HOWEVER, ASIDE FROM THE IMPACT THIS DEVELOPMENT MIGHT HAVE ON WATER TRAFFIC PROPERTY VALUES, THAT'S JUST TO NAME A FEW. I UNDERSTAND THAT THE PROPERTY IN QUESTION IS CURRENTLY PIMA COUNTY AND ZONED FOR SUBURBAN RANCH THAT I SUPPORT.
I ALSO UNDERSTAND THAT TRYING TO GET REZONING THROUGH PIMA COUNTY WOULD BE EXTREMELY DIFFICULT.
IT APPEARS TO ME THAT THE OWNERS OF THE PROPERTIES IN QUESTION ARE MANIPULATING THE SYSTEM IN ORDER TO EXTREME, IN ORDER FOR EXTREMELY GREATER PROFITS FOR THEMSELVES AT OUR EXPENSE.
ESPECIALLY SINCE THE OWNER OF THE LINDA VISTA 13 IS RELATED TO THE MAYOR.
GIVEN THE LACK OF TRANSPARENCY FROM THE BEGINNING OF THIS PROJECT, AND THE FACT THAT THE MAYOR AND LANDOWNER ARE RELATED SHOULD BE CONCERNED ENOUGH TO REJECT THIS ANNEXATION. IT SIMPLY DOES NOT LOOK GOOD FOR THE MAYOR AND THE GOVERNING BOARD OF MARANA.

IT'S GOING TO TOTALLY DESTROY OUR NEIGHBORHOOD.

IT'S WRONG FOR THE COMMUNITY, AND IT'S WRONG FOR MARANA.
IN 20 YEARS, DOES MARANA REALLY WANT TO BE KNOWN FOR ITS SCENIC BEAUTY, WITH NEIGHBORHOODS THAT LIVE WITH THE LAND OR NEIGHBORHOODS THAT JUST PAVE OVER IT? MAPS DO NOT PROVIDE A CLEAR UNDERSTANDING OF HOW THIS WILL IRREPARABLY DEVASTATE THE NATURAL BEAUTY OF THIS AREA.
I HIGHLY SUGGEST ANY OF YOU THAT HAVEN'T BEEN THERE YET, TO PLEASE TAKE A DRIVE OVER THERE AND SEE FOR YOURSELVES WHAT THIS ANNEXATION AND SUBSEQUENT DEVELOPMENT WILL DESECRATE A LARGE NUMBER OF PEOPLE AND GROWING IN THIS COMMUNITY, BELIEVE THERE'S SOMETHING VERY WRONG HAPPENING HERE. ON APRIL 16TH OF 2024, WHEN LINDA VISTA, 39, ANNEXATION PROPOSAL, WAS BROUGHT TO THE TOWN OF MARANA, THEN VICE MAYOR JON POST DID NOT SEEM TO BE IN FAVOR.
MAYOR HONEA STATED HE'D BE INTERESTED IN INTERESTED IN ANNEXING THE PROPERTY INTO THE TOWN, SO THE TOWN HAS MORE CONTROL OVER WHAT HAPPENS WITH IT.
JON POST OBJECTED BY STATED, STATING ANNEXATION OF AREAS IN ORDER TO HAVE MORE CONTROL OVER ADJACENT AREAS IN THE TOWN WOULD BE A NEVER ENDING BATTLE BECAUSE THE GOALPOST WOULD JUST KEEP MOVING OUTWARD.
THIS, OF COURSE, WAS BEFORE MARIO'S BROTHER JOINED THE PLAN.

SO WHAT? THE PROPOSAL UNDER THE RESOLUTION IS, IS THAT EFFECTIVE JULY 1ST, 2025, WITH THE NEW FISCAL YEAR, THE NEW VEHICLE ALLOWANCES FOR THE MAYOR, VICE MAYOR AND COUNCIL MEMBERS WILL BE SET THE MAYOR AT $500 A MONTH, VICE MAYOR $400 A MONTH, AND COUNCIL MEMBERS AT $350 PER MONTH.
THOSE AMOUNTS ARE INCLUDED IN THE FISCAL YEAR BUDGET FOR 2026.
WHICH IS $125 PER MONTH. AND WE ADDED A PROVISION TO MAKE IT CLEAR THAT WE CAN.

