THIS IS A PRETTY LONG SAGA. SOME OF YOU WERE AROUND WHEN THE RTA 1 WAS PASSED IN 2006.
AND OVER THE COURSE OF THE LAST 6 YEARS OR SO, 6 OR 7 YEARS WE'VE BEEN WORKING ON THE RTA NEXT.
OF COURSE, RTA BROUGHT A LOT OF GREAT PROJECTS TO MARANA.
AND I THINK YOU'RE GOING TO SEE HERE TONIGHT THAT THE PROJECTS ON RTA NEXT THAT WILL AFFECT, DIRECTLY AND INDIRECTLY, OUR RESIDENTS ARE PRETTY SUBSTANTIAL.
I GIVE YOU AN OVERVIEW OF THE PLAN, AND THEN WE CAN OPEN IT UP FOR DISCUSSION.
I'LL BE HONEST, I THINK YOU KNOW, MANY OF YOU CAN REMEMBER MAYOR HONEA'S MANY WAR BATTLES AND STORIES ABOUT 5 HOUR MEETINGS WITH THE RTA. AND I THINK MANY TIMES WE WEREN'T SO CONFIDENT THAT WE WERE GOING TO GET THIS THING ACROSS THE FINISH LINE.
AND I FEEL LIKE WE'RE RIGHT ON THE PRECIPICE OF THAT HAPPENING.
WITH THE RECENT VOTE FROM THE RTA BOARD TO PASS THE PLAN THAT WAS PRESENTED TO THEM YESTERDAY, ACTUALLY. AND SO I FEEL LIKE WE'RE MOVING IN A GREAT DIRECTION, AND THIS IS JUST AN OPPORTUNITY NOW FOR OUR COUNCIL TO KIND OF HEAR ALL THE PARTICULARS, MANY OF IT, MUCH OF IT WILL BE FAMILIAR TO YOU, BUT I THINK TO HAVE ALL OF IT IN FRONT OF YOU AND TO HAVE THE OPPORTUNITY TO ASK QUESTIONS AND HAVE DIALOG IS IMPORTANT. I WILL GO OVER THIS VERY QUICKLY. I THINK IT'S PROBABLY EASIER FOR ME TO GO THROUGH IT QUICKLY, AND THEN OPEN IT UP TO QUESTIONS THAT YOU ALL MIGHT HAVE ON THE PLAN.
THE RTA IS, AS TERRY JUST MENTIONED, HAS BEEN A SAGA, RIGHT? IT'S BEEN HERE AND WE'VE BEEN GOING THROUGH THIS IN MY PRIOR LIFE.
WE HAD MANY CONVERSATIONS FOR YEARS AND YEARS.
BUT FORTUNATELY, WE'RE TO THE POINT NOW THAT WE HAVE A PLAN THAT HAS BEEN VOTED ON BY THE RTA BOARD.
IT IS NOW SCHEDULED TO GO IN FRONT OF THE BOARD OF SUPERVISORS ON SEPTEMBER 2ND.
AND AT THAT POINT, IT'S EXPECTED THAT BECAUSE IT'S MORE OF A MINISTERIAL ACT BY THE BOARD OF SUPERVISORS, IT'LL BE ON THE BALLOT FOR MARCH 10TH OF 2026.
THE PLAN IS $2.67 BILLION. AND I'LL GO OVER SOME OF THE DETAILS, BUT IT WAS A PRETTY INCREDIBLE PROCESS. EVEN THOUGH THERE WAS SOME SOME ROUGH PATCHES THERE AND MAYBE SOME FOLKS HAD LOST SOME HOPE.

I THINK THERE'S SOMETHING IN IT FOR EVERYONE, AND I THINK IT'S SOMETHING THAT THE VOTERS WILL GET BEHIND.SO WHAT IS THE BENEFIT OF OF THE RTA? VERY SIMPLISTICALLY IT IS MOBILITY.
IT'S MOVING PEOPLE, GOODS AND SERVICES ACROSS THE ENTIRE OF THE REGION.
