INTO HALLOWEEN. THEY DO IT UPRIGHT.
IT REALLY IS A GREAT EVENT, AND WE'RE EXCITED TO BE ABLE TO DO THAT.
LAST YEAR, WE HAD WELL OVER 1,000 ATTENDEES, AND WE ANTICIPATE THAT THAT'S JUST GOING TO CONTINUE TO INCREASE AS IT GROWS IN POPULARITY.
WE HAD MPD, GOT A COUPLE OF GRANTS, ONE FOR SPEED ENFORCEMENT, AND ONE FOR DUI ENFORCEMENT TO THE TUNE OF ABOUT $125,000, SO VERY GRATEFUL FOR THE GOVERNOR'S OFFICE OF HIGHWAY SAFETY FOR THEIR CONTINUED SUPPORT OF TRAFFIC SAFETY IN OUR COMMUNITY.
LASTLY, IT'S BEEN SAID VERY WELL, I THINK, BY ALL OF THE COUNCIL.

THE APPLICANT IS THE PLANNING CENTER REPRESENTING SBH MARANA.THE REQUEST IS AN AMENDMENT TO THE RANCHO MARANA WEST SPECIFIC PLAN TO DELINEATE MONARCH AT RANCHO MARANA WEST AS A SEPARATE PLANNING AREA.
THE SIZE AND LOCATION, IT'S APPROXIMATELY 249 ACRES, SOUTH OF BARNETT AND MOORE, NORTH OF MOORE AND WEST OF THE I-10 FRONTAGE ROAD, AS YOU CAN SEE ON THIS MAP.
THE ORIGINAL ADOPTED PLAN WAS ORDINANCE 90.04, WHICH IS THE RANCHO MARANA SPECIFIC PLAN, AND THEN ORDINANCE 99.13 AND 2005.05 WERE AMENDMENTS TO THOSE.
THE PROPOSED PLAN FOR MONARCH PROPOSES NEW OPPORTUNITIES FOR ADDITIONAL HOUSING OPTIONS, INCLUDING SINGLE-FAMILY RESIDENCES, MULTIFAMILY COMMUNITIES, BUILD FOR RENT, GARDEN-STYLE APARTMENTS, AND ASSISTED LIVING FACILITIES AS WELL AS OPPORTUNITIES FOR OTHER EMPLOYMENT GENERATING AND FREEWAY-ORIENTED COMMERCIAL USES.
THIS IS STRAIGHT OUT OF THE PLAN IS THE EXISTING CONCEPTUAL LAND USE PLAN.
AS YOU SEE HERE, YOU HAVE THE ENTIRETY OF THE RANCHO MARANA WEST SECTION AND COLORS, AND THEN THE DARKER ONE IS THE TOWN CENTER THAT WAS BROKE OFF.
THE DARK HATCHED AREA OVER BY BLOCK 9 HERE AND 8, ETC, AND THEN ALL THAT HATCHED AREA IS WHAT THEY WANT TO PULL OUT AND HAVE A SEPARATE PLANNING AREA CALLED MONARCH.
THE PROPOSED CONCEPTUAL LAND USE PLAN IS CHANGED A FEW THINGS, AND I'LL SHOW THAT ON THE NEXT SLIDE, BUT ESSENTIALLY, THEY'RE CHANGING SOME OF THE DENSITIES FROM THE ORIGINAL CONCEPT PLAN AND MOVING THE COMMERCIAL AREA.
I HIGHLIGHTED IN A NUTSHELL HERE JUST TO MAKE IT EASIER.
YOU SEE IN BLOCK 2 AND BLOCK 2A, THE LAND USE DESIGNATION CURRENTLY IS MDR.
THEY WANT TO CHANGE THAT IN BLOCK 2 TO MHDR, AND THEN THE OTHER LITTLE SECTION FROM MDR TO C1.
DOWN BELOW IN BLOCK 10, IT'S GOING FROM C1 TO HIGH DENSITY RESIDENTIAL, AND 11 A IS MEDIUM HIGH DENSITY RESIDENTIAL CURRENTLY.
THEY WANT TO MOVE THAT TO HDR.
BASICALLY, WHAT IT'S GOING TO DO IS IT'S ONLY GOING TO ADD 294 UNITS.
NOT A MAJOR CHANGE AS FAR AS THE DENSITIES, BUT THEY'RE JUST SWITCHING IT UP A LITTLE BIT.
THEN THEY'LL PROBABLY TALK A LITTLE BIT ABOUT SOME OF THE DIFFERENCES BETWEEN WHAT THEY'RE ADDING FROM RANCHO MARANA WEST SPECIFIC PLAN VERSUS THE MONARCH AT RANCHO MARANA WEST.
THE PLANNING COMMISSION CONSIDERED THE REQUEST ON SEPTEMBER 25 OF 2024.
THEY VOTED UNANIMOUSLY, 7-0 TO RECOMMEND APPROVAL TO THE TOWN COUNCIL, SUBJECT TO THE STAFF RECOMMENDED CONDITIONS.
THIS IS A DISCRETIONARY ITEM FOR THE TOWN COUNCIL TO CONSIDER.
SHOULD THE COUNCIL CHOOSE TO APPROVE THIS REQUEST, STAFF RECOMMENDS IT BE BASED UPON THE RECOMMENDED FINDINGS AND SUBJECT TO THE RECOMMENDED CONDITIONS CONTAINED IN THE DRAFT ORDINANCE ATTACHED TO THE STAFF REPORT.

