I'VE RESEARCHED, LISTENED, ENGAGED WITH THOSE WHO CALL THIS AREA HOME.
I'VE ATTENDED EVERY COUNCIL MEETING SINCE LEARNING ABOUT THIS PLAN BECAUSE THIS ISN'T JUST ABOUT THE LAND, IT'S ABOUT PRESERVING A WAY OF LIFE THAT MEANS EVERYTHING TO THOSE WHO LIVE HERE.
I LOVE MY HOME. I LOVE THE OPEN DESERT STRETCHING BEYOND MY DOORSTEP.
THE SUNSETS THAT PAINT THE SKY AND THE WILD LIFE THAT MOVES ACROSS MY PROPERTY AS IT HAS FOR GENERATIONS.
THIS ANNEXATION THREATENS ALL OF THAT.
IT DISREGARDS THE DELICATE BALANCE BETWEEN DEVELOPMENT AND CONSERVATION, UNDOING DECADES OF SONORAN DESERT PROTECTION EFFORTS.
IT FALLS SHORT IN SAFEGUARDING THE WILDLIFE, THE AREA'S FINITE WATER RESOURCES, AND THE NATURAL HABITAT.
THINGS THAT MAKE THIS AREA NOT JUST LIVABLE, BUT REMARKABLE.

WE HAVE NOT STATED THAT WATER WOULD BE TAKEN DIRECTLY FROM OUR WELLS, BUT WE HAVE QUESTIONED HOW THE DEVELOPMENT MAY IMPACT OUR WELLS.
THE TRUTH IS THAT SOUTHERN ARIZONA IS IN A WATER CRISIS, AND WHEREVER THE WATER COMES FROM, WILL AFFECT THE COMMUNITY AS A WHOLE.

HOWEVER, IT IS EVIDENT THAT RECENT PROJECTS IN MARANA THAT WE'VE EMBARKED ON ARE NOT SUSTAINABLE TO THE EXTENT THAT THE QUALITY OF LIFE IS NEGATIVELY IMPACTED, AND I AM UNIQUELY POSITIONED TO BE ABLE TO COMMENT ON THAT BEING A RESIDENT OF BADEN FARMS.

GLADDEN FARMS HAS BEEN A MASTER PLANNED COMMUNITY FOR 21 YEARS, BUT THAT STILL HAS NOT BEEN ENOUGH TIME FOR TANGERINE ROAD TO BE PLANNED TO THE EXTENT THAT WE DON'T HAVE MILE BACKUPS ON THE EAST WEST TRAFFIC PATTERN THAT THROUGH PERSONAL EXPERIENCE, HAVE DOUBLED MY COMMUTE TIME.
I KNOW THAT BECAUSE I HAVE LITERALLY SAT THERE WITH A STOPWATCH, TIMING MY COMMUTE AND WAITING 20, 30 MINUTES TO JUST GET THROUGH FROM TRICO TO THE LIGHT.
IT ALSO HAS NOT BEEN ENOUGH TIME TO PREVENT THE BACK OR THE BACKUP ONTO THE HIGHWAY ON ITEM, WHICH IS A 75 MILE/HOUR ZONE WITH A VERY HIGH THROUGHPUT OF TRAFFIC 18 WHEELER TRUCK LOADS.
IT IS VERY DANGEROUS, AND MY POINT BEING THAT IT HAS NEGATIVELY AFFECTED MY QUALITY OF LIFE WITH THE GROWTH, AND THE NOT SUSTAINABLE IMPACT OF THAT GROWTH IN THE INFRASTRUCTURE THAT WOULD SUPPORT THAT GROWTH.
I FORESEE THAT THE SAME THING WOULD HAPPEN WITH THIS ANNEXATION IS THAT THE INFRASTRUCTURE TO SUPPORT THIS GROWTH WOULDN'T BE THERE IN A TIMELY FASHION.
GLADDEN FARMS, AGAIN, WAS PLANNED FOR 20 YEARS, AND WE DON'T HAVE THE INFRASTRUCTURE THERE.

