[ MARANA PLANNING COMMISSION MEETING NOTICE AND AGENDA 11555 W. Civic Center Drive, Marana, Arizona 85653 Council Chambers, June 25, 2025, at or after 6:00 PM Thomas Schnee, Chairman Ronald Hill, Vice Chair David Bowen, Commissioner John Flint, Commissioner John McIntyre, Commissioner Joseph Parsons, Commissioner Sharon Tyson, Commissioner Pursuant to A.R.S. § 38-431.02, notice is hereby given to the members of the Marana Planning Commission and to the general public that the Planning Commission will hold a meeting open to the public on June 25, 2025, at or after 6:00 PM located in the Council Chambers of the Marana Municipal Complex, 11555 W. Civic Center Drive, Marana, Arizona. ACTION MAY BE TAKEN BY THE COMMISSION ON ANY ITEM LISTED ON THIS AGENDA. Revisions to the agenda can occur up to 24 hours prior to the meeting. Revisions to the agenda appear in italics. Marana Planning Commission Welcome to this public meeting of the Marana Planning Commission. The Commission consists of seven citizens who are appointed by the Town Council and serve without pay. For the most part, the Commission acts in an advisory capacity to the Town Council on matters related to land use planning and zoning. Citizens are encouraged to address the Commission with their concerns on agenda items during the public testimony portions of the meeting, or other issues at the Call to the Public. Meeting Times Regular Commission meetings are usually held on the last Wednesday of each month at 6:00 PM at the Marana Municipal Complex, although the date or time may change and additional meetings may be called at other times and/or places. Speaking at Meetings If you are interested in speaking to the Commission during the Call to the Public or Public Hearings, you must fill out a speaker card (located inside the Council Chambers) and deliver it to the Planning Commission Secretary prior to the convening of the meeting. All persons attending the Commission meeting, whether speaking to the Commission or not, are expected to observe the Commission rules, as well as the rules of politeness, propriety, decorum and good conduct. Any person interfering with the meeting in any way, or acting rudely or loudly will be removed from the meeting and will not be allowed to return. Accessibility To better serve the citizens of Marana and others attending our meetings, the Council Chambers are wheelchair and handicapped accessible. I THINK THIS ITEM IS PRETTY STRAIGHTFORWARD, BUT NONETHELESS, LET'S GO THROUGH THE THE THE REQUEST, THE APPLICATION HERE. THIS IS A PLANNED SIGN PROGRAM FOR THE HERITAGE PARK SHOPS.

THE COMMERCIAL DEVELOPMENT, THIS IS THE 14 ACRE COMMERCIAL DEVELOPMENT.

IT'S 12 LOTS THAT IS IMMEDIATELY ACROSS THE STREET FROM THE FRY'S GROCERY CENTER THAT JUST RECENTLY OPENED UP AND HAS CONTINUED TO DEVELOP THROUGHOUT THE LAST SEVERAL MONTHS.

THE SUBJECT PROPERTY IS ZONED VILLAGE COMMERCIAL.

AND AS FAR AS THE PLANNED SIGN PROGRAM THAT IS GOVERNED UNDER SECTIONS 17- 10-12 OF THE TOWN CODE WHERE IT REQUIRES NOT ONLY STAFF APPROVAL BUT ALSO PLANNING COMMISSION APPROVAL.

SO THAT IS WHY THIS APPLICATION IS BEFORE YOU THIS EVENING? THE BASED UPON THE FRONTAGE FOR THIS AREA, THERE IS JUST OVER 1,600 LINEAR FEET OF FRONTAGE ALONG THE TANGERINE CORRIDOR.

AND THERE ARE THREE ACCESS POINTS THAT ARE IDENTIFIED AS PART OF THIS DEVELOPMENT, THOSE ARE THREE SHARED ACCESS POINTS.

BASED UPON THAT, THEY WOULD BE ALLOWED THREE MONUMENT SIGNS.

THE INTENT BEHIND THE PLANNED SIGN PROGRAM IS ONE TO MAKE SURE THAT THERE IS A COHESIVE LOOK TO ALL THE SIGNS, BUT TWO TO MAKE SURE THAT THERE IS PROPER REPRESENTATION FOR ALL OF THE THE SITES TO HAVE DISPLAYED SIGNAGE ON, ON THE PROPERTY, AND ALSO TO MAKE SURE WE DON'T RUN ON WITH TEN MONUMENT SIGNS RIGHT ON THE FRONTAGE THERE.

SIGNAGE IS ALLOWED WITHOUT A PLANNED SIGN PROGRAM.

BUT LIKE WE'VE SAID, THE PURPOSE BEHIND THE PLANNED SIGN PROGRAM IS TO KIND OF BRING SOME COHESIVENESS TO IT AND ALSO MAKE SURE THAT WE'RE NOT DEALING WITH YOU KNOW, ONE TENANT GETS A MONUMENT SIGN AND THE NEXT TWO DON'T.

WE WANT TO HAVE A FAIR REPRESENTATION THERE. THE THREE FREESTANDING MONUMENT SIGNS ARE TO BE PLACED ALONG TANGERINE ROAD.

THE MAXIMUM BY CODE IS EIGHT FEET IN HEIGHT AND 80FT² PER SIGN.

THE MAXIMUM HEIGHT OF 10 FEET AND 100FT² IS ALLOWED TO BE ACHIEVED IF THEY DO EXCEPTIONAL DESIGN, WHICH IS NICER LOOKING MATERIALS, NICER LOOKING DESIGN AND THINGS OF THAT NATURE.

