SO TONIGHT, I WOULD LIKE TO ASK FOR A MOTION TO MOVE A1, A2 AND A3 TO THE DECEMBER 17TH MEETING.

I WILL NEED THE MOTION FOR TWO DIFFERENT MOTIONS, ONE FOR A1 AND A2, THEN A SEPARATE MOTION FOR A3.

IS THAT CORRECT? VICE MAYOR POST, MEMBERS OF THE COUNCIL.

THAT IS WHAT I SAID WHEN WE WERE DISCUSSING, BUT I THINK WE COULD PROBABLY DO IT ALL WITH ONE MOTION.

BUT WHAT I'M GOING TO ASK IS FOR ITEM A1 AND A2 WHEN WE BRING THOSE BACK ON DECEMBER 17TH, THAT WE BRING THEM BACK WITH AN EMERGENCY CLAUSE SO THAT THEY'RE EFFECTIVE IMMEDIATELY, BECAUSE BOTH OF THOSE NEED TO BE IN PLACE BEFORE JANUARY 1, 2025.

SO IF THAT COULD BE A PART OF THE MOTION ON A1 AND A2 THAT WHEN WE BRING THEM BACK, THEY WILL HAVE AN EMERGENCY CLAUSE? OKAY, GREAT.

SO WHAT I'D LIKE TO DO IS I'D LIKE TO MAKE A MOTION THAT WE DO THIS.

AND I'D LIKE TO GET A SECOND, AND THEN I'D LIKE TO GIVE EVERYBODY AN OPPORTUNITY TO, INCLUDING THOSE OF YOU HERE TONIGHT TO SAY A FEW WORDS ABOUT MAYOR HONEA.

AND SO BEFORE I MAKE MY MOTION, I'D LIKE TO JUST TELL YOU YOU KNOW, I THINK I'VE KNOWN ED HONEA MY ENTIRE LIFE.

I CERTAINLY REMEMBER ABOUT TEN YEARS OLD WHEN HIS BOY WOULD PLAY LITTLE LEAGUE, BUT I REALLY GOT TO INTERACT WITH MAYOR HONEA ON A MORE PERSONAL ADULT LEVEL FOR ABOUT 30 YEARS.

SO I'VE KNOWN ED A LONG, LONG TIME.

HE AND I SPENT A LOT OF TIME TOGETHER.

I MEAN, HE WAS A VERY, VERY CLOSE PERSONAL FRIEND OF MINE.

AND, YOU KNOW, THE TUESDAY NIGHT THAT I TOOK HIM HOME A LOT OF TIMES I'M KIND OF IN A HURRY, AND YOU KNOW, READY FOR, YOU KNOW, GO HOME.

AND SO THIS PARTICULAR TUESDAY NIGHT HE WANTED TO TALK.

AND FOR WHATEVER REASON, I WANTED TO LISTEN AND TALK.

AND WE HAD A GREAT CONVERSATION.

AND HE ACTUALLY WAS TELLING ME THAT HE WAS GOING TO FINISH THIS FOUR YEAR TERM, AND HE WAS GOING TO RUN FOR ANOTHER FOUR YEARS.

AND THERE WASN'T ONE PART OF ME THAT DIDN'T ABSOLUTELY BELIEVE THAT HE WAS GOING TO DO THAT LIKE I WAS FINE WITH IT.

AND THEN WE DISCUSSED THAT IT REALLY WAS A POSSIBILITY BECAUSE THE ED HONEA'S LIVE FOREVER.

AND THEN HE PROCEEDED TO TELL ME THAT, YOU KNOW, ALL OF HIS COUSINS AND THEY WERE STILL ALIVE AND WE HAD QUITE THE LOVELY CONVERSATION.

AND HE WAS IN A FANTASTIC HE'S ALWAYS IN A GREAT MOOD.

BUT HE THIS PARTICULAR NIGHT HE SEEMED TO BE IN A REALLY, REALLY GOOD MOOD.

AND IT WAS A GREAT CONVERSATION.

