I'M HERE TO SPEAK ABOUT AN ISSUE THIS MORNING THIS EVENING ON WE'RE APPRECIATIVE OF THE OUTREACH FROM THE TOWN STAFF TO TAKE INTO CONSIDERATION THE INPUT FOR THE THE DRAINAGE MANUAL SET BEFORE YOU ON THE AGENDA ITEM THIS EVENING.
I'M NOT HERE THIS EVENING TO TAKE A POSITION FOR OR AGAINST THE UPDATE.
INSTEAD, REGARDLESS OF YOUR ACTION THIS EVENING WE WOULD LIKE TO CONTINUE TO WORK WITH STAFF TO BETTER UNDERSTAND HOW COMMENTS WERE OR WERE NOT INCORPORATED INTO THE FINAL DOCUMENT. YEAH. MAYOR, I HAD A COUPLE OF REPORTS THIS TIME, AND ONE OF THEM IS THAT JOHN JOHN OFFICER AND I ATTENDED THE ALMA VIDA OPEN HOUSE THROUGH THE MARANA CHAMBER OF COMMERCE AND TALKED TO THE OWNERS OF THAT, AND THEY TOLD ME THAT THEY WERE REALLY HAPPY WORKING WITH THE TOWN OF MARANA FROM START TO FINISH.THEY THOUGHT IT WAS A GREAT PROJECT AND REALLY LOVED WORKING WITH THE TOWN.
AND THEY WERE, IT WAS A GREAT LITTLE CELEBRATION THERE OF OPENING THAT UP FOR THE FIRST TIME.
NUMBER TWO THING I WANT TO PRESENT IS THAT I WAS GOING DOWN SCENIC DRIVE, WHICH IS NORTH OF SILVERBELL, A LITTLE TOO LATE, AND IT GOES UP TOWARD SAFFORD PEAK.
AND THERE WAS A CITIZENS AND PICKING UP TRASH, MAINLY LITTLE BITS OF STYROFOAM THAT WERE BLOWING ALL OVER THE PLACE, THEY WERE JUST GETTING IT. I LET THEM KNOW AND I STOPPED AND TALKED TO THEM, AND I LET THEM KNOW WE APPRECIATE THEM BEING GOOD CITIZENS, PICKING UP TRASH ON THAT SCENIC DRIVE.
AND I TOLD THEM WHO I WAS AND THEY SAID, WELL, I'D LIKE TO TALK TO YOU.
AND SO THEY COMMENCED TO TELLING ME ABOUT SOMETHING THAT I'M AWARE OF, AND IT'S THE ABSOLUTE UNBELIEVABLE EXCESSIVE SPEEDS ON SCENIC DRIVE, WHICH IS POSTED AT 25 MILES AN HOUR.

SO I THINK OUR FRIEND STEVE HUFFMAN WAS THERE.

I MET WITH FARHAD AND JOE WINFIELD AND TOM MURPHY YESTERDAY.

AND WE REALIZE THE CITY GETS THE BIGGEST PART.
ONE OF THE ISSUES WE'RE HAVING RIGHT NOW, AND WE WERE COMPARING IT TO THE ONE IN PHOENIX, WHICH PASSED BY 70% IN THIS LAST ELECTION, BUT IT'S VERY REGIONAL IN PHOENIX.

SO WE'RE I WOULD ENCOURAGE YOU, LIKE COUNCIL MEMBER ZIEGLER SAID, IS TO GO TO THE WEBSITE, LOOK AT THE MATERIAL IF THERE'S THINGS YOU LIKE, PUT SOMETHING ON THERE.