AND IT'S ALL ASPECTS OF TRANSPORTATION. AND OFTENTIMES WE THINK OF TRANSPORTATION AS JUST SINGULAR.
HERE IS SOME PHOTOS OF SOME OF THE PROJECTS. THESE ARE FROM OUR CURRENT RT.
I CALL IT RTA 1. IT'S THE 2006 RTA. NOW WHAT? THERE WE GO. SO AS I MENTIONED, THERE'S A PIECE OF THIS FOR FOR EVERYONE.
AND FIRST AND FOREMOST, IT HAS TO BE A 20 YEAR PLAN.
THE STATUTES REQUIRE A 20 YEAR PLAN. IT CAN'T BE SHORTER THAN THAT.
AND THE WAY THAT THE STATUTES WORK, IT ALSO SUGGESTS THAT THE FUNDING FOR THAT DOESN'T HAVE TO BE 20, BUT IT CAN BE LESS. HOWEVER, WHEN YOU GO TO THE VOTER, YOU HAVE TO EXPLAIN THAT.
YOU HAVE TO EXPLAIN THAT IT'S FOR A 20 YEAR PLANNING HORIZON.
I'VE LISTED SOME OF THE THINGS THAT ARE INCLUDED IN THIS PARTICULAR INSTANCE.
IT IS AN I CAN'T SAY EXTENSION OF THE TAX, BUT IT IS A NEW TAX THAT DOESN'T GO UP.
NOW LET ME EXPLAIN THAT FOR A MINUTE. BY STATUTE, WE CANNOT SAY IT'S AN EXTENSION OF THE TAX.
WE HAVE TO SAY THAT IT IS A NEW TAX TO THE VOTER.
THEY HAVE TO UNDERSTAND THAT THIS IS A NEW TAX.
IT'S A DIFFERENT TAX. THE PARTY LINE, THOUGH IS IT DOES NOT INCREASE THE TAX RATE.
IT IS THE SAME RATE, THE SAME AMOUNT. SAME BASIC STRUCTURE IS WHAT WAS APPROVED IN 2006.
BACK IN 2018, THIS PROCESS WAS STARTED AND IT ACTUALLY STARTED BEFORE THAT.
BUT WHEN YOU LOOK AT ALL OF THE STEPS THAT IT TOOK TO GET TO THIS POINT, YOU REALIZE THAT THERE WAS A LOT OF INPUT, A SERIES OF MEETINGS, AND THEY WERE HOURS AND HOURS AND HOURS.
AND AS MAYOR HONEA CAME AND I'M SURE REPORTED TO YOU ALL, IT WAS SOMETIMES 4 AND 5 AND 6 HOUR MEETINGS, BUT THAT WAS JUST THE BOARD. THERE WERE ALSO CITIZENS MEETINGS, COMMITTEE MEETINGS THAT WERE MANY, MANY, MANY MORE HOURS. AND SO AS YOU LOOK AT THESE STEPS, AND YOU LOOK AT THIS FLOWCHART, YOU UNDERSTAND IT WAS NOT JUST, YOU KNOW, WE SNAPPED OUR FINGERS AND BOOM, THERE WAS A PLAN.
EACH OF THE EACH OF THE ELEMENTS HAD A SIGNIFICANT CONSTITUENCY GROUP, AS WELL AS ULTIMATELY COMING UP WITH THE COMPONENT PARTS THAT WOULD RESONATE. BUT KEEPING IN MIND THAT IT HAD TO DEAL WITH THE MOBILITY OF THE REGION, MOVEMENT OF GOODS, SERVICES AND PEOPLE ACROSS THE ENTIRETY OF THE REGION.
SO THE GRAPHIC THAT'S IN FRONT OF YOU, YOU CAN SEE WHERE WE ARE TODAY, THAT GREEN CIRCLE, CURRENT PHASE. AS SOON AS WE GO TO THE BOARD OF SUPERVISORS, ASSUMING THAT THEY CALL FOR THE ELECTION, AND WE'LL MOVE THAT GREEN OVER TO THE TO THE RIGHT AND IT'LL BE UP TO THE VOTERS.