AND SO, YOU KNOW, WHEN I GOT THE CALL FRIDAY, JUST DAYS LATER THAT HE HAD PASSED AWAY, I WAS IN UTTER SHOCK.

I MEAN, THE CONVERSATION THAT WE HAD, THE MOOD THAT HE WAS IN, THE THINGS THAT WE TALKED ABOUT AND JUST TO KNOW THAT, YOU KNOW, I WON'T BE GIVING HIM A RIDE HOME TONIGHT HITS PRETTY HARD.

YOU KNOW, ED HAD A PARTICULAR PERSONALITY.

I DON'T THINK I NEEDED TO SAY THAT, BECAUSE WE ALL KNOW THAT HE HAD A PARTICULAR PERSONALITY THAT MADE HIM PERFECT FOR THIS JOB.

I MEAN, HE WAS SO PERFECT TO BE THE MAYOR.

AND BECAUSE HE LIVED AND BREATHED MARANA, THAT'S ALL HE WANTED TO DO.

AND WHEN HE WOKE UP IN THE MORNING.

I FINALLY GOT HIM.

IT TOOK ME A FEW YEARS, BUT HE WOULDN'T CALL ME UNTIL MAYBE LATER IN THE DAY BECAUSE HE WANTS TO TALK ABOUT MARANA ALL DAY, EVERY DAY THAT WAS HIS THING.

HE LOVED MARANA AND HE GAVE HIS LIFE.

I DON'T THINK YOU CAN ACTUALLY SAY THAT ABOUT SOMEBODY.

HE LITERALLY GAVE HIS LIFE TO THE TOWN AND LIVED AND BREATHED IT AND WORKED ON IT ALL THE TIME, AND LOVED THE RESIDENTS OF MARANA.

I MEAN, JUST LOVE THEM TO A FAULT, AND IT MADE HIM THE PERFECT MAN FOR THE JOB.

I MEAN, YOU COULDN'T HAVE PICKED SOMEBODY BETTER THAN ED HONEA TO BE THE MAYOR OF MARANA.

AND TO GET US TO THIS POINT.

I MEAN, WE HAVE A FANTASTIC COUNCIL DON'T GET ME WRONG.

I HOPE YOU GUYS DON'T THINK THAT.

[LAUGHTER] BUT ED WAS JUST A FORCE OF NATURE.

HE LITERALLY WAS.

HE AND I. I'M NOT.

THERE'S NO. EVERYBODY KNOWS.

HE AND I WOULD GET IN AN ARGUMENT AND ABOUT WHAT HE WANTED TO DO OR WHAT I WANTED TO DO AND, YOU KNOW, WE HAD SUCH I FELT LIKE WE ALWAYS HAD SUCH GREAT RESPECT FOR EACH OTHER THAT THOSE ARGUMENTS DIDN'T LEAVE BEYOND RIGHT THEN.

WE GOT ALONG SO WELL, EVEN THOUGH WE COULD HAVE THOSE ARGUMENTS.

I THINK THAT'S ONE OF THE THINGS THAT MADE THIS TOWN REALLY WORK, IS BECAUSE YOU COULD HAVE THOSE ARGUMENTS WITH HIM AND YOU COULD, AND TRUST ME, WE WOULD, AND STILL LOVE HIM.

STILL LOVED HE. WE HAD A GREAT RELATIONSHIP.

AND I JUST COULD NOT SAY ENOUGH KIND THINGS THAT ARE JUST FROM MY HEART, HONESTLY AND TRULY ABOUT ED HONEA.

AND SO WITH THAT, HAVING ALL THAT BEEN SAID, I WOULD LIKE TO MAKE A MOTION RESOLUTION NUMBER 2024-110, RENAMING THE MARANA MUNICIPAL COMPLEX.

MAYOR HONEA AND I, WE WERE GRADE SCHOOLS TOGETHER, AND WE USED TO PLAY ON THE PLAYGROUND AT MARANA ELEMENTARY SCHOOL.

AND WE BOTH GRADUATED AT THE SAME TIME.