ALL WHO INHABIT THIS AREA, NOT JUST THOSE OF US HERE TODAY OR THE BUILDERS OR THE SPECIAL INTEREST GROUPS.
AS YOU KNOW, LINDA VISTA 32 ANNEXATION INCLUDES THREE PARCELS, 133 STORY APARTMENT BUILDINGS, 142 SINGLE AND TWO STORY HOUSES TO SPREAD OVER 50 ACRES.
THIS HIGH DENSITY NEEDS MORE THOUGHT.
IT THREATENS AN IMPORTANT RIPARIAN AREA, A NATURAL SONORAN DESERT WILDLIFE, AND ESSENTIAL WATERSHED, INCLUDING A LARGE WASH IN A MOSTLY DESIGNATED FLOODPLAIN LOCATED IN THE TARTALNA FAN, JUST A MILE AWAY FROM THE SANTA CRUZ RIVER.
WE RECOGNIZE THAT SOME INVESTORS HAVE PURCHASED LARGE SWATHS OF PROPERTY IN THIS AREA, INCLUDING YOUR BROTHER, MAYOR POST, AND I WANT TO COMMEND YOU FOR RECUSING YOURSELF FROM ANY VOTE ON THIS MATTER.
THANK YOU. BUT THEY WERE HOPING TO MAKE A PROFIT BY CHANGING ZONING CODES TO FIT LARGE SCALE BUILDING PROJECTS THAT WILL KEEP BIG PROFITS.
NOW THAT PIMA COUNTY DOES NOT SUPPORT THAT TYPE OF CHANGE, THEY ASK TOWN OFFICIALS TO INDEX THE SITE.
THEN THE TOWN CAN CHANGE THE ZONING LAWS TO FIT WHATEVER ARBITRARY CODE IT WANTS WITHOUT THE OBJECTIONS AND OVERSIGHT OF PIMA COUNTY.
A SHREWD MOVE, I MUST SAY, BY PROPERTY INVESTORS, BUT NOT A THOUGHTFUL ONE REPRESENTING ALL THE CITIZENS OF MARANA, WHICH ALL OF YOU ARE HERE DOING.

WE ARE THE OFFICIAL DESTINATION MARKETING ORGANIZATION FOR THE TOWN.
THIS DMO, AS IT'S CALLED, HAS BEEN IN PLACE SINCE 2014.
MANY PEOPLE THINK THIS IS MAYBE NEW. IT IS NOT.

IT'S NOT OUR TAX ON US, IT'S OUR TAX ON OUR VISITORS.
IT'S NOT A BURDEN ON OUR COMMUNITY.

IT'S ACTUALLY 49% OF ALL VISITORS TO OUR AREA ARE COMING TO VISIT US, OUR FRIENDS AND OUR FAMILY.
THEY'RE TAKING A TRIP TO SEE GRANDMA AND GRANDPA, AND THEY'RE COMING HERE, BECAUSE WE HAVE THE BEST WEATHER.
THEY'RE NOT COMING RIGHT NOW, MAYBE, BUT THEY COME WHEN OUR WEATHER IS BEAUTIFUL.
WE PARTNER WITH ORO VALLEY, WHICH IS NOW THEIR OWN DMO AS WELL, AND THEY ARE AT EXPLORE OV.
WE FREQUENTLY PARTNER WITH PANEL COUNTY AS WELL.
WE REALLY BELIEVE THAT WHEN WE, AS THIS REGION, ARE DOING BETTER, WE'RE ALL DOING BETTER.
WE HAVE MANY AMENITIES IN OTHER AREAS THAT ARE NOT IN MARANA THAT ARE GREAT FOR OUR TOURISTS AND US, SO WE WANT TO MAKE SURE WE'RE GOOD PARTNERS.

WHAT ARE WE GOING TO DO ABOUT IT TO GET THE FOLKS WHO ARE ALREADY ENJOYING WHAT WE HAVE TO STAY OVERNIGHT? BY 2035, WE'RE GOING TO HAVE MULTI-DAY EVENTS AND EXPERIENCES THAT WILL DRIVE THOSE OVERNIGHT STAYS.
OUR FAMILY FROM HERMASIO, WHO'S COMING TO GO BACK-TO-SCHOOL SHOPPING AT THE TUCSON PREMIUM OUTLETS IS GOING TO STAY TWO NIGHTS, AND THEY ARE GOING TO HAVE A BLAST WITH THEIR KIDS, AND THEY'RE GOING TO GO BACK AND TELL THEIR FRIENDS.