TOWN STAFF DID THEIR DUE DILIGENCE AND HAVING AN APPRAISAL DONE ON THE PROPERTY.
THE APPRAISAL CAME BACK. THE OFFER WAS MADE FOR THE APPRAISED PRICE AND ACCEPTED BY THE MHC.
AND WE REACHED AN AGREEMENT. STAFF WORKED ON THAT AGREEMENT.

THANK YOU, MR. MAYOR. THE LAST ITEM FOR MY PRESENTATION TONIGHT IS THE PRESENTATION OF THE TENTATIVE BUDGET FOR NEXT FISCAL YEAR, FOR FISCAL YEAR 26. AS IN PRIOR YEARS, WE ARE PRESENTING OUR TENTATIVE BUDGET ON THE REQUIRED AUDITOR GENERAL FORMS, AND AS IN PRIOR YEARS, I WOULD BE HAPPY TO TALK ABOUT THEM IN ANY DETAIL.
BUT I WILL BE BRIEF AND JUST TAKE ANY QUESTIONS FROM ANYBODY THAT MIGHT HAVE THEM.
AS YOU'LL RECALL, WE WERE HERE LAST MONTH TO PRESENT THE MANAGER'S RECOMMENDED BUDGET, AND AT THE TIME I HAD STATED THAT AS IS OUR PRACTICE EVERY YEAR, AS WE PUT THE BUDGET TOGETHER, WE DO HAVE CHANGES THAT TAKE PLACE AS WE LOOK AT OUR PROJECTS, AS WE LOOK AT WHAT WAS BUDGETED BY DEPARTMENTS WE GO THROUGH, AND WE REFINE THE BUDGET THAT WE PRESENT AT THE MANAGER'S RECOMMENDED BUDGET.