THE CLASS, I THINK WE HAD ABOUT 65 IN OUR CLASS AND YOU KNOW, ED'S ONE OF HIS HOBBIES WERE PIGEONS, HOMING PIGEONS.

AND, OF COURSE, I HAD PIGEONS.

AND WE WOULD ALWAYS TRADE PIGEONS, YOU KNOW, BACK AND FORTH AND EVERYTHING.

AND I'M SURE GOING TO MISS HIM, YOU KNOW? I MEAN, YOU KNOW, I'VE SAT ON THIS SIDE, LEFT SIDE OF MAYOR HONEA ALL THESE YEARS AND I JUST, YOU KNOW, JUST THINK BACK OF, YOU KNOW, EVERYTHING HE'S DONE FOR OUR TOWN. YOU KNOW, ED WAS A LEADER AND HE NEVER GAVE UP.

AND OUR TOWN WOULD NOT BE WHERE IT IS TODAY, WERE IT NOT FOR ED.

YOU KNOW, WHEN OUR TOWN WAS FORMED, YOU KNOW, WE HAD VERY LITTLE TAX BASE, AND I BELIEVE OUR BUDGET WAS $43,000.

AND ED WOULD ALWAYS, YOU KNOW, REMEMBER THAT.

AND SO WE NEEDED TO GET MORE INCOME TO GET THE TOWN ROLLING IN.

ED, MAYOR HONEA SAW THE POSSIBILITY OF ANNEXING INTO THE ORANGE GROVE PINE ROAD AREA AND THAT REALLY PUSHED, PUSHED THE TOWN AND GOT US GOING.

BANK PROTECTION WAS VERY IMPORTANT.

ED WAS REALLY A PROPONENT OF BANK PROTECTION WHERE WE COULD DEVELOPMENT IN THE AREA HERE.

AND YOU KNOW, ED KNEW HOW TO WORK WITH DEVELOPERS AND INVESTORS, BUT HE DID NOT GIVE AWAY THE FARM.

YOU KNOW, THE INTEREST WAS WHAT'S GOOD FOR THE TOWN OF MARANA.

A FEW MORE THINGS. YOU KNOW, ED SAW THE VALUE OF WATER FOR OUR TOWN AND AND PUSHED TO HAVE THE TOWN OWN AND OPERATE OUR SEWER SYSTEM WHERE WE HAD RENEWABLE WATER EFFLUENT FOR FUTURE GROWTH.

ANOTHER THING. WATER QUALITY.

WE HAD YOU KNOW, 4 OR 5 YEARS AGO AND ED WAS THERE PUSHING US.

LET'S GET THIS THING DONE, GUYS AND EVERYTHING.

SO YOU KNOW. YOU KNOW, MARANA AGAIN, MARANA WOULD NOT BE WHAT IT IS TODAY WERE IT NOT FOR ED HONEA.

HE WAS MARANA'S BIGGEST CHEERLEADER.

HE WOULD NOT GIVE UP UNTIL HE SAW WHAT HE WANTED TO SEE THROUGH.

AS PROUD AS HE WAS OF MARANA, HE WAS STUBBORN, TOO.

WE ALL KNOW THAT PART OF HIM AND THAT'S WHAT MADE YOU LOVE HIM.

BECAUSE HE BELIEVED IN THINGS STRONG ENOUGH THAT HE FELT WERE GOOD FOR THE TOWN TO HANG IN THERE AND MAKE SURE THINGS WERE DONE RIGHT.

HE JUST LOVED MARANA WITH EVERY OUNCE OF HIS BODY THAT MAN LOVED MARANA WANTED THE BEST FOR MARANA. EMPLOYEES, CITIZENS, EVERYONE ALIKE.

HE LOVED EVERYBODY AND EVERYBODY LOVED HIM.

I WANT TO REACH OUT AND THANK PEOPLE FOR THE TONS OF CALLS AND EMAILS AND, AND THAT, THAT I JUST GOT FROM UP AND DOWN THE STATE OF ARIZONA.

