MARANA HAS BEEN A GREAT PARTNER TO THE MONUMENT, INCLUDING IN CELEBRATING THE 25TH ANNIVERSARY ALONGSIDE US THIS PAST YEAR.
THE MONUMENT IS ALSO A VERY IMPORTANT PART OF OUR OWN HISTORY WITH THE COALITION.
IN THE COALITION'S EARLIEST YEARS.
WE CONSIDERED IT TO BE OUR FIRST BIG SUCCESS IN GETTING THE MONUMENT ESTABLISHED.
WE ALSO THEN, A FEW YEARS LATER HELPED TO ESTABLISH THE FRIENDS OF IRONWOOD FOREST WHO ARE HERE WITH US THIS EVENING.
WE KNOW IT'S IMPORTANT TO MANY, MANY OTHERS HERE IN SOUTHERN ARIZONA AS WELL, AND THAT MANY OF US DO ACCESS THE MONUMENT FROM THE TOWN OF MARANA.

WE CARRY OUT A LOT OF WORK IN IRONWOOD FOREST, PICKING UP TRASH, REHABILITATING ROADS, THAT TYPE OF THING WITH A LOT OF VOLUNTEERS, CUTTING DOWN BARBED WIRE FENCES.
THE IRONWOOD FOREST IS A VERY SPECIAL PLACE TO US, AND WE CONSIDER MARANA ONE OF OUR MOST IMPORTANT PARTNERS BECAUSE OF YOUR PROXIMITY, BECAUSE IT'S YOUR FOCUS ON ECOTOURISM AND RECREATION.
I'M VERY GRATEFUL THAT YOU'RE CONSIDERING THE RESOLUTION TODAY, SUPPORTING THE IRONWOOD FOREST AND SUPPORTING THE IDEA THAT IT SHOULD NOT BE LOSES PROTECTIONS OR DIMINISHED BY MINING.

MY HUSBAND AND I SPENT OVER TEN YEARS SAVING EVERY PENNY WE EARNED TO AFFORD TO PURCHASE OUR DREAM HOME NEARLY SIX YEARS AGO.
WE WERE SO EXCITED TO FINALLY HAVE THIS BEAUTIFUL HOME WITH STUNNING WESTERN VIEWS, DIRECT ACCESS TO TRAILS, PLENTY OF ROOM FOR OUR HORSES.
BUT SADLY, THIS DREAM WAS CUT SHORT.
WHEN JUST A FEW MONTHS LATER, MY MOTHER COMMITTED SUICIDE.
I SPENT THE NEXT FIVE YEARS CARING FOR MY AGING FATHER WHO COULD NO LONGER LIVE ALONE IN MY HOME UNTIL HE PASSED AWAY LAST SUMMER.
I HAD TRULY HOPED FOR A FRESH START IN MY HOME, IN MY SANCTUARY, WHERE I COULD FINALLY FOCUS ON HEALING FROM THE TRAUMA AND GET MY LIFE BACK.
TODAY, I FEEL LIKE THE RUG IS BEING PULLED OUT FROM UNDERNEATH ME ONCE AGAIN.
TONIGHT'S ANNEXATION VOTE GOES SO MUCH DEEPER THAN MANY OF YOU MAY REALIZE.

IT MIGHT BE TEMPTING TO THINK THAT CREATING HIGH DENSITY DEVELOPMENT CLOSE TO OTHER HIGH DENSITY DEVELOPMENT MAKES SENSE.