DESERT BLUEGRASS FESTIVAL HAS BEEN HAPPENING IN MARANA FOR MORE THAN 10 YEARS.

THEY HAD 143 DAY PASSES SOLD, BUT THERE WERE 700 PEOPLE THERE.
IF WE CAN GET THOSE FOLKS TO STAY OVERNIGHT AND GO TO THE ENTIRE FESTIVAL, WE'VE GOTTEN MORE STAYS, MORE REVENUE, MORE FUNDS.

I THINK THIS IS A REALLY HUGE OPPORTUNITY FOR THE COMMUNITY.
TO BRING A LIGHT TO THE MARANA AREA WITH ALL OF THESE ENGINEERS WHO MIGHT WANT TO COME BACK HERE AND WORK AT SOME POINT, TOO AND SO THE PUMPKIN PATCH JUMPED IN WITH BOTH FEET.
IF YOU LOOK AT THE PICTURES, HOLY COW, THEY TORE UP TWO FIELDS ON THE FARM THERE, BUT IT WAS SO WORTH IT.
WE HAD 3,100 VISITORS OVER FOUR DAYS TO OUR COMMUNITY, 65 TEAMS FROM ACROSS NORTH AMERICA SO THAT'S CANADA, MEXICO, AND ALL OF THE UNITED STATES.
THEY EACH HAD ABOUT 22 PEOPLE ON THEIR TEAM, AND WE HAD SPECTATORS AND VOLUNTEERS AS WELL.
FROM THE DATA WE KNOW, THE NUMBERS WE HAVE, THERE WERE 589 PLUS HOTEL ROOM NIGHTS AND I KNOW THAT'S MUCH MORE BECAUSE I MET FOLKS THAT DAY FROM CANADA, WHO SPOKE FRENCH, BUT I KNOW THEY WERE STAYING IN A HOTEL IN OUR COMMUNITY FROM MICHIGAN, CALIFORNIA.
WE DON'T HAVE THE NUMBERS OF THOSE PEOPLE AND WHERE THEY STAYED.
WHAT WE HAVE IS WHAT THE BAJA SAE GROUP WAS ABLE TO GIVE US.
THEIR ESTIMATED DIRECT SPENDING FOR EVERYTHING THAT HAPPENED WAS 420,000 AND THEN WE GO BACK TO THOSE MULTIPLIERS I WAS TALKING ABOUT.
WE'RE LOOKING AT UP TO A MILLION DOLLARS FOR OUR COMMUNITY.
I THINK IT'S A LOT MORE THAN THAT.

BUT THREE YEARS AGO, BASICALLY, WE DECIDED TO GO OUT ON OUR OWN AND WE ARE NOW RECEIVING OUR MONEY DIRECTLY FROM HUD.
PART OF THAT IS EVERY YEAR, WE HAVE TO COME BEFORE YOU WITH OUR ANNUAL ACTION PLAN.
THIS IS A LITTLE SYNOPSIS OF IF WHY.
WE HAVE TO OUTLINE HOW WE'RE GOING TO SPEND OUR MONEY THAT HUD GIVES US EVERY YEAR SO YOU HAVE TO SEE IT.
WE HAVE TO HAVE COMMUNITY MEETINGS.
WE HAD TWO COMMUNITY MEETINGS THAT WE HEARD FROM THE PUBLIC BEFORE WE PUT OUR ANNUAL ACTION PLAN TOGETHER.