SO WHAT ARE SOME OF THE PLAN HIGHLIGHTS NOW WE REFER TO THE NEW PLAN AS RTA NEXT.
AND SO WHAT YOU SEE HERE IS A COLLECTION OF ALL OF THE PIECES.
THESE ARE ALL OF THE ELEMENTS THAT ARE INCLUDED IN IT.
QUICKLY I'LL GO THROUGH THEM JUST SO THAT YOU HAVE AN UNDERSTANDING OF SOME OF THEM.
ROADWAY IMPROVEMENT. PRETTY SELF-EXPLANATORY.
THOSE ARE ROAD PROJECTS ACROSS THE ENTIRE OF THE REGION.
THOSE ARE WIDENING. THEY'RE ALSO MODERNIZATION.
IT CAN HAVE SAFETY. IT CAN HAVE BIKES, SIDEWALKS, ROADS, ADDITIONAL LANES.
AND WE USE THAT TERMINOLOGY TO GIVE US FLEXIBILITY, BECAUSE WHAT HAPPENED IN 2006 WAS WE WOULD SAY WE WANTED A SIX LANE ROADWAY, BUT WHEN WE FOUND READY TO CONSTRUCT IT, WE ONLY NEEDED 4 LANES.
THE DEMAND WASN'T THERE. PEOPLE ASK WHAT HAPPENED? WHY DID THAT OCCUR? WELL, THERE WERE A COUPLE OF REASONS.1 WAS THE GREAT RECESSION WAS ONE COVID, BUT THERE WERE PROJECTIONS IN POPULATION BACK IN 06 THAT ASSUMED THE REGION WOULD BE AT ABOUT 1.4 MILLION PEOPLE WERE JUST SHY OF ONE POINT, BUT JUST OVER 1.1 MILLION, THOSE 300,000 PEOPLE.
WE WERE $1 BILLION SHORT IN TERMS OF COLLECTIONS AND ALL OF THOSE REASONS PACKAGED INTO ONE,

NOT TO MENTION COST OF GOODS. YOU KNOW, INFLATION REALLY CAUSED US TO TO HAVE SOME CHALLENGES.SO THE FLEXIBILITY IS EXTREMELY IMPORTANT. SAFETY, ADA AND ACTIVE TRANSPORTATION, IF YOU THINK OF IT, THAT'S REALLY ALL ELSE. THAT'S EVERYTHING ELSE THAT WILL HELP THE ENTIRETY OF THE POPULATION MOVE FROM POINT A TO POINT B IN A SAFE MANNER.
IT'S ACCESSIBLE. THERE'S SAFETY COMPONENT AS WELL AS FOR PEDESTRIAN AND BICYCLES AS WELL.

AND SO WHATEVER THAT CONSTRUCTION LOOKS LIKE IT HAS TO LAST AT LEAST 10 YEARS, WHICH PUTS IT OUTSIDE OF THE MAINTENANCE, WHICH IS GENERALLY FOR 2 TO 2 TO 4 OR 5 YEARS.
TRANSIT, INCLUDING DIAL A RIDE AND AND PARATRANSIT, IS AN INTEGRAL PART OF THIS.
ABOUT 27% OF THE TOTAL, AND I'LL GO OVER THAT IN A MINUTE.
ENVIRONMENTAL WILDLIFE LINKAGES. THOSE ARE A COMPONENT THAT, AGAIN, WE HEARD FROM THE PUBLIC.
IT WAS VERY IMPORTANT THEIR INTEREST IN MAKING SURE THAT WE KEEP OUR WILDLIFE SAFE, BUT WE KEEP THE MOTORING PUBLIC AS WELL SAFE AND PROVIDING OPPORTUNITIES FOR WILDLIFE TO CROSS OUR ROADWAYS.

WHAT WE DID IS WE WE ANALYZED THEM AGAIN WITH CURRENT DATA AND RE SCOPED.