I'VE HAD FIRSTHAND EXPERIENCE WITH WHAT IT'S LIKE FOR HAVING YOUR DESERT BY YOU DUG UP.
THE BEAUTIFUL DESERT AND THE QUALITY OF LIFE THAT BOTH YOU AND YOUR WILD LIFE AROUND YOU EXPERIENCE.
WHEN WE MOVED HERE 4.5 YEARS AGO, ACTUALLY, ALMOST FIVE, IT WAS A VERY QUIET NEIGHBORHOOD, AND THIS OFFERED AN ATMOSPHERE OF UNITY IN OUR LONG STREET.
THE ONLY TRAFFIC THAT WAS ON OUR STREET WERE NEIGHBORS AND THOSE WHO VISITED US.
NOW, A YEAR AND A HALF LATER, WE HAVE A PROJECT WITH 206 HOMES BEING DUG UP AND BUILT BEHIND US, AND THERE ARE 20 HOMES LEFT TO BUILD.
DURING THAT TIME, IT HAS GONE FROM A QUIET NEIGHBORHOOD.
THERE ARE TWO WAYS TO GET TO THOSE HOMES, AND OUR STREET IS ONE OF THEM.
DURING THAT YEAR AND A HALF, WE HAVE HAD CONSTANT, AS ANOTHER PERSON SAID, SEMI TRUCKS WITH HEAVY EQUIPMENT, DIRT, JUST MOUNDS OF DIRT, AND AND THE WORKERS, THE INDIVIDUAL WORKERS SPEEDING UP AND DOWN OUR STREET.
THEY DO NOT PAY ATTENTION TO THE SPEED LIMIT WHATSOEVER.
MY OFFICE IS IN FRONT OF THE HOUSE, SO I SEE IT. I FEEL IT.
IT HAS ABSOLUTELY CHANGED OUR NEIGHBORHOOD.

WE LOVE THE OPENNESS, THE NATURE, THE WILD LIFE.
THE SUNSETS ARE SOME OF THE MOST BEAUTIFUL WE'VE SEEN IN THE WORLD.
SOMBRERO PEAK, WHICH IS KNOWN TO OUR FAMILY AS MEGAN'S MOUNTAIN IS A BEACON FOR HOME TO OUR CHILDREN.
WE LOVE THE RURAL NEIGHBORHOOD AND THE AMENITIES THAT ARE CLOSE BY.
DURING THAT TIME, I WAS INSTRUMENTAL IN HELPING TO MOVE THE MAILBOXES, WHICH AT THAT TIME WERE ON LINDA VISTA BOULEVARD, UP TO OUR HOMES DUE TO THEFT, FRAUD, ON MY OWN ACCOUNTS, AND THE SAFETY OF OUR RESIDENTS, TRYING TO GET MAIL OFF OF LINDA VISTA BOULEVARD.
IN 2020, MY HUSBAND RETIRED, AND WE DECIDED TO MAKE OUR LINDA VISTA PLACE OUR FOREVER HOME.
WE ADDED A POOL AT THAT TIME, SO MY HUSBAND COULD HAVE A WAY OF EXERCISING.
DEVELOPMENT OF LINDA VISTA POINT, THE MALL, THE APARTMENTS AROUND THE AREA, AND THE ADDITIONAL HOUSING ON HARTMAN BOULEVARD HAS BROUGHT A TREMENDOUS AMOUNT OF TRAFFIC TO OUR INTERSECTION OF LINDA VISTA BOULEVARD AND LINDA VISTA PLACE.
THAT HAS BROUGHT ON TREMENDOUS ANXIETY AND STRESS NOT ONLY TO MY HUSBAND, BUT TO MYSELF AND OUR NEIGHBORS.
I HAVE CALLED PIMA COUNTY DEPARTMENT OF TRANSPORTATION MULTIPLE TIMES TO TRY TO HELP WITH THE IMPROVEMENT OF THAT INTERSECTION, AS I HAVE LITERALLY HEARD CARS SCREECHING TO TRY TO COME TO A STOP BECAUSE THEY DON'T REALIZE THAT WE HAVE THE DIRT ROAD THAT WE'RE TURNING ONTO.
UNFORTUNATELY, WE HAVEN'T HAD AN IMPROVEMENT THERE.
WHAT IS GOING TO BE PROPOSED WITH THIS LINDA VISTA ANNEXATION IS GOING TO MAKE THIS WORSE.
WHY IS IS IMPORTANT TO MY HUSBAND AND I? AS I ALREADY EXPRESSED, HE HAS MULTIPLE SCLEROSIS.
HE SUFFERS FROM ANXIETY AND DEPRESSION THAT HAS GOTTEN WORSE OVER THE YEARS WITH HIS DIAGNOSIS, AS WELL AS OUR LIVING CONDITIONS.
THE TRAFFIC NOW IS VERY STRESSFUL TO HIM.
ANY TIME WE GET IN THE CAR TOGETHER TO TURN ONTO LINDA VISTA BOULEVARD, I SEE HIS ANXIETY AND STRESS RISE.
WE THOUGHT IT WAS GOING TO BE OUR FOREVER HOME, BUT IF THIS DEVELOPMENT GOES THROUGH, WE ARE GOING TO BE FORCED TO LEAVE, WHICH IS GOING TO ADD MORE STRESS TO US.
WE DO NOT WANT TO LIVE IN A PLACE WHERE THIS TYPE OF DEVELOPMENT IS GOING TO HAPPEN.
HIS DEPRESSION HAS INCREASED SIGNIFICANTLY OVER THE YEARS, AND NOW WE'RE NEEDING TO MOVE.