WE TEND TO DO EVERYTHING WITH THE HAVE TO BENEFIT THE LOW AND MODERATE INCOME.
WE HAVE MULTIPLE DIFFERENT DEPARTMENT OR EXCUSE ME, PROGRAMS. WE HAVE WHAT WE'VE DONE IN THE PAST, WHICH IS OUR HOUSING REHAB.
WE DID THAT WHEN WE WERE WITH THE COUNTY.
BUT SOMETHING WE STARTED WHEN WE GOT OUR OWN FUNDS WAS UTILITY ASSISTANCE.
I WANTED TO SHOW YOU WHAT WE'VE DONE IN THIS PAST YEAR.
I'M GOING TO GO OVER WHAT THE CURRENT YEAR THAT WE'RE FINISHING UP IN THE NEXT TWO WEEKS, WHAT WE'VE DONE THIS YEAR.
THIS YEAR, WE RECEIVED 210,000 AND WE PUT EVERYTHING IN THAT INTO ONE THING WE HAVEN'T LISTED HERE IS OUR ADMIN FUNDS, WHICH PAYS FOR A PORTION OF KRISTINE BLER WHO WAS BEHIND ME IN THE DARK HERE.
BUT KRISTINE RUNS OUR PROGRAM AND SO THIS FUNDS PAY FOR A PORTION OF HER SALARY.
IT ALSO PAYS FOR OUR NEXT DOOR PROGRAM, WHICH IS OUR ONLINE PROGRAM WHERE PEOPLE GET TO SUBMIT THEIR APPLICATIONS.
EVERYTHING ELSE GOES TOWARDS OUR HOUSING REHAB PROGRAM AND OUR UTILITY ASSISTANCE PROGRAM.
HERE YOU CAN SEE THAT THIS PAST YEAR, WE ASSISTED NINE RESIDENTS WITH HOME REPAIRS WITH ALMOST $111,000, AND WE'VE ASSISTED 30 RESIDENTS WITH UTILITY ASSISTANCE TOTALING OVER 15,000.
UTILITY ASSISTANCE IS CAPPED AT ONE TIME A YEAR, AND THEY CAN RECEIVE UP TO $500 TOWARDS YOUR GAS ELECTRIC OR WATER BILLS.
THE HOME REPAIRS IS GOING TO BE ONE TIME IN OUR FIVE YEAR CONSOLIDATED PLAN YEARS.
RIGHT NOW, IT WILL BE, LIKE I SAID, WE'RE IN OUR THIRD YEAR.
THEY WOULD BE ABLE TO USE IT ONE TIME IN THIS TOTAL FIVE YEARS.
LET'S SEE. THEN WE PUT TOGETHER OUR THIRD YEAR ANNUAL OPTION PLAN.
THIS YEAR WE DECREASED A LITTLE BIT, WHICH IS NOT REALLY UNEXPECTED.
THE STATE OF ARIZONA DID HAVE ADDITIONAL ENTITLEMENT CITIES THAT WERE BASICALLY GOT A SHARE OF THE MONEY THIS YEAR.
IT'S PRETTY NORMAL WHEN WE HAVE MORE ENTITLEMENT CITIES COME ON BOARD THAT YOU'LL SEE A DECREASE IN FUNDS.
OUR DIDN'T GO DOWN TERRIBLY, BUT WE LOST ABOUT $3,000 THIS YEAR.
THE WAY WE HAVE TO DO OUR ANNUAL ACTION PLAN IS WE DIVIDE IT UP INTO THE CATEGORIES.
MOST OF OUR MONEY GOES INTO HOME REHABILITATION, OUR HOUSING REHAB PROGRAM AND THEN UTILITY EXCUSE ME, OUR PUBLIC SERVICES IS OUR UTILITY ASSISTANCE PROGRAM, WHICH IS CAPPED AT 15%, AND THEN OUR ADMINISTRATION IS CAPPED AT 20%.
THIS IS HOW WE DEVIATE, EXCUSE ME, ALLOCATE THE MONEY.