WE ACTUALLY RE SCOPED 5 OF THEM TO A NEW CONFIGURATION BASED ON CURRENT DATA.
PAVEMENT REHABILITATION YOU CAN SEE IS ABOUT 7% THAT'S INCLUDED IN THIS PIE CHART AS WELL.
SO LET'S TALK SPECIFICALLY ABOUT THE TOWN OF MARANA.
WHAT ARE THE NEW PROJECTS LOOK LIKE? THESE ARE THE NEW REGIONAL PROJECTS.
INA EOAD, THE ADDITION OF 2 LANES AND A MULTI-USE PATH IS ABOUT $16 MILLION.
CORTARO ROAD AT I-10. THE RECONSTRUCTION OF THE GRADE SEPARATED INTERCHANGE.
MOORE ROAD IS A NEW PROJECT. THAT'S ACTUALLY THE 2ND PROJECT ON THE LIST.
IT JUST HAPPENS TO BE 3RD ON THIS LIST, BUT IT'S THE 2ND PROJECT ON THE OVERALL PROJECT LIST.
AND IF YOU NOTICE, I PUT IN $30 MILLION AND THEN A SLASH $90 MILLION.
THE SLASH THAT OTHER NUMBER IS THE ADOT INVESTMENT.
SO THIS IS THE AMOUNT. THE 1ST AMOUNT IS HOW MUCH THE RTA IS INVESTING.
AND THEN THE 2ND AMOUNT IS HOW MUCH IS AN ADOT INVESTMENT.
SO SAME THING WITH CORTARO. YOU CAN SEE THAT'S $20.3 MILLION.

THE ADOT INVESTMENT THERE IS ABOUT $220 MILLION.AND THEN THE 4TH NEW PROJECT IS TANGERINE ROAD.

THE DOLLARS THERE $25 MILLION LEVERAGED TO GET ABOUT $160 MILLION FROM ADOT.
SO ALL TOLD, WITH $91 MILLION IN NEW TPT OR RTA MONEY, WE'RE LEVERAGING ABOUT $486 MILLION OF ADOT MONEY. AND SO YOU CAN SEE HOW WE'VE ACTUALLY KIND OF TURNED THAT AND SAID, THIS IS A REGIONAL INVESTMENT, AND THOSE ADOT MONIES ARE FOR THE REGION AS A WHOLE, AND THEY COME OUT OF THE ANNUAL ALLOCATION OF REGIONAL MONEY FOR FOR MARANA.
IN THIS PARTICULAR INSTANCE, I MENTIONED COMPLETION OF THE 2006.
THERE'S 2 PROJECTS THAT ARE EXTREMELY IMPORTANT.
ONE OF THEM IS TANGERINE. I WILL TELL YOU THAT, SELFISHLY, I THINK SILVERBELL IS EXTREMELY IMPORTANT BECAUSE MY DAUGHTER AND GRANDDAUGHTER USE THAT EVERY SINGLE DAY TO COME TO SCHOOL. AND I CAN TELL YOU FROM EXPERIENCE THAT IT REALLY NEEDS TO BE IMPROVED.
BUT BOTH OF THOSE PROJECTS ARE INCLUDED AS A PART OF THE COMPLETION OF THE 2006 RTA.
SO I WANT TO TALK A LITTLE BIT ABOUT PROJECTS THAT ARE NOT SPECIFICALLY IN MARANA, BUT THAT HAVE A SIGNIFICANT IMPACT ON MARANA RESIDENTS AND GETTING TO AND FROM PLACES OF WORK OR SCHOOL, ETC.. THORNDALE. FROM CORTARO TO TANGERINE.
PRETTY SIZABLE INVESTMENT ALMOST $100 MILLION, $97 MILLION.
SHANNON ROAD FROM LAMBERT TO TANGERINE. ANOTHER $25 NILLION.
WHEN YOU LOOK AT THE PLAN, THE INVESTMENT FOR THE THE RTA 1 PROJECTS, WE ACTUALLY THE BOARD HAD GIVEN US DIRECTION TO PUT REGIONAL MONEY TOWARDS THAT UNTIL 2030.