THERE ARE MANY PROBLEMS WITH THE ANNEXATION OF LINDA VISTA 52 AND SUBSEQUENT REZONING AND DEVELOPMENT OF THIS PROPERTY.
DEVELOPMENTAL SERVICES DIRECTOR JASON ANGEL STATED IN A PODCAST ON THE TOWN MARANA WEBSITE, THAT ANNEXATION FOR JUST ANOTHER RESIDENTIAL SUBDIVISION DOESN'T MAKE ANY SENSE.
THEY NEED TO SHOW A PLAN TO BRING THE EXISTING COUNTY ROADS AND INFRASTRUCTURE UP TO OUR FIVE STAR SERVICE LEVEL.
THEY HAVE A PLAN TO WIDEN THE QUARTER MILE STRETCH OF ROAD NEXT TO THE DEVELOPMENT, BUT THERE IS NO PLAN TO IMPROVE THE ROAD CONTINUING TO THE EAST.
MANY MARANA VOTERS GET STUCK IN THAT BOTTLENECK AND WOULD BE ANGRY ABOUT ADDITIONAL HOUSING BEING BUILT ON LINDA VISTA.
IN ANOTHER PODCAST ON THE TOWN OF MARANA WEBSITE, DEPUTY DIRECTOR OF PUBLIC WORKS JENNIFER FLOOD STATED, THE ENVIRONMENT HAS TO BE AT THE FOREFRONT THOUGHT OF EVERY SINGLE PROJECT.
THE PIMA COUNTY PUBLIC WORKS DEPARTMENT SENT THIS LETTER OUTLINING HOW THIS PLAN WOULD BE DISRUPTIVE.
HOWEVER, IT HAS BEEN WIDELY DISREGARDED.
WE HAVE BEEN INTERACTING WITH THE PUBLIC AND HAVE COME ACROSS A LOT OF OPPOSITION TO THE PROJECT AMONG MARANA VOTERS.

THE INITIAL 39 ACRE DEVELOPMENT GREW TO ENCOMPASS DAN POST PROPERTY, WHICH IS ALREADY DEVELOPED AND PART OF AN EXISTING NEIGHBORHOOD.
I FIND IT UNETHICAL TO TEAR APART AN INTACT NEIGHBORHOOD.
THIS WHOLE PROCESS HAS BEEN VERY CONCERNING.
I DON'T WANT TO REHASH EVERYTHING THAT WE ALL HAVE TALKED ABOUT IN THE PAST, BUT THERE HAS BEEN A NEW THING THAT HAS COME UP THAT HAS BEEN CONCERNING TO ME, AND I HATE CONFRONTATION.
BUT I HAVE TO POINT OUT THAT WHILE PERFORMING HER OFFICIAL DUTIES, THE VICE MAYOR TOLD ME THAT THE MAYOR RECEIVED A DEATH THREAT RELATED TO OUR OPPOSITION OF THIS ANNEXATION, WHICH TURNED OUT TO BE A LIE.
A LIE IN ORDER TO MANIPULATE US TO STOP OUR RESISTANCE.
THIS ANNEXATION IS BAD FOR THE ENVIRONMENT, BAD FOR THE COMMUNITY, AGAINST STATE TO TOWN GOALS, UNWANTED AND UNETHICAL.