I DON'T KNOW IF ANYBODY EVER SAID ANYTHING BAD ABOUT ED THAT HE MET BECAUSE HE JUST HE TALKED WITH HIS HEART.

HE MEANT EVERYTHING HE DID WITH HIS HEART AND HE BELIEVED THAT.

SO AS I MOVED IN THERE, I WAS REBUILDING A WALL OUT FRONT AND DOING A LOT OF LANDSCAPING AND STUFF AROUND THERE, AND HE WOULD COME OVER, HOW'S IT GOING? I JUST DON'T HAVE TIME TO DO IT TONIGHT.

BUT THE DAYS THAT HE GOT HOME EARLY, HE WOULD BE OVER THERE, STARTING JUST WAITING FOR ME TO COME IN.

IT WAS THAT EXTRA HAND, AND HE WAS A TRUE NEIGHBOR.

AND WE SAID THAT FOR YEARS.

YOU KNOW, HE'S MY NEIGHBOR.

HE'S JUST MY NEIGHBOR.

AND IT WAS ONE DAY I COME IN AND I SAID, HEY, WHAT'S THE PARKS AND REC COMMISSION? WHAT'S THIS THING ABOUT? AND HE SAID, OH, YOU KNOW, IT'S PARKS AND REC.

THEY'VE GOT TO COME UP WITH A TEN YEAR PLAN.

THIS WAS BACK A CENTURY AGO.

AND HE SAYS THEY NEED HELP ON THAT.

AND I SAID, I'LL VOLUNTEER TO DO THAT.

AND HE SAID, THAT'D BE GREAT, YOU KNOW.

AND HE DIDN'T HE NEVER TO ME, HE WAS NEVER THE MAYOR FOR A LONG TIME.

AND THEN I SAID, WHAT DO YOU DO AS A MAYOR? AND THEN HE HE WAS ED, THAT'S ALL HE WAS.

HE WAS RELATIONSHIPS THAT HE BUILT WITH PEOPLE IN THE TOWN, IN THE COUNTY, IN THE STATE WITH EVERYBODY.

THE RELATIONSHIPS THAT HE BUILT WITH PEOPLE AND IT ALL CAME BACK TO WHAT HAS ALREADY BEEN SAID WAS FOR MARANA, AND HE WAS ALWAYS FOR MARANA.

AND THE ONE THING THAT TO SHOW YOU WHAT ED DID AND HOW AN INFLUENCE HE WAS, HE GATHERED THE GREATEST THERE WAS IN THE AREA TO DO WHAT WE NEED TO GET DONE.

AND MY HAT'S OFF RIGHT NOW TO TOWN STAFF.

TERRY, YOU AND ERIC AND DIANE THAT WERE THERE AT THE FIRST OUR POLICE DEPARTMENT AND OUR RELATIONSHIP WITH NORTHWEST FIRE.

THE RESPECT AND DIGNITY AND JUST THE THE LOVE FOR WHO THEY RESPONDED TO AND THE WAY THAT IT WAS HANDLED, I'VE BEEN THROUGH FOUR IN THE LAST TWO YEARS OF THE SAME THING.

TWO OF THEM I WAS ON SCENE WHEN EVERYBODY ELSE SHOWED UP AND WHEN YOU DIDN'T KNOW ANYBODY THERE.

THEY DID A GOOD JOB, BUT THEY DID NOTHING, WHAT OUR TOWN STAFF DID.

THEY DID NOTHING TO LIKE WHAT OUR POLICE DEPARTMENT DID, AND THEY DID NOTHING LIKE WHAT NORTHWEST FIRE DID ON SCENE.

JUST THE RESPECT FOR ONE ANOTHER, FOR WHY THEY WERE THERE AND WHAT HAPPENED AFTERWARDS.

AND THAT'S WHAT ED CREATED.

ED CREATED A STRONG COMMUNITY, AND HE'S GOING TO BE GREATLY MISSED.

I'VE KNOWN HIM FOR ABOUT FIVE YEARS.

