MOSTLY FROM TWIN PEAKS TO AVRA VALLEY ROAD, WHICH IS SEVEN MILES, AND TWICE UP TO THE SOCCER FIELD, 18 MILES, AND I'M THE MOTOR.
IT'S ME. I AM EXTREMELY FAMILIAR WITH OUR PORTION OF THE LOOP.
THIS MORNING AT 6:00 A.M, I SAW A BEAUTIFUL RAINBOW AND ALSO A DEER.
I'VE NEVER SEEN A DEER ON THE LOOP BEFORE.
PARKS AND REC, I AM SO THANKFUL FOR THIS WONDERFUL GIFT.
IT'S A GIFT FOR WALKERS, DOG WALKERS, THE DISC GOLF COURSE, BIRD WATCHERS AND BIKE RIDERS.
YOUR COMMITMENT TO KEEPING THE LOOP CLEAN, SAFE AND UP TO DATE.
YOUR EMPLOYEES WORK HARD AT THEIR JOBS, AND THEY ARE ALWAYS BUSY.

TWO WEEKS AGO, I ATTENDED A MEETING WHERE ROXANNE AND JON WERE THERE AT SUNFLOWER, AND IT WAS GREAT BECAUSE THERE'S NO OTHER WAY PEOPLE ARE GOING TO KNOW YOU UNLESS THEY COME OUT.
I ALSO WANT TO LET YOU KNOW THAT MARANA HAS GOOD COMMUNICATIONS BETWEEN THE DEPARTMENTS.
ONE DAY AT THE BIRD PRESERVE, THE DRINKING FOUNTAIN WAS LEAKING ONTO THE SIDEWALK, AND I FORGOT TO CALL IT IN.
THE NEXT MORNING, IT WAS STILL LEAKING, BUT THERE WAS A MARANA POLICE OFFICER CHECKING THE AREA OUT, AND I ASKED HIM IF HE COULD LET PARKS AND REC KNOW ABOUT IT.
HE GOT RIGHT ON THE PHONE, AND BY 6:00 A.M. THE NEXT MORNING, IT WAS FIXED.
I NOTICED THE LEAK ON THE WEEKEND.
I HAVE SEEN RABBITS AND ROSE RUNNER, A COOPERS HAWK, AN OWL, A FALCON, AND YES, SNAKES, BUT ONLY ONE THIS YEAR, AND WE SEE A LOT OF COYOTES.
I DID HAVE ONE INCIDENCE OF WHERE DOGS WERE OFF THEIR LEASH, AND I WAS CHASED AND BITTEN, BUT I FOLLOWED THE PROTOCOL.
WE WOUND UP IN COURT, AND JUDGE LANEY DID HER JOB, AND THEY WERE FINED $500.
I WILL SAY THAT LAST WEEK, THERE WAS A GENTLEMAN WALKING TWO DOBERMAN PINCHERS, AND THEY WERE NOT ON A LEASH, AND I STOPPED MY BIKE BECAUSE I DIDN'T KNOW IF THEY WOULD CHASE ME.

I REALLY WANT TO THANK MARANA PARKS AND REC FOR KEEPING THE EL RIO PRESERVE AREA BEAUTIFUL. IT'S ALWAYS CLEAN.

I KNOW THAT ENERGY WAS NOT ON THE RADAR, BUT IT IS ON THE RADAR TODAY.
IF IT'S NOT ON YOUR RADAR IT SHOULD BE.
THERE'S A LOT OF THINGS COMING DOWN.
IF YOU TALK TO SRP, WHICH I KNOW YOU GUYS HAVE TEP DOWN HERE, BUT SRP SAYS IT TOOK THEM 120 YEARS TO GET TO THE LEVEL OF POWER THAT THEY'RE PUTTING OUT TODAY, AND THEY HAVE TO DOUBLE THAT IN THE NEXT 10 YEARS.
WE'RE IN AN EXTREME SITUATION, ESPECIALLY WITH AI COMING ON AND ALL THE THINGS THAT ARE HITTING ALL OF OUR MUNICIPAL GOVERNMENTS AND OUR COUNTIES.
WATER IS HUGE. WE DID A LOT OF LOBBYING THIS LAST YEAR FOR WATER.
WE WERE ABLE TO GET SOME LEGISLATION PASSED THAT NOW ALLOWS THE FARMERS TO TAKE SOME OF THEIR GRANDFATHER WATER RIGHTS AND ACTUALLY ALLOW THAT TO PASS ON FOR MUNICIPAL USE.
THAT'S A HUGE DEAL, AND I THINK IT'LL GO A LONG WAY FOR HELPING OUR COMMUNITIES AND OUR WATER UTILITIES.
WE'VE HAD RECENT TOPICS. THESE ARE SOME OF THEM.
THE NEXT ONE'S GOING TO BE ON THE STATE OF DEVELOPMENT, AND I THINK IT'S GOING TO BE AN EXCELLENT BREAKFAST.