THE CURRENT PROPOSED PLAN ASSUMES THAT THE RESIDENTS OF LINDA VISTA PLACE WILL ALLOW THEIR PRIVATE ROAD TO BE RE ROUTED SO THAT THEY WOULD ENTER ONTO LINDA VISTA BOULEVARD, ALONG WITH ALL OF THE RESIDENTS OF LINDA VISTA 13.
THIS IS NOT ACCEPTABLE TO THEM, AND THEY WOULD NOT ALLOW THEIR PRIVATE ROAD TO BE ALTERED.
ROAD PLANNING PRINCIPLES PROHIBIT ANOTHER ROAD TO BE PLACED SO CLOSE TO THEIRS, WHICH MAKES THE PROPOSED PLAN AND COST BENEFIT ANALYSIS USELESS.

THIS PROPOSAL THREATENS NOT ONLY THE ENVIRONMENTAL BALANCE OF OUR COMMUNITY, BUT IT ALSO UNDERMINES THE ESTABLISHED GUIDELINES FOR DEVELOPMENT IN OUR AREA.
FIRST AND FOREMOST, I'D LIKE TO HIGHLIGHT THE OVERWHELMINGLY COMMUNITY OPPOSITION TO THIS PROPOSAL.
A PETITION AGAINST ANNEXATION HAS GARNERED 160 SIGNATURES FROM CONCERNED RESIDENTS WHO RECOGNIZE THE DETRIMENTAL IMPACT IT WILL HAVE ON OUR NEIGHBORHOOD.
THESE 160 INDIVIDUALS REPRESENT A SIGNIFICANT PORTION OF OUR COMMUNITY AND THEIR VOICES MUST BE HEARD AND RESPECTED.
THE TOWN'S CRITERIA FOR EVALUATING ANNEXATION STATES, AND I QUOTE, "THAT AT A MINIMUM, THE HISTORICAL, ECOLOGICAL AND COMMUNITY IMPORTANCE OF THE ANNEXATION AREA AND ANY POTENTIAL IMPACTS ON COMMUNITY CHARACTER SHOULD BE CONSIDERED.
ONE HUNDRED AND SIXTY DOCUMENTED OBJECTIONS UNDERSCORE THE IMPORTANCE OF ADDRESSING THESE CONCERNS AND THE DECISION MAKING PROCESS.
IN A LETTER FROM PIMA COUNTY DATED APRIL 11TH, 2025, CLEARLY STATES THAT THE PROPOSED ANNEXATION AREA IS WITHIN THE MAVIN MARIE BEHAN CONSERVATION LAND SYSTEM.
THIS LETTER RECOMMENDS THAT FOR EVERY ACRE OF DEVELOPMENT, AND EQUIVALENT OF FOUR ACRES OF OPEN SPACE SHOULD BE SET ASIDE.
THE PROPOSED ANNEXATION AND SUBSEQUENT REZONING FAIL TO ADHERE TO THIS RECOMMENDATION, THEREBY JEOPARDIZING THE CONSERVATION EFFORTS THAT ARE ESSENTIAL TO MAINTAINING THE ECOLOGY OF INTEGRITY OF OUR REGION.
THE PROPOSED WIDENING OF LINDA VISTA BOULEVARD PREVENTS SEVERAL NOTABLE CONCERNS.
ALTHOUGH THE EXPANSION IS INTENDED TO SERVE THE NEEDS OF THE ANNEXATION ZONE, IT DOES NOT ADEQUATELY ADDRESS ONGOING EASTBOUND CONGESTION TOWARDS MOUNTAIN VIEW HIGH SCHOOL.
THE MARANA TRANSPORTATION MASTER PLAN, PROJECT ID 27, LINDA VISTA BOULEVARD, TWIN PEAKS ROAD TO THORNYDALE ROAD STATES, AND I QUOTE, "WITHOUT WIDENING, LINDA VISTA BOULEVARD IS EXPECTED TO OPERATE AT UNACCEPTABLE LEVELS OF SERVICE IN THE SHORT-TERM HORIZON." YET MELISSA CANTO, COMMUNITY ENGAGEMENT MANAGER FOR PIMA COUNTY, DEPARTMENT OF TRANSPORTATION STATED, LINDA VISTA BOULEVARD IS IN THE REGION'S LONG RANGE REGIONAL MOBILITY AND ACCESSIBILITY PLAN.
THE PLAN DOES NOT SPECIFY WHEN THIS IMPROVEMENT WILL