AND YOU CAN TELL A LOT FROM SOMEBODY AFTER ABOUT TWO MINUTES OF CONVERSING WITH THEM.

IN MY EXPERIENCE, IN TALKING TO THE MAYOR, I KNEW, RIGHT, I KNEW THE DAY I MET HIM, CAME TO A COUNCIL MEETING, AND I WANTED TO SHAKE HIS HAND.

HE HE WAS GENUINE.

I KNOW HE WAS AUTHENTIC.

HE MEANT WHAT HE SAID.

HE WAS EASY TO SMILE.

AND I JUST, I, YOU KNOW, I LOOK AT THIS EMPTY CHAIR UP HERE, AND I REMEMBER SEEING HIM THERE SO OFTEN AND MANY OVER THE LAST FIVE YEARS, AND I REALLY RESPECTED HIM AS OUR MAYOR, REALLY.

IT WAS REALLY IMPORTANT THAT, YOU KNOW, I UNDERSTOOD WHAT WHAT THE COUNCIL DID AND THE MAYOR LEADING THE COUNCIL AND GROWING THIS TOWN.

AND I KNEW THAT MAYOR HONEA LOVED THE CITIZENS OF MARANA, LOVED THEM BECAUSE THEY CHOSE TO LIVE HERE.

AND WE WERE TRYING TO MAKE IT A BETTER TOWN FOR EVERYONE, NOT ONLY THE CITIZENS, BUT THE BUSINESSES HERE.

AND HATS OFF TO ALL OF YOU GUYS HAVE HAD LONG FRIENDSHIPS WITH HIM.

I'M SORRY I CAN'T HAVE THAT LONG FRIENDSHIP WITH THIS, WITH THIS INDIVIDUAL.

BUSINESS, I THINK WAS JUST A GREAT TOUCH OF CLASS AND A WONDERFUL WAY TO PAY OUR RESPECTS TO OUR MAYOR. AND, YOU KNOW, OVER THE COURSE OF THIS PAST WEEK AND A HALF NOW, THE THING THAT I KEEP HEARING FROM PEOPLE IS IT FEELS SO SURREAL.

IT JUST IS ABSOLUTELY SURREAL THAT THE MAYOR IS NOT WITH US.

AND I THINK WE ALL KIND OF EXPECTED THAT HE WAS GOING TO OUTLIVE ALL OF US AND BE HERE LONG AFTER WE STEPPED AWAY FROM OUR POSITIONS AND MOVED ON. AND, YOU KNOW, I LOVED HEARING THE STORIES AND THE DIFFERENT ELEMENTS OF MAYOR HONEA'S CHARACTER AND HIS IMPACT ON YOUR LIVES AND THE FRIENDSHIPS THAT YOU HAD AND HOW ALL THAT HAPPENED.

AND I HAD THE OPPORTUNITY LAST WEEK TO CONVEY TO OUR ENTIRE ORGANIZATION, YOU KNOW, WHAT WHAT THIS MAN MEANT.

AND I KNOW MANY PEOPLE KNOW HIM IN THIS ORGANIZATION AND LOVE HIM AND HAVE GROWN TO REALLY HAVE A SOFT SPOT IN THEIR HEART FOR MAYOR ED HONEA.

AND THAT WAS EASY TO DO BECAUSE MAYOR HONEA HAD A SOFT SPOT IN HIS HEART FOR EVERY ONE OF THE EMPLOYEES, MANY OF WHOM HE KNEW BY NAME. AND WHEN HE DIDN'T KNOW SOMEBODY BY NAME, HE WOULD ASK ME, NOW, WHO'S THAT? AND WHAT DO THEY DO? AND DO THEY LIVE IN THE TOWN? OH, GOOD. WE HIRED A MARANA, MARANA PERSON.

OH THAT'S GOOD. RIGHT? AND IT WAS VERY IMPORTANT TO HIM TO MAKE THOSE CONNECTIONS.

AND IT BOTHERED HIM GREATLY WHEN SOMEBODY WOULD SAY HELLO AND HE COULDN'T SEE THEM TO KNOW WHO THEY WERE, AND HE WOULD TELL ME, YOU KNOW, I HAVE MACULAR.