SOMETIMES IT'S BEEN A PROBLEM IN THE PAST, AT LEAST THAT'S MY EXPERIENCE.
HOPEFULLY, WE CAN BRING A LITTLE MORE INDEPENDENT VOICE THAT ALSO BRINGS IN INDUSTRY AND BUSINESS.
WORKING ON A PROJECT WITH ASU ON THIS TRANSPORTATION PROJECT.

RESOLUTION COPPER LOOKS LIKE IT'S MOVING FORWARD AS WELL.

UNDER STATE LAW, THE TOWN OF MARANA IS REQUIRED TO MAINTAIN A LOCAL BOARD TO ADMINISTER THE PUBLIC SAFETY PERSONNEL RETIREMENT SYSTEM OR PSPRS, FOR ITS PSPRS ELIGIBLE EMPLOYEES, AND A CORRECTIONS OFFICER RETIREMENT PLAN OR CORP FOR ITS CORP ELIGIBLE EMPLOYEES.
BOTH LOCAL BOARDS MUST INCLUDE THE MAYOR OR HIS DESIGNEE, TWO PSPRS OR CORP ELIGIBLE EMPLOYEES ELECTED BY THEIR PEERS, AND TWO CITIZENS APPOINTED BY THE MAYOR WITH THE APPROVAL OF THE TOWN COUNCIL.
IN APRIL OF 2023, THE TOWN DETERMINED THAT IT WOULD BE BEST TO COMBINE THE CITIZEN MEMBERSHIP OF THE PSPRS AND CORP LOCAL BOARDS.
ONE OF THE CITIZEN MEMBER POSITIONS FOR BOTH BOARDS IS CURRENTLY VACANT, HAVING EXPIRED ON JUNE 30TH OF 2025.
TOWN STAFF HAS SOLICITED APPLICATIONS TO FILL THIS VACANCY, AND THE TOWN HAS RECEIVED AN APPLICATION FROM SCOTT LIBERN.
MR. LIBERN DOES MEET THE QUALIFICATIONS TO SERVE ON BOTH THE PSPRS AND CORP BOARDS.
THIS IS A DISCRETIONARY ITEM FOR THE COUNCIL'S CONSIDERATION.

OUR CODE ENFORCEMENT OFFICERS HAVE BEEN HAVING SOME ISSUES.
SOME OF THE RESIDENTS THAT WE WERE TALKING TO, THEY GET A LETTER IN THE MAIL THAT SAYS SOMETHING ABOUT THEIR ABANDONED OR JUNKED VEHICLE.
IT WASN'T IN THEIR MIND ABANDONED, NOR WAS IT A JUNKED VEHICLE, BUT IT MET THE DEFINITION THAT WE HAD UNDER THAT DEFINITION.
WHAT WE WANTED TO DO, WE LOOKED AT NOW GOING FORWARD AND ADOPTING THE INTERNATIONAL CODE COUNSEL DEFINITION, WHICH IS THE ICC., THAT OUR BUILDING DEPARTMENT AND IN OUR TOWN OUR CODE ENFORCEMENT USES IS THE ICC.
WE WENT TO ADOPT THAT ONE, WHICH BASICALLY, WE'RE GOING TO AN INOPERABLE MOTOR VEHICLE.
MOST OF THE ITEMS THAT ARE PRETTY MUCH THE ENTIRE ITEMS IS THE SAME FROM THE ABANDONED AND JUNK VEHICLE.
WE JUST HAVE A DIFFERENT TERMINOLOGY FOR IT.
WE THINK THIS WILL BE A SOFTER DEFINITION, AND THEY'LL UNDERSTAND IT A LITTLE BIT MORE.
IT MEANS THAT A VEHICLE CANNOT BE DRIVEN UPON THE PUBLIC STREET FOR ANY REASON, INCLUDING BUT NOT LIMITED TO BEING UNLICENSED OR NOT REGISTERED, WHICH WE HAVE QUITE A BIT, WRECKED OR IN A STATE OF DISREPAIR AND CAPABLE OF BEING MOVED OR UNDER ITS OWN POWER.