THEY'RE PLANNING ON EXPANDING MOORE ROAD TO FOUR LANES, AND WE HAVE NOTHING BLOCKING THAT ROAD, EVENTUALLY, WHICH IS COMMERCIAL BECAUSE WE'RE RIGHT ACROSS FROM EC3, THEY'LL BE COMMERCIAL BUILDINGS THERE AND WE HAVE NOTHING TO BLOCK THAT.
I CONTACTED OUR HOA TO SEE IF THEY ARE WILLING TO PUT TREES IN, AND THEY TOLD ME I HAD TO COME TO THE COUNCIL.

I DO HAVE CONCERN ABOUT RESIDENTS, I LIVE IN GLADDEN FARMS. ONE OF THE THINGS WE ARE LOOKING AT UNDER THAT EC IS WHERE MOORE ROAD ACTUALLY IS GOING TO TURN OUT, AND WHERE THE INTERCHANGE CURRENTLY IS AND WHERE MISS CROOKS SAID THAT THEY REMOVED THE TREES.
I THINK THEY REMOVED THE TREES BECAUSE THEY HAD TO RUN THAT 90 DEGREE UP INTO MOORE ROAD FROM CLARK FARMS. HOWEVER, WHEN WE LOOK AT THE REAL FUTURE DESIGN OF THAT WHEN THEY PUT THE INTERCHANGE IN ONE DAY, IT'S ACTUALLY GOING TO MOVE MOORE ROAD AWAY FROM ALL THESE PROPERTIES.
IT'S ACTUALLY GOING TO PUSH IT OUT.
THEN WHERE THIS CONNECTS INTO CLARK FARMS IS GOING TO HAVE TO EXTEND FURTHER OUT, AND THAT'S PROBABLY WHY THEY'RE LEAVING THE TREES OUT RIGHT NOW.
ONCE THIS IS FINALIZED AND MOVED TO WHERE IT NEEDS TO BE, THEN THEY'LL PROBABLY HAVE A ROOM TO DO THAT.
BECAUSE RIGHT NOW, THE SITE VISIBILITY TRIANGLES FOR THAT INTERSECTION, IF YOU PLANTED A BUNCH OF TREES, IT WOULD CREATE SOME SAFETY HAZARDS, WHERE IT IS RIGHT NOW, BUT IT IS BASED ON WHAT TALKING WITH THE ENGINEER, IT LOOKED LIKE THAT SHOULD BE MOVING UP TO THE THE NORTHWEST, AND IT SHOULD ACTUALLY MOVE AWAY FROM THESE PROPERTIES.

THAT WOULD OPEN IT UP FOR SHOPPING CENTERS, LIKE YOU MAY SEE A HOME DEPOT OR A LOWES OR ANY OF THOSE TYPES OF BIG BOX STORES.
THAT'S REALLY WHAT THAT EC WOULD ALLOW.
IT'D ALSO ALLOW FOR OTHER REGIONAL USES, SO THINGS LIKE MAYBE WAREHOUSING.
THAT REALLY WIDE RANGE OF USES IN THAT VILLAGE COMMERCIAL.
GAS STATIONS WOULD BE PERMITTED WITHIN THE EC.