THE TOWN AND PIMA AVIATION ARE PARTIES TO A LEASE AGREEMENT, THAT IS THE FIRST AMENDED FBO LEASE AGREEMENT IS THE TITLE.
IT'S FOR THE LEASE OF REAL PROPERTY AT THE AIRPORT.
AMONG OTHER THINGS, THE LEASE PROVIDES THAT THE TOWN MAY REMOVE PORTIONS OF REAL PROPERTY FROM THE LEASED PREMISES FOR THE PURPOSE OF UTILIZING THE REMOVED PORTION FOR ADDITIONAL AERONAUTICAL AND AVIATION PURPOSES.
I'M IN EXCHANGE FOR THE REMOVED PARCEL.
THE TOWN MUST USE ITS BEST EFFORTS TO PROVIDE ANOTHER PARCEL OF EQUIVALENT SIZE AND FAIR MARKET VALUE LOCATED WITHIN THE AIRPORT.
THIS EXCHANGE IS EFFECTUATED THROUGH AN AMENDMENT TO THE LEASE, WHICH IS THE PURPOSE OF THIS ITEM TONIGHT.
THE AIRPORT HAS BEEN ACCEPTED INTO THE FAA'S TOWER CONTRACT TOWER PROGRAM UNDER WHICH IT IS ELIGIBLE TO RECEIVE ASSISTANCE IN ESTABLISHING AN AIR TRAFFIC CONTROL TOWER ON AIRPORT PROPERTY TO PROVIDE FOR THE SAFE AND ORDERLY FLOW OF AIR TRAFFIC.
TOWER SIGHTING STUDY FOUND THAT THE PARCEL OF LAND THAT'S BEING CONSIDERED FOR REMOVAL UNDER THIS THIRD AMENDMENT TONIGHT, I WAS IDEAL FOR THE LOCATION OF THE TOWER BECAUSE IT'S NEAR THE AIRPORT CENTRAL POINT IN AN OPEN, STABILIZED, AND ACCESSIBLE AREA THAT WILL PROVIDE THE TOWER WITH THE BEST VIEWS OF THE AIRPORT.
THE THIRD AMENDMENT TO THE FBO LEASE BEFORE YOU TONIGHT AS A RESULT OF NEGOTIATIONS BETWEEN THE TOWN BETWEEN TOWN STAFF AND PIMA AVIATION.
I WILL PULL UP A VISUAL TO HELP US HERE.
IF APPROVED, THIS AMENDMENT WOULD REMOVE A PARCEL OF LAND CONSISTING OF APPROXIMATELY 1.69 ACRES AND LOCATED APPROXIMATELY HERE, JUST THIS LOWER CIRCLE.
>> THIS AMENDMENT WOULD REMOVE THAT AREA FROM THE LEASE PREMISES FOR THE PURPOSE OF PUTTING THE AIR TRAFFIC CONTROL TOWER IN THAT LOCATION.
IN EXCHANGE, THE THIRD AMENDMENT WOULD ADD A PARCEL OF LAND CONSISTING OF APPROXIMATELY 1.69 ACRES, AND THAT IS APPROXIMATELY HERE.
IT'S THIS BLACK CIRCLE TOWARDS THE TOP OF THE MAP, AND IT WOULD ADD THAT TO THE LEASED PREMISES.
THE THIRD AMENDMENT ALSO WOULD REQUIRE PM AVIATION TO DEVELOP THE ADDED PARCEL, THAT TOP CIRCLE, BY 2031, WHICH IS THE SAME TIME FRAME THAT THIS PARCEL HERE, THIS PURPLE PARCEL, IS UNDER OBLIGATIONS TO DEVELOP.
THEY'D HAVE TO DEVELOP WITHIN THAT SAME TIME FRAME.
THAT PURPLE PARCEL WAS ADDED BY OPERATION OF THE SECOND AMENDMENT TO THE FIRST AMENDED FPO LEASE.
FAILURE TO BEGIN ACTUAL CONSTRUCTION OF THAT TOP PARCEL THAT'S BEING ADDED WITHIN THE REQUIRED TIME FRAME WOULD RESULT IN THE ADDED PARCEL BEING REMOVED FROM THE LEASE PREMISES.
THEY ESSENTIALLY HAVE TO DEVELOP THAT TOP PARCEL IN ORDER TO KEEP IT WITHIN THAT TIME FRAME.