CURRENTLY, THOUGH, THE SECOND EXCEPTION FOR THE TRANSPORTATION OF WATER BEYOND THAT TWO MILE RADIUS FOR THE STANDPIPE EXCEPTION WAS IF THERE'S AN EMERGENCY, WHICH WAS DEFINED AS A DISRUPTION OR THREAT TO THE NORMAL SUPPLY OR SAFETY OF WATER ANYWHERE WITHIN THE TUCSON ACTIVE MANAGEMENT AREA.
THAT'S HOW THE CODE WAS PROPOSED TO BE CHANGED BACK IN APRIL.
WE DID HEAR SOME CONCERNS, AND WE WANTED TO MAKE SURE TO INCORPORATE THOSE CONCERNS TONIGHT.
THE CONCERN SPECIFICALLY THAT WE HEARD, ONE OF THEM WAS THAT WHETHER FIRE FIGHTING AIR TANKERS COULD UTILIZE MARANA WATER FOR FIRE FIGHTING PURPOSES UNDER THE PROPOSED ORDINANCE.
IF RANCHERS DURING DRY YEARS WOULD BE ABLE TO UTILIZE MARANA WATER FROM THE STANDPIPE EVEN BEYOND THAT TWO MILE RADIUS.
IF THE STOCK PONDS DIDN'T HAVE ENOUGH WATER.
A RELATED CONCERN TO THAT IS GAME AND FISH.
THEY LIKE TO USE THE STANDPIPE FOR STOCK PONDS THAT ARE OUTSIDE OF THE MARANA WATER SERVICE AREA IN DRY YEARS WHEN THERE'S NOT ENOUGH WATER TO FILL THE STOCK PONDS.
ALSO, IF A HOUSEHOLD THAT'S LOCATED BEYOND THAT TWO MILE RADIUS, WHAT HAPPENS IF THEIR WELL GOES DOWN OR SOME OF THEIR INFRASTRUCTURE GOES DOWN, AND THEY CAN'T PUMP WATER? ESSENTIALLY, I THINK THE BIGGEST CONCERN WE HEARD IS WE DON'T WANT TO LEAVE PEOPLE IN NEED.
IF THERE'S AN ISSUE THAT HAPPENS BEYOND THE TOWN, WE DON'T WANT TO RESTRICT OURSELVES FROM HELPING WHEN WE NEED TO HELP.
I KNOW THIS IS SMALL, AND I APOLOGIZE, BUT THIS WAS THE BEST WAY I COULD THINK OF TO SHOW WHAT WE DID TO THE PROPOSED ORDINANCE.
BASICALLY, THIS SECOND ARROW ON THE BOTTOM IS THE ONE I WANT TO REALLY FOCUS ON.
THAT'S THE MEAT AND POTATOES OF THE CHANGE IN ADDITION TO THE DEFINITION OF EMERGENCY, WHICH WE'LL TALK ABOUT IN JUST A MINUTE.

WE ALSO ADDED SOME DETERMINING FACTORS FOR WHETHER AN EMERGENCY EXISTS UNDER THIS DEFINITION.
THESE FACTORS INCLUDE REGIONAL OR LOCAL DROUGHT CONDITIONS, LIVESTOCK AND WILDLIFE IMPACTS,

WATER INFRASTRUCTURE OR EQUIPMENT FAILURES ON PUBLIC OR PRIVATE PROPERTY, WATER QUALITY CONCERNS, WILDFIRE MITIGATION NEEDS, AND SIMILAR CONSIDERATIONS THE WATER DIRECTOR DEEMS REASONABLE AND PRUDENT UNDER THE CIRCUMSTANCES.OUR HOPE IS THAT THIS LANGUAGE WILL INCORPORATE THE CONCERNS THAT WERE BROUGHT TO STAFF AT THE LAST MEETING INTO THE CODE ITSELF, TO HELP ILLUSTRATE TO FUTURE WATER DIRECTORS DOWN THE LINE, THAT THIS IS WHAT THE CONCERN IS, THE HOPE IS THAT WE CAN ALLOW FOR ENOUGH WIGGLE ROOM.
FOR LACK OF A BETTER TERM, TO MAKE SURE THAT PEOPLE ARE NOT IN NEED WHO NEED WATER IN AN EMERGENCY.

IT SETS FORTH JUST THE FACILITIES THAT ARE AVAILABLE FOR USE.
THERE'S A DIFFERENCE BETWEEN USE AND RESERVATION, WHICH WE'LL TALK ABOUT, USE INCLUDES PUBLIC USE AND OR RESERVATION, WHEREAS RESERVATION REALLY IS FOCUSED ON JUST THE RESERVATION OF THE FACILITIES.

BUT THEY WOULD NEED TO GET A SPECIAL EVENT PERMIT AND ALSO A LIQUOR LICENSE FROM THE LIQUOR BOARD IN ORDER TO MAKE THAT HAPPEN.
THE POLICY NEXT GOES OVER THE PRIORITY OF USE.
IF IT'S A TOWN EVENT OR A TOWN SPONSORED RESERVATION OR EVEN A TOWN CO-SPONSORED RESERVATION, THESE GET FIRST PRIORITY IN THE EVENT OF A CONFLICT, PUBLIC USE DURING OPERATIONAL HOURS IS THE NEXT PRIORITY, EXCEPT IF THE FACILITY HAS ALREADY BEEN RESERVED, FOR EXAMPLE.
