YOU BETTER BRING SOMETHING REALLY GOOD OR SOMETHING REALLY UNIQUE FOR US TO CONSIDER IT, BECAUSE ANNEXATION FOR JUST ANOTHER RESIDENTIAL SUBDIVISION, IN MY OPINION, DOES NOT MAKE ANY SENSE. HERE WE ARE WITH PLANS FOR ANOTHER SUBDIVISION WITH 150 RENTAL HOMES, A 356 UNIT, THREE STORY, 15 BUILDING APARTMENT COMPLEX ON TOP OF A WELL ESTABLISHED NEIGHBORHOOD WITH MILLION DOLLAR CUSTOM SUBURBAN RANCH HOMES. WHICH MAKES ABSOLUTELY ZERO SENSE, ESPECIALLY NOW THAT I'M HEARING THE PLANNED DEVELOPMENT MAY ALSO INCLUDE SECTION EIGHT LOW INCOME RENTALS. SHOULD THE ANNEXATION PASS, I WOULD PROPOSE THAT SIMILAR PARCEL SIZES TO THE EXISTING PROPERTIES TO THE EAST, OR EVEN ONE ACRE PARCELS TO SERVE AS A BUFFER BETWEEN THE SUBURBAN RANCH PROPERTIES TO THE EAST AND THE LINDA VISTA VILLAGES RENTAL DIVISION TO THE WEST. THE PROPOSITION DEVELOPMENT WILL, SORRY, WILL COMPLETELY BLOCK MY HOME'S VIEW OF THE TUCSON MOUNTAIN RANGE, INCLUDING OUR SPECTACULAR VIEW OF THE SUNSETS OVER SOMBRERO PEAK. ONE OF THE MAIN REASONS I BOUGHT MY HOME IN THE FIRST PLACE. I SHARE OVER 900FT OF FENCE LINE WITH THE LINDA VISTA 13 PARCEL, AND MY HOUSE IS ONLY 135FT AWAY FROM THE CLOSEST HOUSE THAT DEVELOPER. THE DEVELOPER INTENDS TO BUILD. I, ALONG WITH MY NEIGHBORS, HAVE HORSES. ONE THING I CAN SAY FOR SURE IS THAT HORSES DO NOT MIX WITH APARTMENT COMPLEXES AND SUBDIVISIONS. I BELIEVE THE COUNCIL SHOULD ADHERE TO THE RECOMMENDATIONS IN THE REPORT FROM PIMA COUNTY A COUPLE OF WEEKS AGO, IN RECOMMENDING THAT MARANA HONOR THE GUIDELINES OF THE CONSERVATION LAND SYSTEM. MARANA SHOULD REJECT THIS ANNEXATION USING THE SAME RATIONALE THEY USED IN REJECTING THE PROPOSED WHITE STALLION RANCH ANNEXATION, WHERE IT WAS DENIED DUE TO UNANIMOUS CONCERNS OVER WATER SUPPLY. LINDA VISTA 52, IS NOT LOCATED WITHIN THE MARANA WATER EXISTING OR INTENDED SERVICE AREA AND IS NOT INCLUDED AS PART OF THE DESIGNATED ASSURED WATER SUPPLY OR DOORS. BEFORE CONSIDERING ANNEXATION, MARANA WATER SHOULD REAPPLY TO THE ARIZONA DEPARTMENT OF WATER RESOURCES FOR A NEW DOORS TO DETERMINE WHETHER THEY WOULD EVEN BE WILLING TO CONSIDER THE LINDA VISTA 52 WATER DEMANDS TO AN ALREADY STRAINED WATER SUPPLY PORTFOLIO. FINALLY, ANOTHER POINT OF CONCERN SHARED BY THE COMMUNITY IS THE OFFICIAL RECUSAL OF MAYOR POST. THIS IS DUE TO CONFLICT WITH FAMILIAL CONFLICT. IT WAS BROUGHT TO MY ATTENTION. I'M GETTING BEEPED. IT WAS BROUGHT TO MY ATTENTION