AND WE DO HAVE THAT HAPPENING HERE AS A RESULT.AND I WILL GO INTO MORE DETAIL ON THE ACTUAL CHANGES.
YOU'LL SEE MORE DETAIL ON THAT IN A MOMENT. AND OUR REVENUES HAVE REMAINED LARGELY UNCHANGED.
LOOKING AT WHAT WAS PRESENTED TO YOU LAST MONTH, THIS IS THE $411.6 MILLION.
YOU WILL NOTICE AS WE GO TO THE NEXT SLIDE, THERE'S BEEN CHANGES IN MOST OF THESE ITEMS PRESENTED AS A PRIMARY ENTITY, WITH THE EXCEPTION OF DEBT SERVICE FUND, INTERNAL SERVICE FUNDS AND SPECIAL DISTRICTS.
THERE'S BEEN NO CHANGES IN THOSE PARTICULAR AREAS.
SO LOOKING AT THAT, OUR GENERAL FUND HAS CHANGED.
WE'VE GONE A LITTLE BIT HIGHER HERE. SO HAVE OUR CAPITAL PROJECTS AND ENTERPRISE FUNDS SPECIFICALLY.
THOSE CHANGES ARE LISTED HERE. THE MAJORITY OF THE CHANGES, AS EXPECTED, AND AS IS THE CASE IN PREVIOUS YEARS, HAVE TO DO WITH OUR CIP, WITH OUR BIG PROJECTS AND CONSTRUCTION RELATED SPECIFICALLY, THE BIGGEST CHANGE WE HAVE IS AN ADDITION OF ALMOST $6 MILLION TO THE WATER RECLAMATION FACILITY PHASE TWO. THIS IS THE EXPANSION OF OUR WATER RECLAMATION PLANT.
AND SIMPLY WHAT'S HAPPENED IS, AS WE ARE GOING THROUGH THE DESIGN PROCESS CURRENTLY, WE'RE ABLE TO GET BETTER ESTIMATES OF WHAT'S REALLY, IT'S GOING TO COST TO DO THIS EXPANSION. AND UNFORTUNATELY, SIMILAR TO MANY OTHER PROJECTS, PRICES HAVE GONE UP. WE HAVE SOME OTHER CHANGES WHERE WE WERE ABLE TO ASCERTAIN THAT SOME OF THE ITEMS CAN MOVE TO FUTURE YEARS. OR SIMPLY PUT, WE ARE AHEAD ON CONSTRUCTION FURTHER AHEAD AS WE GO INTO THE END OF THE FISCAL YEAR THAN WE THOUGHT, AND WE SEE SOME REDUCTIONS AND WE DO HAVE A FEW ITEMS, A FEW VEHICLES AND SOME IT EQUIPMENT THAT THE DEPARTMENT NOW KNOWS AFTER THE FIRST ROUND OF BUDGET THAT WE'RE GOING TO NEED TO CARRY FORWARD INTO THE NEXT YEAR.
WE MIGHT NOT GET IT BY JUNE 30TH. AND THAT'S WHAT YOU'RE SEEING HERE.
AND THEN WE ACTUALLY HAVE SOME REFINEMENTS THAT RESULT IN ABOUT A REDUCTION OF $160,000, ALL TOLD, AN INCREASE OF ABOUT $4.6 MILLION TO OUR BUDGET.
WITH THAT AND WHAT WE'RE SEEING AS REVENUES COMING IN, WE REALLY DID NOT HAVE ANY CHANGES.
SO THAT HAS REMAINED THE SAME AS AN ESTIMATE.
AND WITH THAT, REALLY, IN SUMMARY, WHAT WE'RE HERE TO DO IS ASK COUNCIL'S APPROVAL TO ESTABLISH THE OVERALL BUDGET FOR FISCAL YEAR 26. ONCE THAT THIS TENTATIVE BUDGET IS ADOPTED BY COUNCIL, JUST AS A REMINDER, WE CAN NO LONGER INCREASE THAT TOTAL AMOUNT OF $416.2 MILLION. WHAT WE WILL BE ABLE TO DO, IF NEEDED IS REALLOCATE WITHIN OR, IF DESIRED, REDUCE THE TOTAL AMOUNT OF THE BUDGET AS WE MOVE FORWARD.
WE DO HAVE A STRUCTURALLY BALANCED BUDGET, AND IT REFLECTS THE CAREFUL ALLOCATION OF AVAILABLE RESOURCES AS WELL AS CONTINUING TO INVEST IN KEY AREAS, SOMETHING THAT COUNCIL AND THE TOWN MANAGER'S OFFICE HAS HAS BEEN DOING FOR MANY, MANY YEARS. THE ONE THING THAT IS DIFFERENT IN THIS YEAR'S BUDGET IS THAT WE ARE NOT ESTABLISHING THE EXPENDITURE LIMITATION AMOUNT DURING THE BUDGET. THIS IS THE FIRST YEAR THAT WE'RE NO LONGER UNDER HOME RULE.
WE ARE ACTUALLY NOW STARTING TO USE OUR PERMANENT BASE ADJUSTMENT THAT WE WENT TO THE VOTERS AND HAD APPROVED A FEW YEARS BACK, AND I AM HAPPY TO REPORT THAT GOING THROUGH THAT EXERCISE FOR THE FIRST TIME AND THROUGH THE CALCULATIONS, WE DO NOT HAVE ANY COMPLIANCE ISSUES WITH THE LEGAL REQUIREMENT STATUTE AND OUR CONSTITUTION.
SO I BELIEVE THAT THAT REFLECTS THE JOB THAT BOTH STAFF AND COUNCIL AND THE TOWN MANAGER'S OFFICE DID WHEN WE WENT OUT TO GO THROUGH THAT PROCESS WITH THAT.