BUT WHAT THAT DOES IS IT FREES UP DOLLARS AFTER 31, AFTER 2031, AND THAT'S ABOUT $45 MILLION A YEAR THAT'S AVAILABLE TO THE REGION FOR REGION PRIORITIES OUTSIDE OF RTA. AND UNFORTUNATELY, BECAUSE OF THE SHORTFALLS AND ALL THE THINGS THAT WE TALKED ABOUT EARLIER, THE DOLLARS, THOSE REGIONAL DOLLARS WERE 100% PUT TOWARDS COMPLETION OF RTA 1, WHICH BASICALLY MEANT THAT THERE WAS NO OPPORTUNITY FOR ANY OTHER PROJECTS WITHIN THE REGION. AND SO THROUGH THE BOARD'S LEADERSHIP SAID, HEY, WE CAN'T DO THAT. WE'VE GOT TO FIGURE OUT ANOTHER WAY TO, TO TO MAKE THIS WORK.
AND SO AFTER 2031, ABOUT $45 MILLION A YEAR ARE AVAILABLE FOR PROGRAMING ON NON RTA PROJECTS, WHICH GIVES US AN OPPORTUNITY TO HELP. I KNOW THAT THERE'S SOME THERE'S SOME OTHER NEEDS LISTED IN YOUR TRANSPORTATION NASTER PLAN.
I THINK THERE'S SOME OPPORTUNITIES FOR THOSE TO BE FUNDED AFTER AFTER 2031.
SO WHAT DOES THIS LOOK LIKE IN THE LONG TERM? I THINK THE OVERSIGHT IS EXTREMELY IMPORTANT TO THINK ABOUT IN TERMS OF THE PUBLIC INPUT.
ULTIMATELY, IT HAS TO BE APPROVED BY THE VOTER.
AND TO ME, THAT'S THE HIGHEST LEVEL OF ACCOUNTABILITY THAT WE HAVE AS PUBLIC OFFICIALS IS WHAT THE VOTER TELLS US OR GIVES US THE AUTHORITY TO DO THE PLAN IS BASED ON VERY CONSERVATIVE, PESSIMISTIC REVENUE FORECASTS.
SOMETIMES WE'RE ASKED, WELL, HOW COULD WE HAVE MISSED SO MUCH IN 2006? WE ACTUALLY PICKED THE MIDDLE IN 2006. IF YOU LOOK AT THE CHARTS OR THE GRAPHS, WE PICKED THE BASELINE.
THIS TIME WE PICKED THE LOWEST ONE, WHICH IS THE PESSIMISTIC FORECAST.
IT'S JUST THE FACT THERE WAS A LOT OF OPTIMISM ABOUT WHERE WE WERE HEADED.
I THINK THERE'S A LOT OF PESSIMISM NOW IN TERMS OF THE GROWTH OF REVENUE, THE GROWTH OF THE POPULATION, AND THAT GIVES US A SOLID PLAN. NOW WE HAVE OPPORTUNITY.
IF WE GET EXCESS MONEY, IF WE GET ADDITIONAL REVENUE, POTENTIAL ADDITIONAL REVENUE, WE HAVE STRATEGIES FOR HOW THAT CAN BE DISTRIBUTED AND HOW THAT CAN BE UTILIZED GOING FORWARD. AGAIN, THE SMART PLANNING OF A GROWING REGION.
SO THAT'S A FAR CRY FROM ALMOST 500,000 PEOPLE IN 20 YEARS.
I THINK THAT WAS PRETTY OPTIMISTIC. WELL, WE'RE NOT AS OPTIMISTIC ANYMORE.
THAT DOESN'T MEAN IT CAN'T HAPPEN. IT JUST MEANS THAT FOR PLANNING PURPOSES, TO MAKE SURE WE DON'T PAINT OURSELVES ON A CORNER, WE DON'T ALLOW OURSELVES TO TO BE THAT OPTIMISTIC.
WE'RE REALLY HOLDING OURSELVES BACK A LITTLE BIT.