MR. MAYOR, VICE MAYOR, MEMBERS OF COUNCIL FOR THE MANAGER REPORT, WE HAVE THE SINGLE FAMILY RESIDENTIAL UPDATE SO FAR THIS MONTH, WE HAVE 27.LAST YEAR FOR THE MONTH OF NOVEMBER, THE ENTIRE MONTH WE HAD 85.
JUST A REMINDER THAT SAGUARO BLOOM COMMUNITY PARK CONTINUES TO PHASE ONE, CONTINUES TO MOVE ALONG.
I KNOW IT'S BEEN A LONG AWAITED PROJECT, BUT IT IS FINALLY GOING.
I BELIEVE THEY'RE STILL ON TRACK TO BE DONE BY THE END OF THIS CALENDAR YEAR.
SO END OF DECEMBER AND THE PLAYGROUND EQUIPMENT SHOWED UP THIS WEEK, SO THEY'RE MOVING RIGHT ALONG.
SO WE CERTAINLY ARE EXCITED ABOUT THAT.
AND I'M SURE THE RESIDENTS OF SAGUARO BLOOM ARE AS WELL.
IN FACT, SO MUCH SO THAT THEY'VE GAINED SOME A FEW WEEKS ON THEIR SCHEDULE AND ARE GIVING US AN ANTICIPATED COMPLETION DATE OF IN APRIL NOW IN THE LATTER PART OF APRIL.
SO WE'RE PRETTY EXCITED ABOUT THAT AS WELL.
SO SOME OF THOSE THINGS REALLY BEGINNING TO TAKE SHAPE FOR OUR COMMUNITY AND AQUATIC CENTER.
THIS PAST WEEKEND, WE HAD A COUPLE OF THINGS GOING ON.
I HAD 260 REGISTERED PARTICIPANTS.
THEY HAD A 5K, A 10K, AND ALSO INTRODUCED A HALF MARATHON THIS YEAR.
SO VERY WELL ATTENDED NOT ONLY BY THE PARTICIPANTS, BUT BY SPECTATORS AND PEOPLE CHEERING ON THEIR RESPECTIVE FAMILY MEMBERS AND LOVED ONES.
RIGHT AROUND THE CORNER HERE ON DECEMBER THE 7TH, PROBABLY, IF NOT OUR BIGGEST EVENT, OUR SECOND BIGGEST EVENT, OUR CHRISTMAS TREE LIGHTING EVENT THAT WILL TAKE PLACE ON DECEMBER THE 7TH FROM 2:00 UNTIL 9:00.
THE TREE LIGHTING CEREMONY ITSELF WILL TAKE PLACE AT 6 P.M., WITH AN ENCORE AGAIN AT 08:30.
SO I'M SURE YOU'VE SEEN MANY OF THE DECORATIONS THAT HAVE BEEN GOING UP THE TREES FULLY OUT THERE.

THESE WOULD BE ALL UTILITIES OUTSIDE OF THE WAPA EASEMENT.
THIS MODIFICATION IS TO EXEMPT THE EXISTING TEP OVERHEAD ELECTRICAL LINE FROM UNDERGROUNDING, AND TO CLARIFY THAT ALL NEW UTILITIES WILL BE LOCATED UNDERGROUND.

HISTORICALLY, THE TOWN HAS RELIED ON THE OTHER JURISDICTIONS AROUND US.
AFTER LOOKING AT THIS, THE STAFF MADE A DECISION THAT WE NEEDED TO COME UP WITH A MANUAL FOR THE TOWN SO THAT WE COULD DEVELOP THIS MANUAL SO IT ALIGNED WITH OUR TOWN CODE, OUR CULTURAL VALUES, AND OUR TOPOGRAPHY.
AND WHAT WE'VE EXPERIENCED IS ONE DEVELOPMENT WILL USE THE PIMA COUNTY METHOD.