WITHOUT SUCH AN APPROACH, FURTHER INCONVENIENCE AND POTENTIAL SAFETY HAZARDS ARE LIKELY TO ARISE.
IN CONCLUSION, THE INCREASE IN POTENTIAL REVENUE FROM LINDA VISTA 52 REPRESENTS THAT LESS THAN ONE TENTH OF 1% OF THE TOTAL EXPECTED REVENUE FORECASTED IN THE TOWN OF MARANA'S FISCAL YEAR 2026 BUDGET IS ONE-TENTH OF 1% REALLY WORTH COMMUNITY BACKLASH, INCLUDING FROM YOUR CONSTITUENTS, MINIMAL FINANCIAL GAIN, A PETITION WITH 160 SIGNATURES, THE RECOMMENDATION FROM PIMA COUNTY TO PRESERVE OPEN SPACES, AND INADEQUATE TRAFFIC PLANNING ALL POINT TO THE NEED TO REJECT THIS PROPOSAL.

I'M IMPLORING YOU TO VOTE YES ON THIS 52 ACRES TO ALLOW MORE AFFORDABLE HOUSING TO BE DONE IN MARANA AND ALLOWING OUR KIDS TO BE ABLE TO STAY HERE.
I UNDERSTAND NEIGHBORS CONCERNS.
BUT I'VE LOOKED FOR THE LAST FOUR YEARS TO FIND A LOT THAT DIDN'T HAVE A WHOLE BUNCH OF UNDISTURBED DESERT NEXT TO ME, KNOWING THAT THAT WOULD BE A POSSIBILITY THAT IT COULD BE DEVELOPED.
I'VE SEARCHED, TOOK ME FOUR YEARS TO FIND A LOT THAT WAS 4.5 ACRES.
IT WAS COMPLETELY SURROUNDED BY HOUSES THAT HAVE BEEN BUILT ON.
I WON'T HAVE TO COME IN HERE IN THE FUTURE AND ASK YOU NOT TO VOTE FOR SOMEONE ELSE TO HAVE THEIR DREAM BUILT.
I UNDERSTAND THAT CONCERN, BUT YOU GOT TO KNOW THAT BEING A REALTOR HERE SINCE 2002, YOU KNOW THAT WHEN YOU HAVE UNRESTRICTED LAND NEXT TO YOU, THAT THAT IS A POSSIBILITY IT CAN BE DEVELOPED, AND PEOPLE HAVE RIGHTS TO DEVELOP IT.

WE WANT MORE PARKS, WE WANT MORE SERVICES, AND THAT ALL TAKES TAX DOLLARS.
WITHOUT HAVING AFFORDABLE PLACES FOR PEOPLE TO LIVE, WE CAN'T GET THEM TO COME IN HERE, SEE WHAT MARANA OFFERS AND GET THEM TO STAY AND TO GROW.
I'VE BOUGHT MY FOURTH HOME NOW IN MARANA, AND I PLAN ON STAYING HERE, WELL, AT LEAST NINE MONTHS OUT OF THE YEAR FOR THE REST OF MY LIFE.
BUT I THINK THAT THIS IS A REALLY IMPORTANT CONCEPT AND IT NEEDS TO BE ADDRESSED, AND IF IT IS IN THE CORRIDOR OF DEVELOPMENT, IT MAKES MORE SENSE TO DO IT HERE THAN TO GO START ALL NEW IN A BRAND NEW UNDISTURBED DESERT PARK.
ALL THE FACILITIES ARE COMING IN HERE.
WE HAVE THE MALL. WE HAVE THE QT, WE HAVE OTHER SERVICES THAT ARE COMING IN.
WE GOT NEW GYMS COMING IN, WE GOT NEW PARKS COMING IN.