RESOLUTION NUMBER 2025-069, RELATING TO DEVELOPMENT, APPROVING AND AUTHORIZING THE MAYOR TO EXECUTE THE FIRST AMENDMENT TO THE AMENDED AND RESTATED VANDERBILT FARMS DEVELOPMENT AGREEMENT.
>> MR. MAYOR, COUNCIL MEMBERS, THIS ITEM IS RELATED TO THE MONARCH DEVELOPMENT PROJECT.
BACK IN JUNE OF 2020, THE TOWN ENTERED INTO A DEVELOPMENT AGREEMENT FOR WHAT WAS THEN CALLED VANDERBILT FARMS FOR ITS DEVELOPMENT.
THE TOWN AND SUNBELT, WHO IS NOW THE MASTER DEVELOPER OF THE MONARCH PROJECT, HAVE NEGOTIATED A FIRST AMENDMENT TO THAT 2020 DEVELOPMENT AGREEMENT THAT ADDRESSES TWO AREAS OF THE AGREEMENT AND REQUESTS CHANGES THROUGH THIS FIRST AMENDMENT.
ONE HAS TO DO WITH PARAGRAPH 9 OF THE ORIGINAL AGREEMENT, WHICH SET FORTH, A BLOCK BY BLOCK, WHAT THE TRANSPORTATION REQUIREMENTS WOULD BE FOR EACH BLOCK AS THEY WERE COMPLETED BEFORE LOTS COULD BE SOLD.
WE ARE PROPOSING TO JUST REWRITE AND REPLACE THAT PARAGRAPH 9 WITH A NEW PARAGRAPH 9, PRIMARILY TO ALLOW THE CONSTRUCTION OF CLARK FARMS BOULEVARD TO PROCEED IN THREE PHASES.
THE GRAPHIC THAT I'VE PUT UP SHOWS THOSE THREE PHASES.
THIS WAS HELPFULLY PROVIDED BY SUNBELT, SO I THANK THEM FOR GIVING ME THIS.
BUT YOU CAN SEE THE GREEN IS THE PROPOSED PHASE 1 WITH DEVELOPMENT OF BLOCK 1, THE ORANGE IS PHASE 2, AND THE PURPLE IS PHASE 3.
OUR TRAFFIC DIVISION DID WORK WITH SUNBELT AND HAS APPROVED THIS NEW CONCEPT, AND WHAT WE'RE PROPOSING WOULD WORK FOR THE TOWN AS WELL AS FOR SUNBELT.
THE OTHER PIECE OF THAT PUZZLE HAS TO DO WITH THE RECONFIGURATION OF THE CLARK FARMS BOULEVARD AND MOORE ROAD INTERSECTION.
THAT IS ALSO ADDRESSED BY THIS FIRST AMENDMENT, AND YOU CAN SEE THAT WHAT IS BEING PROPOSED AT THIS POINT IS THREE-LANE SECTIONS AT THE INTERSECTION OF CLARK FARMS AND MOORE ROAD WITH TAPERING OUT TO TWO-LANE SECTIONS AS MONARCH IS DEVELOPED.

THE SECOND PIECE OF THE ORIGINAL AGREEMENT THAT WE ARE PROPOSING A CHANGE TO HAS TO DO WITH POSTVALE ROAD.THE DEVELOPMENT AGREEMENT HAD THREE PROVISIONS TO BE EXACT OF WHEN POSTVALE ROAD, WHICH IS APPROXIMATELY RIGHT HERE, WHERE I'M DRAWING THE CURSOR THERE, DOWN THE MIDDLE OF FUTURE BLOCK 2 OF MONARCH.
POSTVALE ROAD WAS ACTUALLY ABANDONED MANY YEARS AGO.
THE TOWNS CONTINUED TO USE IT AS A ROAD OVER THE YEARS, AND IN THE 2020 AGREEMENT, THE PROPERTY OWNER DID GIVE US A LICENSE AGREEMENT TO USE IT AS A ROAD.
BUT THERE WERE THREE TRIGGERS FOR WHEN POSTVALE ROAD WOULD BE THE PAVEMENT REMOVED, AND IT WOULD BE DEVELOPED AS PART OF THE SUBDIVISION.
WE ARE ADDING A FOURTH TRIGGER FOR THAT IF THIS AMENDMENT IS ADOPTED THAT WOULD ALLOW THAT POSTVALE ROAD TO BE CLOSED DOWN AND THE PAVEMENT REMOVED WHEN THE DEVELOPER COMPLETES LON ADAMS ROAD FROM MOORE ROAD, AND THEN UP FROM MOORE ROAD TO CLARK FARMS BOULEVARD TO THE WESTERN TERMINUS OF CLARK FARMS BOULEVARD, AND THEN UP LON ADAMS ROAD UP TO BARNETT ROAD, INCLUDING CROSSING THE CULVERT THAT IS BEING BUILT RIGHT NOW.
THESE RED ARROWS SHOW THE DIFFERENT WAYS THAT POSTVALE ROAD, THE ACCESS ONCE POSTVALE ROAD IS CLOSED DOWN, AND I PROBABLY DIDN'T EXPLAIN THAT VERY WELL, BUT IF YOU HAVE ANY QUESTIONS, PLEASE LET ME KNOW.