THE OTHER DEVELOPMENT WILL USE THE CITY OF TUCSON METHOD.AND THERE'S INCONSISTENCIES BETWEEN THESE TWO METHODS.
AND WHEN THEY DEVELOPED THEM, THEY WEREN'T THINKING OF US.
SO WHAT WE DID WITH OUR MANUAL IS WE LOOKED AT ALL OF THOSE STANDARDS ACROSS THE REGION.
I WON'T SAY CONTROL HOW THE DRAINAGE WILL BE DESIGNED WITHIN OUR COMMUNITY.
AND IF THEY MAKE A DECISION AND THEY CHANGE A POLICY THAT WE DON'T AGREE WITH, WE'RE NOT RELYING ON WHATEVER THE LATEST VERSION THEY HAVE IS BECAUSE WE'VE GOT OUR OWN MANUAL. FOR THE DEVELOPMENT OF THE MANUAL WE'VE EVEN WORKED WITH AN OUTSIDE CONSULTANT, AND AFTER THE MANUAL WAS EFFECTIVELY SUBSTANTIALLY COMPLETE.
WE THEN WENT IN AND PULLED A POOL OF STAFF RESOURCES THAT WENT THAT RANGED FROM MEMBERS OF CIP, PUBLIC WORKS, ENVIRONMENTAL, AND DEVELOPMENT SERVICES, MAINLY DEVELOPMENT ENGINEERING AND INCLUDED, WE ALSO INCLUDED THE TOWN ENGINEER IN THAT.
AND THAT POOL REVIEWED THIS MANUAL FOR TWO FULL ROUNDS.
AFTER WE COMPLETED BOTH OF THOSE ROUNDS, WE DECIDED AND ASKED THE QUESTION, ARE WE READY TO SEND THIS OUT FOR AN EXTERNAL REVIEW? AND WHEN WE REACHED THAT POINT, WE THEN LOOKED AT ALL OF THE PROJECTS THAT HAVE BEEN DONE ACROSS THE TOWN.
WE IDENTIFIED THE ENGINEERS THAT HAVE DONE REPEAT PROJECTS WITH THE TOWN, AND WE PICKED A SELECT GROUP OF PEOPLE, AND WE SENT THE MANUAL TO THEM FOR AN EXTERNAL REVIEW.
ADDITIONALLY, WE ALSO DID SEND A COPY OF THE MANUAL TO SAHBA.
THERE WAS ONE OTHER PIECE THAT WE DID AS FAR AS OUTREACH IS, WE ALSO ATTENDED THE REGIONAL FLOOD CONTROL MEETING, AND WE HAD A MEETING WITH SAHBA WHERE WE WHERE WE EXPLAINED WHAT OUR INTENT WAS WITH THE MANUAL, AND THE INTENT WITH OUR MANUAL WAS NOT TO REINVENT THE WHEEL ON THIS.
WE'RE ONLY LOOKING TO DOCUMENT AND ESTABLISH A MINIMUM STANDARD FOR THE TOWN.
AND THAT WAS THE REGIONAL RAINSTORM VERSUS THE NON REGIONAL RAINSTORM.
THE CURRENT TOPOGRAPHY OF OUR TOWN IS A LOT OF OPEN FARMLAND AND OPEN DESERT AREA.
IT GIVES US BETTER INFORMATION, IT ALLOWS THE ENGINEERS TO DESIGN INFRASTRUCTURE THAT'S GOING TO CAPTURE THOSE WATERS, CONVEY THEM AND RELEASE THEM AS THEY NEED TO BE RELEASED SO THAT WE CAN PROTECT THOSE NEW DEVELOPMENTS FROM FLOODING.
AND IN THAT STUDY, THERE WAS THREE CHANNELS THAT HAD BEEN IDENTIFIED THE BARNETT CHANNEL, THE MARANA ROAD CHANNEL, AND THE 10.5 CHANNEL, WHICH IS UP AROUND THE HARDIN ROAD AREA.
AS SOON AS WE ARE ABLE TO BUILD THOSE CHANNELS STAFF DOES FULLY INTEND TO SCHEDULE AND COMPLETE AN ADDITIONAL EVALUATION OF THE DRAINAGE ACROSS THE TOWN, WITH THE INTENT OF BEING ABLE TO REMOVE THE NON-REGIONAL REQUIREMENT IN CERTAIN AREAS OF THE TOWN AND ALLOW THEM TO SWITCH TO A REGIONAL EVENT.
BUT WE NEED THOSE CHANNELS TO PROVIDE CONNECTIVITY FROM I-10, WHERE THE WATER CROSSES UNDER ALL THE WAY THROUGH THE TOWN AND BE ABLE TO RELEASE IT INTO THE SANTA CRUZ. AND ONCE WE HAVE THOSE PATHWAYS, THEN WE PLAN TO REEVALUATE THOSE AREAS.

AND HAVING THAT HIGHER LEVEL OF ACCURACY ON THE NON-REGIONAL STORM, THIS GAVE US THE ABILITY TO LOOK AT THE RISK AND REALLY DECIDE THAT, YOU KNOW WHAT, WE CAN LOWER THE SAFETY FACTORS ON SOME OF THESE CHANNELS.BUT THE WHOLE THE WHOLE GOAL OF THIS MANUAL WAS TO PROTECT THE TOWN'S INTEREST, PROTECT THE RESIDENTS, FOSTER DEVELOPMENT WITHIN THE TOWN, AND MAKE SURE THAT WE CONTINUE TO GROW.