LAST WEEK. THAT MAYOR POST DID STATE THAT HE HAS RECUSED HIMSELF AND CANNOT VOTE ON THE ISSUE, BUT THEN WENT ON TO ELABORATE AFTER A PUBLIC MEETING THAT HE WAS IN SUPPORT OF THE DEVELOPMENT PLAN, EVEN SHARED THAT THEY APPROACHED THE OWNER OF THE ROUGHLY 40 ACRE UNDEVELOPED PROPERTY DIRECTLY TO THE SOUTH OF THE LINDA VISTA 39 PARCELS, AND THAT PROPERTY OWNER IS NOW CONSIDERING JOINING THE ANNEXATION AND DEVELOPMENT PLAN. IF MAYOR POST IS TRULY RECUSED HIMSELF ON THE ISSUE, I HAVE TO WONDER WHY HE'S PUBLICLY PROMOTING, ENDORSING AND SOLICITING SUPPORT FOR THE ANNEXATION PLAN. ONCE AGAIN, I TRULY DO APPRECIATE THE OPPORTUNITY, AND I IMPLORE THE COUNCIL TO PLEASE REJECT THE LINDA VISTA 52 ANNEXATION PROPOSAL. THANK YOU. THE PROPOSED DEVELOPMENT WOULD ALSO BE MORE RENTAL HOMES. DOES MARANA REALLY WANT TO BE KNOWN FOR NEIGHBORHOOD AFTER NEIGHBORHOOD OF EXCLUSIVELY RENTAL HOMES? DON'T YOU WANT BEAUTIFUL NEIGHBORHOODS FULL OF PRIDE OF OWNERSHIP? LINDA VISTA BOULEVARD TO THE EAST IS A POORLY MAINTAINED TWO LANE ROAD. TRAFFIC IS ALREADY BACKED UP ON THAT STREET WIDENING. A QUARTER MILE LINK SECTION WILL DO NOTHING TO HELP THE INCREASED CONGESTION TO THE EAST. WE DON'T KNOW WHAT THE FULL IMPACT OF LINDA VISTA POINT WILL BE YET. PLANS HAVE EXISTED FOR A LONG TIME TO IMPROVE LINDA VISTA, BUT WE ALL KNOW ABOUT PIMA COUNTY'S INABILITY TO EFFICIENTLY DEVELOP AND MAINTAIN ROADS. MANY MARANA VOTERS GET STUCK IN THAT BOTTLENECK AND WOULD BE ANGRY ABOUT ADDITIONAL HOUSING BEING BUILT ON LINDA VISTA, [00:10:05] AND THIS PROPERTY DOES NOT FIT MIRANDA'S MISSION OF FIVE STAR SERVICE FOR A THRIVING COMMUNITY. IN A PODCAST ON THE MIRANDA WEBSITE, DEVELOPMENTAL SERVICES DIRECTOR JASON ANGELL EXPLAINED HOW THIS ANNEXATION IS AGAINST THE PRINCIPLES OF THE TOWN OF MARANA. ADDITIONALLY, I AM SURE YOU KNOW ABOUT THIS LETTER FROM PIMA COUNTY INDICATING THE ENVIRONMENTAL DESTRUCTION THIS DEVELOPMENT WOULD CAUSE. WE NEED TO SUCCESSFULLY MANAGE AND PROTECT OUR NATURAL RESOURCES. THE INITIAL 39 ACRE DEVELOPMENT GREW TO ENCOMPASS A PROPERTY THAT WAS ALREADY DEVELOPED AND PART OF AN EXISTING NEIGHBORHOOD, CREATING ADVERSITY FOR MANY PEOPLE. THERE ARE MANY QUESTIONS ABOUT THIS CHANGE. THE MAYOR HAS RECUSED HIMSELF, BUT THERE IS A LOT OF PLANNING AND DEAL MAKING THAT GOES ON BEHIND THE SCENES. THIS DOES NOT LOOK GOOD FOR THE TOWN OF MARANA, AND THIS KIND OF ACTIVITY MAKES VOTERS NOT TRUST POLITICIANS. THE