BUT THE SENATE HAS INTRODUCED ITS OWN SET OF BUDGET BILLS, WHICH PASSED THROUGH THE APPROPRIATIONS COMMITTEE EARLIER TODAY.
THESE BILLS ARE SCHEDULED TO MOVE TO THE SENATE FLORIDA TOMORROW FOR COMMITTEE OF THE WHOLE, AND FOR A THIRD READ AND VOTE.
AT THIS STAGE, WE'RE WAITING TO SEE HOW THE HOUSE PLANS TO RECONCILE ITS PROPOSAL WITH THE SENATE'S VERSION, AND THE SENATE HAS BEEN IN ACTIVE DISCUSSIONS WITH THE GOVERNOR'S OFFICE WITH REGARD TO THEIR PROPOSAL.
NEEDLESS TO SAY, WE'RE GETTING DOWN TO THE WIRE 13 DAYS BEFORE THE END OF THE FISCAL YEAR, AND THEY'RE NOT SUPER CLOSE, BUT HOPEFULLY THEY'LL BE ABLE TO FIGURE THIS OUT IN THE NEXT TWO WEEKS.

I DO PLAN TO BE BRIEF AS WE'VE HAD NO CHANGES FROM THE TENTATIVE BUDGET TO THIS ONE.
A BRIEF TIMELINE, WE STARTED THIS PROCESS WITH DEPARTMENTS AND THE TOWN MANAGER'S OFFICE BACK IN OCTOBER AND NOVEMBER.
WE FIRST CAME TO COUNCIL TO GIVE YOU A PRELIMINARY REVENUE OUTLOOK IN FEBRUARY AT THE COUNCIL RETREAT, AND THEN IN APRIL WE PRESENTED THE FIVE-YEAR CIP BUDGET AND THEN THE MANAGER'S RECOMMENDED BUDGET.
LAST MONTH, WE CAME IN FRONT OF COUNCIL, AND COUNCIL APPROVED A TENTATIVE BUDGET, AND THEN WE'RE HERE TONIGHT FOR THE FINAL BUDGET.
AS YOU WILL RECALL FROM THE PREVIOUS MEETING, BETWEEN THE TENTATIVE BUDGET AND THIS BUDGET, WE CANNOT INCREASE THE OVERALL AMOUNT OF THE BUDGET.
WE ONLY ARE ALLOWED TO REALLOCATE OR DECREASE THE OVERALL BUDGET AMOUNT.
AS I MENTIONED A MOMENT AGO, WE HAD NO CHANGES BETWEEN THE PREVIOUS PRESENTED AND ADOPTED TENTATIVE BUDGET AND THE BUDGET THAT'S IN FRONT OF YOU TODAY.
WE ARE ASKING YOU TO APPROVE THE BUDGET AT $416.2 MILLION.
WE HAVE OUR REVENUES ALSO UNCHANGED FROM THE PREVIOUS TENTATIVE BUDGET AT 336 MILLION, WITH THE DIFFERENCE BEING COVERED BY EXISTING FUND BALANCE.
TONIGHT, WE WILL BE ASKING YOU TO ADOPT THE BUDGET IN A SPECIAL MEETING AS REQUIRED BY ARIZONA REVISED STATUTE.
AS ALWAYS, OUR BUDGET REFLECTS THE CAREFUL ALLOCATION OF RESOURCES AND IMPORTANT AREAS OF INVESTMENT FOR THE TOWN AND ITS RESIDENTS.