SO THE FIRST AMENDMENT RELATES TO THE PUBLIC ART REVIEW COMMITTEE STRUCTURE.
CURRENTLY, THE POLICY DOES STATE THAT THE MARANA PUBLIC ART REVIEW COMMITTEE SHALL CONSIST OF THE TOWN OF MARANA'S PUBLIC WORKS DIRECTOR, TOWN ENGINEER, DEVELOPMENT SERVICES DIRECTOR, COMMUNICATIONS MANAGER, PARKS AND RECREATION DIRECTOR, AND TWO MEMBERS OF THE LOCAL ART COMMUNITY, TOTALING TO A SEVEN MEMBER COMMITTEE. WE ARE PROPOSING THAT THE LANGUAGE NOW READ THAT THE PUBLIC ART REVIEW COMMITTEE WILL CONSIST OF SEVEN MEMBERS THAT ARE DIVIDED INTO TWO DIFFERENT CATEGORIES.

SO CURRENTLY THE POLICY DOES STATE THAT ALL TOWN OF MARANA CAPITAL IMPROVEMENT PROJECTS, WITH AN ESTIMATED BUDGET OF $500,000 OR MORE, SHALL INCLUDE 1% OF THE TOTAL PROJECT COST AS A CONTRIBUTION TO THE MARANA PUBLIC ART FUND.
HOWEVER, SOME OF THESE CAPITAL IMPROVEMENT PROJECTS ARE FUNDED THROUGH A RESTRICTED FUNDING SOURCE THAT DOES NOT PERMIT EXPENDITURES FOR PUBLIC ART.
SO THIS IS IMPACT FEES, GRANTS AS WELL AS LOANS.
SO WE ARE PROPOSING ADDING LANGUAGE TO CLARIFY THAT CAPITAL IMPROVEMENT PROJECTS THAT ARE FUNDED THROUGH A RESTRICTED FUNDING SOURCE, AGAIN, SUCH AS IMPACT FEES, GRANTS AND LOANS, NOT BE REQUIRED TO CONTRIBUTE TO THE PUBLIC ART FUND.
SO THAT DOES CONCLUDE THE AMENDMENTS THAT WE ARE PROPOSING.
STAFF DOES RECOMMEND APPROVAL OF THE AMENDED TOWN OF MARANA PUBLIC ART POLICY, BUT HAPPY TO ANSWER ANY QUESTIONS REGARDING EITHER OF THE SECTIONS. ANY QUESTIONS? I HAD A QUESTION. AND OF COURSE, YOU HAVE TO HAVE AN ICONIC SIGN THAT ATTRACTS PEOPLE.
AND I DON'T KNOW THAT WE'LL GET AWAY WITH USING THE MARLBORO MAN, BUT AT SOME POINT WE'LL HAVE TO DEVELOP SOME SORT OF SIGN THAT IS OUT THERE BY THE I-10 THAT REALLY LETS PEOPLE KNOW THAT IF YOU DRIVE PAST HERE, YOU'RE GOING TO MISS SOMETHING THAT'S TRULY ICONIC, AND WE DON'T WANT THEM TO DO THAT.
SO THE LEASE PROPOSAL WE ARE PROPOSING, OBVIOUSLY, THE TOWN DOESN'T WANT TO GET INTO THE BUSINESS OF RUNNING HOTELS AND RESTAURANTS AND OTHER ENTERTAINMENT VENUES. BUT WE DO WANT TO HAVE THOSE THINGS IN OUR DOWNTOWN.
SO WE'RE PROPOSING A 50 YEAR LEASE WITH THE POTENTIAL OF RENEWING THAT.
THE DEVELOPER, OF COURSE, WILL BE THE ONE THAT'S RESPONSIBLE FOR SECURING THE LONG TERM TENANTS AND LEASES FOR THE VARIOUS RESTAURANTS AND ENTERTAINMENT VENUES. AND WE WILL HAVE A LEASE THAT REQUIRES THIS INITIATIVE TO BE COMPLETED WITHIN A REASONABLE AMOUNT OF TIME. NOW, THE QUESTION WOULD PROBABLY BE, WHAT'S A REASONABLE AMOUNT OF TIME? AND THAT'S SOMETHING THAT WE'RE ASKING FOR YOUR APPROVAL TO BEGIN NEGOTIATIONS ON.
SO I DON'T KNOW THAT I HAVE A GREAT ANSWER FOR THAT RIGHT NOW, BUT I THINK IT IS SOMETHING THAT DURING THE NEGOTIATIONS, WE'LL BE ABLE TO HAMMER OUT AND COME TO AN AGREEMENT ON.