ONLY BENEFIT TO THE TOWN OF MARANA FOR THIS ANNEXATION IS SOME CONSTRUCTION TAXES. I THINK WHAT WE HAVE CONVEYED TO OUR LEGISLATORS AND WHAT I CONVEYED AGAIN TODAY WAS WHAT THE PRIORITIES FOR THE TOWN IS TO SEE. IT OPENED BY SOMEBODY WHO WAS RESPONSIBLE WILL RUN IT WELL, AND OF COURSE, WE HAVE A LONG HISTORY WITH MTC, SO I THINK WE CAN FEEL A CERTAIN LEVEL OF CONFIDENCE THAT THEY WILL RUN IT WELL. SECONDLY, THAT IT'S EMPLOYING PEOPLE FROM OUR COMMUNITY WHICH CERTAINLY WOULD BE THE CASE. THE BIGGEST THING THAT'S THE UNKNOWN IS WHETHER OR NOT WE WILL BENEFIT FROM THE WORKFORCE, WHICH IS SOMETHING THAT THE TOWN HAS REALLY APPRECIATED ABOUT THE MTC. IT'S BEEN A GREAT RELATIONSHIP THAT WE'VE HAD WITH THAT FACILITY, WHETHER OR NOT THAT IS GOING TO BE A PART GOING FORWARD BASED ON WHAT THE FACILITY IS, WE DON'T KNOW THAT YET. I AGREE WITH ALL OF THAT. I'M SORRY TO SEE THE FOLKS THAT WE USED THERE. WE DON'T HAVE THAT ADVANTAGE ANYMORE, BUT I'M MORE CONCERNED ABOUT SAFETY. SO I THINK BACK WHEN THIS WHEN I FIRST CAME ON THE COUNCIL, I REMEMBER THE CONCERN WAS THAT IT WAS MINIMUM SECURITY AND WE DID THERE FOR UPFRONT. I REMEMBER IN CONTINENTAL RANCH AND OTHER PLACES, SOME PEOPLE WERE UPSET THAT WE EVEN HAD MINIMUM SECURITY PEOPLE IN THERE. THEY DIDN'T WANT THEM NEAR THE SCHOOLS. THEY PUT INMATES WORKING OUT, AND A LOT OF PEOPLE GOT EXCITED ABOUT THAT, BUT THAT CHANGED OVER THE YEARS WHEN THEY SAW HOW WELL THINGS WENT. MY CONCERN IS IF THIS AN MTC? YES, WE'VE ALWAYS HAD A GOOD RELATIONSHIP WITH THEM, BUT MY CONCERN IS WILL WE HAVE ANY SAY IN WHO GOES IN THERE? BECAUSE MINIMUM SECURITY, THE PRISONERS THAT WERE IN THERE. WERE A LOT LESS. WHAT AM I TRYING TO SAY? SOMETHING I WOULD BE CONCERNED ABOUT THAN PUTTING THE ONES I SEE ON TV AND THE GANGS, AND M-13 AND EVEN SOMETHING LOWER THAN THAT WITH THE TOWN OF MARANA HAVE SOMETHING TO SAY AB OUT W HO GOES IN THERE OR NOT? THERE ARE STANDARDS AND REQUIREMENTS FOR ANY PRISON BASED ON THE TYPE OF OFFENDER THAT IT HOUSES. SO IF THEY'RE GOING TO HOUSE SOMETHING MORE THAN A MINIMUM RISK OFFENDER, THEY WILL HAVE TO MEET THE REQUIREMENTS NECESSARY IN ORDER TO HOUSE SAID OFFENDER. WELL, I WOULD JUST ASK THAT WE KEEP THIS ON OUR RADAR AND MAKE SURE IF THERE'S ANY CHANGES TO THAT SECURITY RISK THAT WE'RE ALLOWED TO, WE CAN FIND OUT ABOUT THAT. UNLIKE WHEN WE FOUND OUT ABOUT THE PRISON, WE GOT A PHONE CALL OR SAW IT IN THE PAPER.