AND THEN SOUTH TOWARDS TANGERINE ROAD AROUND THE I10, WHERE YOU HAVE SOME OF THOSE NEW PLANNED AND IN EXISTING COMMERCIAL USES LIKE U HALL, CTI, VENTANA LOGISTICS FACILITY, MR. CAR WASH, STARBUCKS, AND ACE HARDWARE.A LOT OF DEVELOPMENT HAPPENING IN THIS NORTH SIDE OF THE TOWN, WHICH REALLY IS WHAT NECESSITATED THIS AMENDMENT TO CREATE THE PLANNING AREA AND MAKE SURE THAT ANY OF THE LAND THAT IS AVAILABLE FOR CONTINUED HOUSING CONSTRUCTION IS ABLE TO MEET THOSE MARKET DEMANDS.
WHAT THIS AMENDMENT REALLY DID TO START WAS IT CLEANED UP THE ORIGINAL SPECIFIC PLAN.
AS SCOTT HAD MENTIONED, THERE HAS BEEN SEVERAL AMENDMENTS TO IT.
SINCE THAT TIME, PARCEL DESIGNATIONS OF THE ORIGINAL SPECIFIC PLAN, THEY WERE NO LONGER CONSISTENT WITH SOME OF THE CALL OUTS AND THE BLOCK PLATS THAT WE WERE GOING, SO WE CLEANED THAT UP, SO THERE'S CONSISTENCY THERE.
BUT THEN WE ALSO RELOCATED THAT COMMERCIAL LAND USE JUST TO MAKE IT A MORE CENTRAL COMMERCIAL AREA FOR ALL OF THE NEIGHBORHOODS SOUTH OF RANCHO MARANA WEST, MAKING AGAIN, THOSE NEIGHBORHOOD SERVICES, SO IT'S A MUCH MORE WALKABLE AREA.
THEN WE ALSO UPDATED DEVELOPMENT STANDARDS SO THAT [NOISE] THE LAND USE DESIGNATIONS ARE GENERALLY MORE CONSISTENT WITH THE TOWN'S NEW ZONING CODE.
FOR EXAMPLE, THE BUILDING HEIGHT FOR THE MEDIUM HIGH DENSITY RESIDENTIAL WITHIN THIS AMENDMENT IS 30 FEET.
THE COMPARABLE ZONE WITHIN THE TOWN OF MARANA IS THE R3 AND MR2 ZONES.
THE BUILDING HEIGHT IN THOSE ZONES IS 30 FEET AND 35 FEET.
LOT COVERAGE FOR MHDR IS 75%, AND THEN WITHIN THE TOWN R3 AND MR2, IT'S 75% AND 70%.
WE JUST TRIED TO MAKE THOSE LAND USE DESIGNATIONS MORE CONSISTENT WITH WHAT THE TOWN HAS ADOPTED.
THEN THOSE CHANGES THAT SCOTT HAD MENTIONED, BLOCK 10 THAT COMMERCIAL AREA FROM THE EXISTING LAND USE PLAN HERE, MOVING DOWN TO THAT SOUTHWEST CORNER OF BLOCK 2, AND THEN BLOCK 10 AND BLOCK 11A, BOTH GOING TO HDR.
AND JUST TO CLARIFY ON THAT ONE REAL QUICK, THE HDR, IF IT DID DEVELOP A SINGLE FAMILY, THE DEVELOPMENT STANDARDS IN THE HDR ACTUALLY REVERT TO THE MHDR STANDARDS.
THE SMALLEST LOT YOU CAN DO WITHIN THE HDR FOR SINGLE FAMILY WOULD BE 4,500 SQUARE FEET.
NOT THE 2000 THAT YOU HAD ORIGINALLY THOUGHT.
THEN YOU SEE THAT THE BLOCK 2 GOES FROM MDR TO MHDR, THAT REALLY HELPS JUST CREATE THAT TRANSITION FROM THE EC IN BLOCK 3, WHICH NONE OF THE EC DESIGNATIONS ARE BEING CHANGED FROM WHAT EXISTS CURRENTLY TODAY IN THE RANCHO MARANA WEST SPECIFIC PLAN.
EVERYTHING THAT'S CURRENTLY PERMITTED, IT'S ALREADY PERMITTED.
THEN THAT BLOCK TWO JUST CREATES A LITTLE BIT MORE OF THAT TRANSITION.
[NOISE] THOSE ARE REALLY THE MINOR CHANGES THAT WE'RE ASKING FOR THIS AMENDMENT, JUST TO CLEAN UP THAT RANCHO MARANA WEST SPECIFIC PLAN.