IRONWOOD TREES ALSO SERVE AS A NURSE PLANT FOR ALL OF THE OTHER SORTS OF DESERT VEGETATION THAT WE'RE FAMILIAR WITH HERE.
AND IT'S A GREAT PLACE FOR HIKING.
IT'S A GREAT PLACE FOR ROCK CLIMBING.
IT'S A GREAT PLACE FOR PHOTOGRAPHY AND CONTEMPLATION.
IT'S ALSO A GREAT PLACE FOR SCIENCE.
I PERSONALLY KNOW A WOMAN WHO GOT HER PHD AT THE UNIVERSITY OF ARIZONA STUDYING THE GENETICS OF DESERT MISTLETOE, AND HER STUDY SITES WERE ON IRONWOOD FOREST NATIONAL MONUMENT.

THESE FIGURES ARE PULLED FROM THE RECENT HOUSING STUDY THAT MARANA COMPLETED.
AS YOU CAN SEE THERE, THERE'S AN ESTIMATED POPULATION IN THE TOWN OF 94,000 PEOPLE BY THE YEAR OF 2045.
IN 20 YEARS FROM NOW, THE POPULATION IN MARANA IS EXPECTED TO GROW BY 32,000 PEOPLE, BECAUSE RIGHT NOW, WE'RE ABOUT 62,000 HERE.

THAT WOULD BE SOMEONE WHO'S MAKING SOMEWHERE AROUND $115,000 A YEAR.
THOSE FOLKS ARE SEEKING HOUSING TO THE TUNE OF 7,000 MORE HOMES OVER 20 YEARS.

AND SO MAINLY FOR LINDA VISTA 39, IT WAS REDUCING THAT DENSITY.
IT WAS PROVIDING A BIGGER BUFFER UP ALONG THE NORTH END, AND THEN EVENTUALLY JUST DOING AWAY WITH THE APARTMENTS ALTOGETHER.
THEN FOR THE LINDA VISTA 13 PROJECT, WHAT WE REALLY DID THERE WAS TRY TO FOCUS ON SHIFTING OUR INITIAL CONCEPT HAD LOTS ALL ALONG THE SOUTH BOUNDARY AND THE EASTERN BOUNDARY THERE.
WHAT WE DID WAS WE REDESIGNED THE ENTIRE PROPERTY TO FRONT THOSE LOTS MORE TOWARDS THE LINDA VISTA 39 PROJECT AND THE WEST BOUNDARY, AND TO REALLY PROVIDE GREAT BUFFERING ON THE EAST SIDE AND THE SOUTH SIDE.
WE ORIGINALLY HAD ONLY ABOUT 25 FEET THERE ON THE EAST AND SOUTH SIDES.
WE WERE ABLE TO TRIPLE THAT TO ABOUT A 75-FOOT SETBACK AND ALSO REDUCE THE NUMBER OF HOMES ON BOTH THE SOUTH AND THE EAST SIDES.

THAT'S GREAT. I DON'T THINK ANYBODY'S GOING TO COMPLAIN.
THE BEAUTIFUL SONORAN DESERT IS A VALUABLE RESOURCE TO CITIZENS OF MARANA.
IT'S WHY MANY OF US CHOSE TO LIVE HERE.
SOME PARTS OF THE DESERT ARE EXTREMELY FRAGILE WITH MANY DIFFERENT SPECIES OF PLANTS AND ANIMALS LIVING THERE.
THE CONSERVATION LAND PROPOSED FOR LINDA VISTA 52 IS VERY SENSITIVE.
LINDA VISTA 52 IS WITHIN THE PIMA COUNTY, MAEVEEN MARIE BEHAN CONSERVATION AND SYSTEM.
THE SITE IS RURAL LOW DENSITY ZONE FOR SINGLE FAMILY HOMES AND ASSOCIATED CONDITIONAL USE ON LARGE LOTS WITH OPEN SPACE.
THE PROPOSED HIGH DENSITY HOMES WILL FOREVER REPLACE THIS SONORAN DESERT AREA.
RESIDENTS OF THIS AREA HAVE VOICED OPPOSITION FOR MONTHS.
THEY'VE PURCHASED OR BUILT THEIR HOMES UNDER SPECIFIC ZONING CONDITIONS.
THEY'VE INVESTED AND ENJOYED A RELATIVELY RURAL LIFESTYLE, TRUSTING THE DICTATES OF THIS ZONING.
MANY OTHER MARANA CITIZENS HAVE JOINED THEIR OPPOSITION.