AND I WOULD SAY, YEAH, MAYOR, I KNOW I'VE BEEN WITH YOU NOW FOR FOR FOUR YEARS.

I KNOW YOU HAVE MACULAR.

WELL, I DIDN'T SEE. I KNOW, BUT IT MEANT SO MUCH TO HIM THAT PEOPLE KNEW THAT HE WASN'T HE WASN'T IGNORING THEM BECAUSE HE LOVED THE PEOPLE SO MUCH.

AND I THINK SOME OF THE COMMENTS THAT WERE MADE, YOU KNOW, FROM MULTIPLE PEOPLE HERE ON THE DAIS TONIGHT ARE SO TRUE.

HE WAS OUR TOWN'S GREATEST CHEERLEADER, AND HE WAS THE PERFECT GUY FOR THE JOB BECAUSE HE WAS SO PASSIONATE ABOUT THIS COMMUNITY.

AND SOMETIMES THAT PASSION CAME OUT IN WAYS THAT FELT LIKE HE WAS YELLING AT ME.

BECAUSE, QUITE FRANKLY, HE DID.

AND WE HAD THESE AWESOME CONVERSATIONS AND THESE AWESOME ARGUMENTS, AND IT WAS GREAT BECAUSE, AS YOU SAID, VICE MAYOR, WHEN YOU WERE DONE WITH IT, IT WAS DONE. IT DIDN'T HANG OVER UNTIL THE NEXT DAY OR THE NEXT WEEK OR WHATEVER, IT WAS DONE.

AND, YOU KNOW, I THINK AS MUCH AS THE MAYOR LOVED ALL THE THINGS THAT WE'VE DONE IN THIS COMMUNITY AND THIS COUNCIL, AND HE HAD DONE SO MANY WONDERFUL THINGS IN THIS COMMUNITY, THE ANNEXATIONS AND THE EXPANSIONS AND THE PURCHASING OF SEWER AND WATER RIGHTS AND YOU KNOW, THE BUILDINGS AND THE ROADWAYS AND THE POLICE DEPARTMENTS AND THE FACILITIES AND, AND THE NEW COMMUNITY CENTER.

ALL OF THESE THINGS I THINK ARE AMAZING.

AND I KNOW HE WAS SO PROUD OF THOSE THINGS.

BUT YOU KNOW WHAT I TOLD STAFF MORE THAN ANYTHING, THE THING THAT HE WAS MOST PROUD OF IS THE SERVICE THAT WE PROVIDE TO THIS COMMUNITY.

AND THAT MEANT A LOT TO HIM.

AND AS I THOUGHT A FEW WEEKS AGO ABOUT [INAUDIBLE] AND LEARNED MORE ABOUT HER.

I THOUGHT, MAN, THAT'S THAT'S SPIRIT OF SACRIFICE AND THAT SPIRIT OF PUTTING OTHERS AHEAD OF SELF AND THAT SPIRIT OF DOING WHATEVER IT TAKES TO GET THE JOB DONE.

THAT'S THAT'S WHAT MAKES MARANA UNIQUE AND SPECIAL.

AND THAT WAS MAYOR ED HONEA AS WELL.

HE SACRIFICED, AS YOU SAID, VICE MAYOR.

HE SACRIFICED FOR THIS COMMUNITY.

HE WASN'T SOMEBODY THAT WAS JUST BORN HERE AND RAISED HERE AND LIVED HERE.

HE WAS SOMEBODY WHO LIVED FOR THIS COMMUNITY, AND IT WAS A PASSION FOR HIM.

AND HE BECAME A VERY DEAR FRIEND IN FOUR YEARS.

AND I, TOO, AS ALL OF YOU ARE GOING TO MISS HIM GREATLY.

AND I KNOW I SPEAK ON BEHALF OF ALL OF THE STAFF IN THIS ORGANIZATION WE'RE ALL GOING TO MISS MAYOR ED HONEA.