AND THEN ONE OF THE THREE SIGNS IS ALLOWED TO GO TO AN EXTRA HEIGHT, WHICH ALLOWS THEM TO GO UP TO 20FT, AND AN ADDITIONAL SQUARE FOOTAGE OF 150FT². THAT ALLOWS FOR IT TO BE KIND OF THE THE MAIN SIGN FOR THE OVERALL DEVELOPMENT. HERE'S A COUPLE OF IMAGES OF THE SIGNS THAT THEY'RE PROPOSING.

ONE OF THOSE IS 13.5FT IN HEIGHT AND JUST UNDER 98FT².

THE SECOND SIGN I THINK IT'S THE TOP RIGHT THERE, IS 8 FEET IN HEIGHT AND JUST UNDER 28FT².

AND THE BOTTOM RIGHT IS 4 FEET IN HEIGHT AND 10 SQUARE FEET 13.5 HEIGHT WOULD BE THE MAXIMUM THAT THEY WOULD BE ALLOWED FOR.

THE WOULD HAVE TO MEET THE EXCEPTIONAL DESIGN STANDARDS BECAUSE IT EXCEEDS THE STANDARD 8 FOOT IN HEIGHT.

WITH THAT I'LL BE HAPPY TO ADDRESS ANY QUESTIONS THE COMMISSION MIGHT HAVE.

BUT WHAT THEY ALSO HAVE TO DO IS CONFORM TO THE APPROVED PLAN.

SO THE PLAN THAT IS BEING PRESENTED IS SHOWING A 13.5 AND 8 AND A 4.

THE THEY'RE ALLOWED TO GO UP TO 13.5 AS LONG AS THEY MEET THE EXCEPTIONAL DESIGN STANDARDS.

BUT WHAT THEY'RE SHOWING IS THAT ALL THREE OF THE SIGNS, EVEN THOUGH THEY'RE NOT EXCEEDING THE MAXIMUM HEIGHT, WILL MEET THE EXCEPTIONAL DESIGN STANDARDS. OKAY.

YES. OKAY. SO IT'S NOT REALLY SPELLED OUT SPECIFICALLY IN THE CODE WHAT THE CRITERIA IS, IT'S MORE GENERAL.

IT REFERS TO A FREESTANDING SIGN WITH AN ARCHITECTURALLY INTERESTING DESIGN THAT COMPLIES WITH THE FOLLOWING: AT LEAST 50% OF ALL SURFACES OF THE SIGN STRUCTURE STRUCTURE SHALL CONSIST OF ONE OR MORE OF THE FOLLOWING MATERIALS.

AND THEN IT'S GOT BRICK, DECORATIVE BLOCK, NATURAL OR SIMULATED SIMULATED STONE, AND THREE OTHER THINGS.

THE AREA OF THE SIGN STRUCTURE MUST EQUAL OR EXCEED THE SIGN AREA FOR EACH SIGN FACE.

IF AT LEAST 50% OF THE SIGN COPY IS MOUNTED INDEPENDENTLY AND IN RELIEF OF THE SIGN FACE OR BACKGROUND AND UTILIZES BACKLIGHTING, THE REQUIRED AREA OF THE SIGN STRUCTURE MAY BE REDUCED BY 50%, SO THERE ARE A FEW THINGS LIKE THAT.

AND MY RATIONALE AND I IT'S PROBABLY A LITTLE DIFFERENT THAN THE CHAIRMAN'S, BUT, YOU KNOW, THE THE STAFF AND THE TOWN COUNCIL TOOK GREAT PAINS TO CRAFT THE CODE IN A MANNER THAT IS CONSISTENT WITH THEIR VISION AND THE DESIRE OF THE RESIDENTS OF THE TOWN OF MARANA.

AND THEY CAME UP WITH THE 8 FEET, WHICH IS FINE.

AND I JUST HAVE A HARD TIME JUSTIFYING MORE THAN THAT ESPECIALLY WHEN THERE'S NO NATURAL OR PHYSICAL IMPEDIMENT TO VIEWING THE SIGN, AND ALSO THE FACT THAT THE OTHER TWO SIGNS ARE 8 FEET AND 4 FEET, RESPECTIVELY. SO IT'S JUST WHERE I'M COMING FROM.

SO THE EXCEPTIONAL SIGN PROGRAM IS IN THE TOWN CODE, CORRECT? CORRECT. AND SO THEY HAVE GIVEN JUDGMENT TO THIS FORUM TO BE ABLE TO APPROVE A DEVIATION. CORRECT? YES. SO I THINK THAT THIS IS A PRETTY NICE LOOKING SIGN. AND I'M WONDERING IF THEY GO TO 10 FEET BY 10 FEET OR. I'M SORRY. THE TOWN COUNCIL HAS GIVEN US APPROVAL TO

IT SAYS POTENTIAL THREE. ALL THREE SIGNS MAY BE CONSTRUCTED UP TO 13.5FT IN HEIGHT. BUT THE WAY THE APPLICATION IS BEING REQUESTED IS THAT THEY ONLY WANT THOSE THREE SIGNS AT THE 13.5, THE 8, AND THE 4. THE MASTER SIGN PROGRAM YOU'RE SETTING THE MAXIMUM HEIGHT OF THE MONUMENT SIGN, THAT'S IT. BUT WHAT WE'RE READING HERE IS THAT IF WE APPROVE THE 13.5, THERE WOULD BE THREE OF THEM, WHICH IS THE AT THE, AS I UNDERSTAND IT, AT THE ENTRANCES.
